Natural disasters and armed conflicts have accompanied human existence throughout history, always leading to spikes in mortality and morbidity. However, in recent years, the scale and scope of these events have noticeably increased. Since the 1990s, such events annually affect around 217 million people, forcing them to live under conditions of extreme instability and humanitarian crises.1 Despite this, in recent decades, global health management measures amid humanitarian crises caused by armed conflicts have not led to increased equity and quality in the provision of medical care and services in affected areas. Armed conflicts have a profound impact on the architecture of health governance. Military actions often result in the destruction of health care infrastructure, including hospitals, clinics, and essential medical supply chains. Such widespread disruptions hinder the delivery of basic medical services, leading to increased morbidity and mortality. Largescale population displacement is the most common consequence of armed conflicts, resulting in the creation of refugee camps and pressure on host communities. This situation exacerbates health issues, as overcrowding promotes the spread of infectious diseases, compounded by the concurrent collapse of health care systems. Conflicts restrict or complicate the provision of humanitarian aid, impeding the delivery of essential medical supplies, vaccines, and medical personnel to affected areas. The psychological consequences of armed conflict always extend beyond physical injuries, with mental health issues becoming increasingly common.

22. Operation Al-Aqsa Flood in Lebanon’s Palestinian Camps: Emotion and Reason, Solidarity and Militancy

Abstract:
In September and early October of 2023, I was in Lebanon on a working visit to the Ain al-Hilweh Palestinian refugee camp after the outbreak of bloody battles between the Fatah movement and the “Muslim Youth.”1 The clashes in Ain al-Hilweh began on 30 July 2023, following the assassination of Abu Ashraf al-Armushi, Fatah’s security chief for southern Lebanon. The Palestinian National Security Forces, affiliated with the Palestinian Authority, are responsible for protecting and managing the security of Palestinian refugee camps in Lebanon, and communicating with the Lebanese army to solve any incidents that occur. The clashes continued intermittently until late September, and stopped completely as Operation Al-Aqsa Flood began, with rogue elements on both sides promising to resume their conflict after the Gaza War. This was not the first time that Ain al-Hilweh camp has witnessed an armed conflict between Fatah and the "Muslim youth." This battle was one round in a series of escalations between Fatah and various Islamist militant groups which began with the establishment of Osbat al-Ansar in 1990, then with more extremist groups that splintered from al-Ansar after it concluded a peace agreement with Fatah in 2002. In reality, this battle was a conflict between Fatah and Hamas over control of the camp, as part of their fundamental struggle over Palestinian legitimacy. One hypothesis suggests that the recent clashes in Ain al-Hilweh resulted from an attempt by a party with no stakes in reconciliation between Fatah and Hamas to scuttle the dialogue conference in Egypt held on 30 July 2023. Fatah members, residents, and activists in the camp claim that Hamas is fighting “with another’s sword” against Fatah, that is, using unrecognized Islamic groups in the camp such as the Maqdisi group led by Fadi Al-Saleh, a close affiliate of Hamas who works with Turkish non-governmental organizations and supports the "Muslim Youth" groupings. Historically, the camps in Lebanon were under the control of the Palestine Liberation Organization (PLO), and still are. However, since Mahmoud Abbas took over the administration of the Palestinian Authority, the Fatah movement, the PLO, and all Palestinian national institutions have marginalized refugees and failed to prioritize their cause. As a consequence, Palestinian refugees became increasingly discontent with Abbas’ positions, even those within the ranks of the Fatah movement, albeit this discord was not always made public. As for Hamas, it lost its base in the Yarmouk camp in Syria after the rift between it and the Syrian regime with the outbreak of the Syrian revolution, which made it search for another base among the refugees. Ain al-Hilweh camp was one of its areas of interest, as the largest Palestinian refugee camp in Lebanon where Islamist movements such as the Osbat al-Ansar and the Mujahid Movement were present, making the camp fertile ground for Islamist activity. Hence, it became logical for Hamas to compete with Fatah over governance of the Lebanese camps, the most important of which is Ain al-Hilweh as the capital of the Palestinian diaspora. This article presents a preliminary analysis of the perception of Palestinian refugees in Lebanon towards Operation Al-Aqsa Flood and the forms of solidarity with Gaza, both as socio-political solidarity and as militant engagement at a moment of intense competition between Fatah and Hamas. The article also raises the issue of the mobilization of Palestinian refugees in Lebanon and Hamas's attempts to establish influence in the camps in the aftermath of Operation Al-Aqsa Flood. The article is based on official and informal meetings, observations during field visits to the camps in early October and November 2023, and a review of news coverage.

This paper sheds light on the often-overlooked intersectionality of armed conflict, displacement, and sexual and gender identity, with a focus on the experiences of LGBTIQ+ internally displaced persons (IDPs) from South Lebanon amidst the ongoing armed conflict between Israel and Hezbollah. Employing a qualitative research approach, the study conducted 18 in-depth interviews with members of the displaced LGBTIQ+ community to capture the nuances of their lived experiences. Through thematic and narrative analysis, the research aims to uncover the multifaceted challenges faced by LGBTIQ+ individuals who have been internally displaced due to the protracted conflict. The findings highlight the intricate interplay between the external conflict dynamics and the internal struggles of sexual and gender minorities navigating displacement. Themes such as resilience, identity negotiation, discrimination, and community building emerge from the narratives, providing a rich and textured understanding of the intricate fabric of their lives. The paper not only contributes to the growing body of literature on conflict-induced displacement but also foregrounds the unique challenges and coping mechanisms employed by LGBTIQ+ individuals in the face of adversity. By amplifying the voices of those often silenced, this research seeks to inform policies and interventions that are more inclusive and responsive to the specific needs of internally displaced LGBTIQ+ populations in conflict settings, fostering a deeper understanding of the complexities inherent in their journeys of survival, resilience, and identity reconstruction.

More than six months on from Hamas’ brutal attack on Oct. 7, the war in Gaza shows few signs of slowing down. In the devastated coastal strip tens of thousands have died, over a million are internally displaced, aid delivery remains exceedingly difficult, and famine is beginning to spread. Meanwhile, other than a brief, two-week pause that expired in December, repeated efforts to negotiate another cease-fire have failed. US, Egyptian, and Qatari diplomats have been hard at work for half a year, but over 130 hostages remain in captivity with no real indication of how many are still alive. From June 28th to June 30th, 2023, the nineteenth Warsaw East European Conference “Ukraine at War” took place. It was attended by a diverse group of scholars from Belarus, Canada, Great Britain, Germany, Lithuania, Poland, the United Kingdom, Ukraine, the United States, Finland, and Estonia. The conference opened with an inaugural lecture titled “Why a Ukrainian Victory Matters?” delivered by Professor Marius Janukonis, Director of the Strategic Management and Analysis Department at the Ministry of Foreign Affairs of Lithuania. The closing presentation, titled “Russia’s War on Ukraine: Where Are We Now and What Next?”, was prepared by Professor Yevgeniya Gaber from Ukraine, representing the Atlantic Council in Turkey. The highlight of the conference was three round table discussions. On the first day, Professor David Sacko moderated a discussion on “Ukraine at War. Security in the Region.” On the second day, there was an exchange of views on “Rebuilding Ukraine. Key Challenges for the War and Post-War Period,” led by Dr. Ernest Wyciszkiewicz. Finally, on the closing day of WEEC, Professor Mykola Riabchuk chaired a round table titled “The Toxic Spell of ‘Imperial Knowledge’ and Challenges of Decolonization.” Throughout the event, there were 13 panel discussions during which 41 papers were presented. The titles of the panels reflect the breadth of thematic discussions during the conference, listed in the order they occurred: 1. Around Ukraine. Post-Soviet Space Before and During the War 2. Challenges and Diagnoses of the Future 3. Consequences of the War 4. Public Diplomacy 5. Russia towards the War 6. Ukraine – Sources of Resistance 7. Ukraine and Security Problems in the Continental Dimension 8. Ukraine in the Eyes of Russia. Ukraine in the Eyes of Europe 9. War Migrants 10. Belarusian Memory Policy. Report on “European Network for Belarus” project 11. Migration from Post-Soviet countries in Poland: trends, challenges, and prospects 12. War Narratives in the Media. Unfortunately, only a portion of the conference participants submitted their article texts to the organizers based on their presentations. Therefore, only partial materials from WEEC 2023 are published here. Readers will find the concluding lecture by Prof. Yevgeniya Gaber and a report on the round table discussions “The Toxic Spell of ‘Imperial Knowledge’ and Challenges of Decolonization,” comprising texts from the participants, containing the main theses of their presentations. Additionally, 10 articles from panel participants are included. While this compilation may not provide a comprehensive account of the conference, it serves as evidence of its thematic diversity and provides a glimpse into this significant event for Eastern European studies.

El fenómeno de la desinformación no se limita al ámbito de las redes sociales; no es patrimonio únicamente de los regímenes autoritarios y populistas; y no afecta únicamente a la limpieza de los procesos electorales. Si ponemos el foco en el análisis de la información en los conflictos internacionales, debemos tener en cuenta que la desinformación es un fenómeno con varias ramificaciones. El punto de partida de este documento de trabajo es la constatación de que la desinformación, la propaganda y la censura en los conflictos armados representan una amenaza vital para nuestras democracias. Ambas atentan contra el derecho de la ciudadanía a obtener una información veraz, que es la base de las democracias liberales. Para España y para la Unión Europea, que están enfrentando dos grandes conflictos en Ucrania y en Oriente Medio, una información veraz y a tiempo debería ser la base de una democracia sana y también de una política exterior que rinda cuentas a los ciudadanos. Este documento tiene un triple objetivo. Primero, realizar un balance crítico de las respuestas legislativas dadas a nivel europeo frente a la desinformación. Segundo, hacer un repaso de los aspectos más relevantes en ambos conflictos de Ucrania y Gaza.
