1. Comprehensive, Contentious, Convulsive, and Continuing: Some Observations on the 2010–2020 Arab Uprisings

Abstract:
The grievances that exploded all over the Arab region between 2010 and 2020 are historic in so many ways that it is hard to know where to start understanding them. Scholars should avoid a single-focus analysis and instead grasp why the protests across nearly a dozen countries have addressed almost every dimension of material, political, and psychological life. Four key factors that converge, though, should take priority in any assessment of what this decade means for the Arab region: (1) the expanding range of rights, denials, and grievances that citizens raise; (2) the fact that Arabs have unsuccessfully tried to redress these grievances since the 1970s without receiving any serious responses from their states; (3) the demands today to go well beyond reforms in individual policies and instead totally overhaul the governance systems and throw out the ruling elites; and, (4) the simultaneous uprisings across much of the Arab region, revealing the common suffering of citizens and the incompetence of governments in about a dozen states at least. In short, the deterioration of the quality of citizenship and the dilapidated state of public services and governance have reached such a severe condition that they have caused mass eruptions by citizens in multiple lands to redress these stressful and often dehumanizing realities.

The opening in Germany of the trial of two Syrian security officers accused of crimes against humanity was marked by the absence of regional Arab interest, despite its importance for the fight against impunity in MENA. This paper seeks to understand this lack of coverage by Arab media and the absence of interest from national as well as regional Arab human rights organizations, and highlights the implications of the trial for Syria as well as MENA’s struggle for accountability.

Abstract:

It notes that an increasing number of Alawite youth have grown disillusioned and some go as far as voicing discontent in private discussions because they see the regime as having failed to provide them with basic living arrangements. However, it is hard to determine the prevalence of such discontent due to research limitations and the entrenched fear of the security apparatus.

Abstract:
The institutional set-up of the Port of Beirut is emblematic of Lebanon’s post-war corruption and sectarian clientelism. Any investigation into the 4 August explosion needs to take into account the port’s dismal institutional record and how the current political class ensured its governance remained opaque and messy. This paper provides critical insights into the port’s set-up over the last 30 years highlighting the failing political system, a greedy political class, and entrenched mismanagement and corruption. It demonstrates how the bickering of key actors over the port’s control and the port’s institutional failures set the stage for the blast, pointing to an urgent need to build an accountable port authority as part of any reform effort.

Abstract:
“The category of public reputational accountability,” Keohane asserts, “is meant to apply to situations in which reputation, widely and publicly known, provides a mechanism for accountability even in the absence of other mechanisms.” The effectiveness of public reputational accountability, in particular, has floundered because of the fact that the U.S. public’s views have shifted since the inception of the torture program. Even while recognizing that enhanced interrogation techniques are now against the law, former CIA director Michael Hayden defended the Agency’s past use of the techniques in 2014, claiming that “we thought we were doing the nation’s will.” Today, though, it can be argued that the absence of public reputational accountability stems from the fact that the issue of torture has been reframed in the public imagination.

Abstract:
With the nomination and eventual appointment of Gina Haspel to the directorship of the Central Intelligence Agency (CIA), debates around the legality and the morality of the torture program undertaken during the early years of the War on Terror resurfaced. Some editorials asserted that condoning torture was now a roadmap for promotion at the CIA. Others, including former senior leaders of the CIA, argued that none could lead the Agency better than Haspel and claimed she was a person of integrity. Yet, amid the debates about her leadership of the Agency loomed two larger questions: 1) who is most responsible for the torture program, and 2) what does accountability mean? In the balancing act between the demands of justice and the imperatives of national security, how can we best ensure that the right people are held accountable for the U.S. torture program? Forceful repudiations of the program did occur through both internal agency proceedings as well as in the form of checks and balances across the federal government, but the public view of torture has changed in the almost two decades since 9/11. This shift is significant because U.S. popular opinion against the torture program a decade ago significantly contributed to pushback against it, pushback that manifested in the accountability measures detailed below. In the absence of public opposition, accountability measures will be more elusive.

10. Transformational Leaders and Social Change: IFP Impacts in Africa and the Middle East

Abstract:
The fourth report from our 10-year tracking study of the Ford Foundation International Fellowships Program (IFP), Transformational Leaders and Social Change provides important insights into the personal, organizational, community, and societal impacts of IFP alumni in Kenya, Nigeria, Palestine, and South Africa, drawn from the perspectives of 361 IFP alumni and local stakeholders. The results of this study show that the program had a positive impact on participants, with alumni saying that their IFP experience increased their confidence, awareness, self-identity, commitment, leadership, career advancement despite challenges upon re-entry at the end of the fellowship. Some alumni returned to face career barriers endemic to their community and home region, such as high unemployment rates and other labor market challenges. At an organizational level, alumni and community stakeholders said that these organizations now have a stronger work ethic, consistency, transparency, and accountability since alumni returned to their home communities. Stakeholders also said that the alumni they work with are more reliable and committed to getting the job done.
