2. The Women of Caltongo Who Opened the Government’s Doors: Social Accountability at the Edge of Mexico City

- The government’s plans to repair a central avenue in the Mexico City neighborhood of Caltongo brought together a group of women of diverse ages and backgrounds who were concerned about the government’s corruption and its lack of public consultation and transparency. They began to organize themselves, forming the group Caltongo Organized, and with the help of the civil society organization ControlaTuGobierno, they accessed government budget and contract information and learned about laws and regulations. They educated their fellow community members, advocated for the community’s concerns to be taken into account, and monitored the execution of the road project, which allowed them to successfully engage with government authorities to carry out its responsibilities. In this struggle, they learned that the authorities exist to serve the community; they also learned that information is power. With their struggle, the women of Caltongo sowed the seed of a community organization that seeks to make decisions about their territory and their own lives. - General elections in the United Mexican States that are to be held on July 1st will largely determine the future development in this Latin American country with the population of more than 120 million. Mexico is a federal republic, comprising of 32 states, and it has a presidential government meaning that the president is both the head of state and government. On the same day the Mexicans will elect the new president, 500 members in the lower house of the Congress of the Union, the Chamber of Deputies, and 128 members in the upper house, the Senate of the Republic. What makes these elections even more signi�icant is the fact that the local elections will also be held on July 1st in as much as 30 Mexican states. For all these reasons, the July elections will have a huge impact on the country that is the 16th economy and the biggest Spanish speaking country in the world. With its growing in�luence in the Latin world and across its northern border, due to the growing signi�icance of the Mexican community in the United States, Mexico is striving to get out of the strong American grip. Due to the political power and authority that the President of Mexico holds in internal policies and in shaping the country’s foreign policy, all eyes of the Mexican public are pointed to the presidential candidates. It seems that the former Head of Government of Mexico City Andrés Manuel López Obrador, widely known as AMLO, has the best odds to become the new President of Mexico. As his chances of winning the presidency stand above 90%, it is expedient to look into the impacts that the election of AMLO would have on Mexico.

- This document is a synthesis of a Master's thesis titled “Public Policy analysis to enable women to access a life free from violence in Mexico City: an intervention proposing to work with young men for the prevention of masculine violence”, developed over the course of 2013-14, as part of the Master's program in Public Policy and Gender offered by the Latin American Faculty of Social Sciences based in Mexico, and which was defended in front of an academic panel in August 2014. The investigation is a policy analysis, using the conceptual and argumentative framework of gender theory, and involves the analysis of a social problem of inequality between men and women, with the end to propose recommendations for a solution using public policy. Thusmasculine gender violence against women is the public problem of gender inequality which is the object of this policy analysis, a problem which is present in Mexican society both historically and structurally. Current prevention policies in Mexico City have been analyzed and this document includes public policy recommendations regarding said policies. The investigation is structured as an introduction and four chapters. The first detailed the public problem and the design of this research, and in the following chapters the conceptual and theoretical frameworks, methodology, analysis and recommendations were outlined. What follows here is a summary of this work.
