101. The Gulf as a Global Financial Centre: Growing Opportunities and International Influence

Abstract:
Ambition is high. Just a few years ago, the claim that the Gulf represented an important financial centre, let alone an aspiring Global Financial Centre (GFC), would have been seen as optimistic. However, it should be recalled that in the late 1990s, and even up until 2003, few analysts expected oil prices to move above the $20–30 range–yet by early 2008 oil was trading well above $100 and rising. The GCC economies have approximately tripled in size in just five years and their combined GDP will be well above $1 trillion in 2008, while their external financial wealth in the form of sovereign wealth funds (SWFs) and foreign exchange reserves alone is more than double this figure. These trends are not, of course, uncorrelated. Nevertheless, it is easy to see the region's comparative advantage from the swing in oil prices, whereas the scope for developing a significant advantage in global finance remains tentative. To develop and mature the Global Financial Centre concept will require considerable effort and nurturing, chiefly by GCC governments, banks and fund managers but including cooperative ventures with leading GFCs and financial services companies.

102. Ending Dependence: Hard Choices for Oil-Exporting States

Abstract:
Since 2003, countries whose economies depend on the export of oil and gas have enjoyed a surge of revenue driven by rising oil prices and, in some countries, rising export volumes. The press has captured petroleum-fuelled prosperity in images of futuristic construction plans and the rocketing assets of sovereign wealth funds. However, this obscures important differences among oil and gas exporters in terms of reserves size and social development challenges. Based on a major study of twelve hydrocarbon-exporting countries, this report shows that the boom does not guarantee economic sustainability for these countries, most of which face hard policy choices over domestic consumption, development spending and rates of economic growth. The report estimates the timeframes these countries have in which to make the necessary changes and examine their prospects for success given the existing human, institutional and technical capacity, competitive advantages, infrastructure and access to capital.

Abstract:
This paper will seek to show how social, political, cultural, and environmental factors have combined to impede Iraqi police development in ways that are predictable, understandable, and, with external help, resolvable. The corruption and abuse found in the Iraqi police services cannot simply be explained by poor leadership, the actions of a few corrupt individuals, or even the competing agendas of the various militias that are fighting for influence in post-Saddam Iraq. Rather, one must explain why such practices occur despite the fact they are unacceptable according to Iraqi cultural norms.

104. From Gridlock to Compromise: How Three Laws Could Begin to Transform Iraqi Politics

Abstract:
On February 13, 2008 the Iraqi parliament simultaneously passed a law that sets forth the relationship between the central and provincial governments, an amnesty law and the 2008 national budget. The passage of these laws was the result of months of negotiation and last-minute substantive and procedural compromises that could portend a shift away from merely ethnic and sectarian-based alliances to inter-ethnic and sectarian issue-based politics. At the same time, Iraqi lawmakers may have discovered a strategy of simultaneous consideration of multiple matters that could increase the likelihood of consensus and resolution—a sharp contrast to what has until now been an issue-by-issue approach that has often resulted in impasses and political gridlock.

105. Embedded Provincial Reconstruction Teams

In January 2007, President Bush announced that the U.S. would double the number of Provincial Reconstruction Teams (PRTs) in Iraq as part of his plan for a "New Way Forward." PRTs are small, civilian-military units that assist provincial and local governments to govern more effectively and deliver essential services. These new PRTs would be embedded with Brigade (Army) and Regimental (Marine) Combat Teams (B/RCTs) participating in the "surge" of U.S. forces into Baghdad, Anbar and Erbil provinces. The new ePRTs would begin as four person interagency teams, but would expand to include civilian experts in a broad range of specialties. These new PRTs were staffed with Defense Department civilians and members of the National Guard and Army Reserve until funds became available to the State Department to hire civilian contractors. The process of deploying civilian experts is now underway, but the B/RCTs to which they are being assigned will return to the United States by August 2008.

Abstract:
Two key themes stand out within current US government reports and foreign policy commentaries on American public diplomacy. These are: firstly, that US efforts to attract 'hearts and minds' in the Middle East were inadequate before and immediately after the 11 September 2001 attacks on America and must be improved, and secondly that the administration of public diplomacy has required major reform in order to meet the challenge of engaging Arab and Muslim audiences into the future. This paper assesses US public diplomacy in a regional context that has not been subject to significant scrutiny within the post-11 September debates on US public diplomacy: the Asia–Pacific. This oversight is lamentable, given Washington's significant security and economic interests in the Asia–Pacific, and because the Asia–Pacific is a region undergoing significant economic, diplomatic and political shifts that are likely to complicate Washington's ability to bring about desired outcomes in the future. This paper demonstrates, furthermore, that the Asia–Pacific represents an important case study from which to reflect on the administrative and substantive questions raised in recent critiques of US public diplomacy at a general level.

107. Sectoral Transformations in Neo-Patrimonial Rentier States: Tourism Development and State Policy in Egypt

Abstract:
This article challenges claims that liberalising state regulated markets in developing countries may induce lasting economic development. The analysis of the rise of tourism in Egypt during the last three decades suggests that the effects of liberalisation and structural adjustment are constrained by the neo-patrimonial character of the Egyptian political system. Since the decline of oil rent revenues during the 1980s tourism development was the optimal strategy to compensate for the resulting fiscal losses. Increasing tourism revenues have helped in coping with macroeconomic imbalances and in avoiding more costly adjustment of traditional economic sectors. Additionally, they provided the private elite with opportunities to generate large profits. Therefore, sectoral transformations due to economic liberalisation in neo-patrimonial Rentier states should be described as a process, which has led to the diversification of external rent revenues, rather than to a general downsizing of the Rentier character of the economy.

Abstract:
Incumbent regimes in the Arab world, monarchical and republican alike, have weathered the period of intense, worldwide political change that has followed the end of the Cold War without giving up much of their power. Though not completely untouched by events that have shaken the rest of the world, most Arab regimes have survived the wave of political transformation that has engulfed the rest of the world relatively intact. Many regimes have carried out reforms, but the reforms have been directed at modernizing the economy and addressing social issues rather than redistributing power in the political system. Indeed, most regimes that talk of political reform are in reality avoiding it. To be sure, there have been some political changes: For example, more political parties exist today in most Arab countries than fifteen years ago, and more countries hold elections of varying quality. Access to information and the quality of political debate have increased in many countries as well. Power, however, remains firmly where it was: in the hands of kings and presidents.

Since 1989, Jordan has passed through several phases of economic reform aimed at stabilizing the economy and managing the transition from a state-dominated model to one that is private export led. Initiated under severe economic crisis conditions, the reform process in Jordan has been slow, selective, and uncoordinated. Thus far Jordan has succeeded in stabilizing its economy and engaging in a process of trade and financial liberalization and privatization, but it has failed to find long-lasting solutions to major social and economic challenges facing the country.

Since the Republic of Yemen was created in 1990 through the unification of the northern and southern states, the Yemeni regime has very consciously framed its policies in the language of democracy, while simultaneously muzzling initiatives that might help facilitate democratic consolidation. There has been a marked increase in the level of popular political activity, but the country's power structures have proven resilient to political reform.
