41. Lebanon's Palestinian Dilemma: The Struggle over Nahr al-Bared

Abstract:
2012 marks the fifth anniversary of one of Lebanon' s bloodiest battles since the end of the civil war: the deadly, three - month war pitting a jihadi group against the army in the Nahr al - Bared Palestinian refugee camp. Since then, the camp ' s displaced and resident population has suffered from slow reconstruct ion of their residences, a heavy security presence that restricts their movement and livelihood as well as the absence of a legitimate Palestinian body to represent their interests. Today, there are bigger and more urgent fish to fry, none more so than dealing with the ripple effects of Syria ' s raging internal conflict on inter - sectarian relations in Lebanon and the risk that the country once again could plunge into civil war. But it would be wrong to toss the refugee camp question aside, for here too resides a potential future flare - up.

42. Dallying with Reform in a Divided Jordan

Abstract:
Something is brewing in the Hashemite Kingdom of Jordan. It is not so much that protests have been spreading since 2011; the country has experienced these before and so far they remain relatively small. It is, rather, who is behind them and from where dissatisfaction stems. East Bankers – Jordanians who inhabited the area before the arrival of the first Palestinian refugees in 1948 – have long formed the pillar of support for a regime that played on their fears concerning the Palestinian-origin majority. That pillar is showing cracks. The authorities retain several assets: popular anxiety about instability; U.S. and Gulf Arab political and material support; and persistent intercommunal divisions within the opposition. But in a fast-changing region, they would be reckless to assume they can avoid both far-reaching change and turmoil. Ultimately, they must either undertake the former one or experience the latter.

On March 2, 2012, Eurasia Partnership Foundation (EPF) and Turkish Economic Social Studies Foundation (TESEV) organized an international conference titled “Turkey’s South Caucasus Agenda: Roles of State and Non-State Actors” in Tbilisi, Georgia. The event brought together analysts, diplomats and decision makers from Turkey, Europe and the South Caucasus to discuss Turkey’s role in stabilizing the region both on the level of government engagement and civil society. This publication is the reflection of the commentary that was made by participants during the conference.

Abstract:
During the first decade of the 21st century the Gulf States undertook reforms of their social policies based on the generous redistribution of hydrocarbon profits. One of the elements of the redistribution was to guarantee of employment. Beginning in the 1990s rising unemployment indicated that the traditional employment policies were ineffective, generating social tensions as evidenced in the "Arab spring". The goal of the reforms is to move nationals into salaried jobs in the private sector, currently held largely by foreign workers. The change is strongly opposed by business executives and local entrepreneurs. Having become accustomed to inexpensive foreign workers they object to the increased costs entailed by the reforms. The royal families are thus obliged to negotiate between the interests of the private sector, often aligned with their own, and the dissatisfaction of the young, the group most impacted by unemployment and the key players in the protests that erupted in 2011 in Bahrain, Saudi-Arabia and Oman.

Abstract:
The Arab Spring has created significant challenges and unprecedented opportunities for NATO and its partners in the Mediterranean region. New security issues have emerged alongside new regimes and regional instability looms. State failure, civil conflict, and institutional collapse could present a number of major security threats, among them the creation of a refugee crisis affecting NATO members, increased illegal arms trafficking, and a breeding ground for militant groups in a Somali-like setting near European shores. These threats highlight the need for NATO to set up a plan for fostering regional stability and developing good relations with new and emerging leaders. The changing nature of regional security and Arab governance demands a multi-faceted approach which requires NATO to draw on expertise beyond its own, especially in empowering civil society and youth groups that are the cornerstone of sustainable democracy. Such new challenges require new partnerships and this memo intends to convey two core recommendations: restructure the Mediterranean Dialogue (MD) to allow for a more incentivized and effective partnership, and partner with other institutional actors to enable NATO to offer a more comprehensive assistance package. Abstract:
With vacancy rates averaging at 22% in peace operations around the world for the last decade, and at some instances at twice that rate, it is time for reform of how the UN recruits, deploys and manages civilian capacity in peace operations. To this effect, a UN advisory group report containing a range of recommendations on how the UN can improve in this area was issued in May 2011. As a first step, Under-Secretary-General Susana Malcorra, who was charged with the follow-up of the report, suggested the creation of a Civilian Partnership Cell that should connect the needs of the UN with the civilian capacities of rostering organisations and member states through a virtual web-portal. However, for now only the virtual web-portal will be implemented with the existing budget. Member states have already expressed support for the idea of creating a partnership cell during both consultations with the UN Advisory Group and after launching of the report. The Government of Norway and Norwegian rostering and training organisations should, therefore, in cooperation with international partners, keep up the pressure on the UN to implement this initiative, as well as some of the other key reforms suggested in the report.

As protests continued in Cairo, questions intensified about when and how President Hosni Mubarak would step aside and what kind of transitional government might replace him. The "key actor" at this time is Egypt's military leadership, which is concerned about growing violence, economic damage, and continued instability, says Bruce K. Rutherford, author of Egypt After Mubarak: Liberalism, Islam, and Democracy in the Arab World. "If they want these demonstrations to end, they can either intervene and use force to disperse the demonstrators or they can ask President Mubarak to leave," he says, which would indicate the army's belief that Mubarak's continued presence is destabilizing. Rutherford says the opposition has organized a ten-person leadership group headed by Mohamed ElBaradei, but that Egyptians are skeptical about the government's offer to open discussions with the opposition because in the past, such dialogues haven't led to any change. He says a possible successor to Mubarak may be former foreign minister Amr Moussa, currently head of the Arab League.

50. Popular Protest in North Africa and the Middle East (II): Yemen between Reform and Revolution

Even before the popular wave from Tunisia and Egypt reached Yemen, President Saleh's regime faced daunting challenges. In the north, it is battling the Huthi rebellion, in the south, an ever-growing secessionist movement. Al-Qaeda in the Arabian Peninsula is showing mounting signs of activism. Sanaa's political class is locked in a two-year battle over electoral and constitutional reforms; behind the scenes, a fierce competition for post-Saleh spoils is underway. Economic conditions for average Yemenis are dire and worsening. Now this. There is fear the protest movement could push the country to the brink and unleash broad civil strife. But it also could, and should, be a wake-up call, a catalyst for swift, far-reaching reforms leading to genuine power-sharing and accountable, representative institutions. The opposition, reformist ruling party members and civil society activists will have to work boldly together to make it happen. The international community's role is to promote national dialogue, prioritise political and economic development aid and ensure security aid is not used to suppress opposition.
