Abstract:
President Donald Trump has promised to renegotiate the North American Free Trade Agreement (NAFTA), which links the United States with two of its largest trading partners, Canada and Mexico. Officials in both Canada and Mexico have signaled they are open to renegotiations, and talks are expected to begin soon. New commerce secretary Wilbur Ross has indicated he hopes the negotiations could be completed within a year.

Abstract:
On January 29, 2016, Mexican President Enrique Peña Nieto signed a law changing the official name of Mexico’s capital region from Distrito Federal, or D.F., to Ciudad de Mexico. Beyond altering nearly two centuries of dialectical urban description—the region had been called D.F. since 1824 when Mexico’s first constitution was written—the adjustment grants Ciudad de Mexico a level of autonomous governance similar to the country’s other 31 states. The name change devolved power from Mexico’s federal government “to the citizens of Mexico City” and was presented with great public fanfare. Much of Ciudad de Mexico’s new constitution, which was signed in February 2017 and will become law in September 2018, was crowd-sourced from online petitions and community advocates. With articles enshrining green space and LGBT protections, the document has been hailed by liberal advocates as the most progressive in the Western Hemisphere.

“You should have said something,” a perturbed Chilean university professor tells me in Spanish, soon after we disembarked from a bus in Córdoba, Mexico. Wearing combat boots, fatigues, and a shaved head with scrubby facial hair, the short, slender, middle-aged man had watched me get inspected three times by Mexican migration and military personnel while traveling north from the Mexico-Guatemala border. At each checkpoint, I was the only passenger who drew attention; my passport and documents permitting me to travel through Mexico were scrutinized, and each compartment in my backpack was unzipped. The Chilean, who looked like he could have been in the military himself, claimed he was an advisor to Mexican border forces. “They were profiling you. They are not supposed to do that.” I laughed. Of course, they were profiling me. I look exactly like what I am: a gringo; a güero; an American. Given the attitude the United States government has directed recently towards Mexico, why wouldn’t I be a primary target for extra security screenings? I considered myself fortunate that Mexican authorities were content with seeing my passport and searching my backpack. All things considered, it was a courteous reprieve

74. Immigration Restrictions as Active Labor Market Policy: Evidence from the Mexican Bracero Exclusion

Abstract:
An important class of active labor market policy has received little rigorous impact evaluation: immigration barriers intended to improve the terms of employment for domestic workers by deliberately shrinking the workforce. Recent advances in the theory of endogenous technical change suggest that such policies could have limited or even perverse labor market effects, but empirical tests are scarce. We study a natural experiment that excluded almost half a million Mexican ‘bracero’ seasonal agricultural workers from the United States, with the stated goal of raising wages and employment for domestic farm workers. We build a simple model to clarify how the labor market effects of bracero exclusion depend on assumptions about production technology, and test it by collecting novel archival data on the bracero program that allow us to measure state-level exposure to exclusion for the first time. We reject the wage effect of bracero exclusion required by the model in the absence of induced technical change, and fail to reject the hypothesis that exclusion had no eect on US agricultural wages or employment. Important mechanisms for this result include both adoption of less labor-intensive technologies and shifts in crop mix.

Abstract:
After President Trump withdrew the United States from the Trans-Pacific Partnership (TPP) trade agreement earlier this year, it seemed that NAFTA was next in his crosshairs. But soon President Trump is expected to take a measured approach to the issue of trade and step away—at least temporarily—from his threats to dismantle the North American Free Trade Agreement (NAFTA) by signing an executive order calling for a comprehensive study of US trade imbalances. The Trump worldview has consistently blamed foreign trade deficits, especially those with China, for job losses here at home. He has wanted to take down NAFTA to purportedly save American jobs, calling it “the single worst trade deal ever approved in this country.”Much like healthcare, trade networks are complicated, and not all agreements have the same goals. It’s instructive to take a closer look at both TPP and NAFTA, two very different trade agreements, to evaluate how a more protectionist stance might play out. Heavily promoted by the Obama administration, TPP would have allowed the United States to form a trade consortium with eleven Pacific Rim nations (representing 40 percent of the world’s GDP) to secure market access and protections for certain US industries. More than this, the political reason to join TPP was to provide a US-led counterweight to China’s growing dominance in the region’s economy.

78. Life and Death on the US-Mexico Border

Abstract:
Ieva Jusionyte has always been drawn to tensions at the border. As a graduate student, she went right to the heart of the drug and human smuggling nexus of Puerto Iguazu, a town at the tri-border area of Brazil, Paraguay, and Argentina, to research how the media reported on crime. While there, she developed a deep interest in the experiences of firefighters and rescue workers, and later, in the US, trained to become a certified emergency medical technician, paramedic, and wildland firefighter. Most recently, she embedded herself at the US-Mexico border for a year, using her technical skills to help first responders on both sides of the divide. She reasoned that firefighters and EMTs would face many of the human consequences of national security policy on a daily basis. In order to fully leverage her insights as an anthropologist, she felt she needed to participate. In Nogales, Arizona, she volunteered as an EMT with the suburban fire department, responding to 911 calls—whether it was for a wildfire or for a critically ill or wounded person. Across the border in Nogales, Mexico, she delivered first aid to injured migrants and deportees on a bench in a soup kitchen, which also served as a humanitarian and legal center. Her forthcoming book, Threshold: Emergency and Rescue on the U.S.-Mexico Border will bring together the experiences of the first responders and residents of the local border communities, to take stock of the real-life impact of US national security measures.

79. What the Trump Administration’s NAFTA Priorities Get Right (and Wrong) About Digital Trade

Digital commerce and trade are increasingly important to the global economy. Seven of the ten most valuable firms today are technology companies (Apple, Alphabet, Microsoft, Amazon, Facebook, Alibaba, and Tencent). Data, according to some analysts, is the new oil. A major study concluded that the internet has powered some one-fifth of recent economic growth within the leading economies. Jobs are increasingly dependent on digitization; digital skills are needed for all but two job categories [PDF] in the United States: dishwashing and food cooking. Just as national economies are becoming more digitized, barriers to digital trade are being erected. These barriers limit opportunities for consumers to access global providers and for small- and medium-sized enterprises to reach new customers. It is not only technology firms that suffer; all enterprises with international operations need cross-border data flows to process, analyze, and transfer data about employees, customers, and operations. Global supply chains depend on the flow of goods, data, and services across borders. Moreover, commitment to the free flow of information across borders is essential to freedom of expression. Digital trade is about more than access to markets; it is about access to information. The renegotiation of the North American Free Trade Agreement (NAFTA) is an excellent opportunity to set the gold standard for digital free trade. Despite public pronouncements about the harm free trade causes to the steel and automobile industries, the Donald J. Trump administration, to its credit, recognizes the importance of removing digital trade barriers in its stated objectives for the NAFTA renegotiation [PDF]. In its negotiations with Canada and Mexico, the Trump administration should seek rules limiting data localization, promote a balanced approach to intellectual property protections, support cross-border privacy rules, and remove barriers that hinder the trade of services.

80. Power and Crisis: Explaining Varieties of Commercial Banking Systems in Argentina, Brazil and Mexico

In the early 1980s Argentina, Brazil, and Mexico had commer- cial banking sectors that were dominated by local banks. The largest countries in Latin America were subjected to common international economic pressures during both the neoliberal 1980s and 1990s – includ- ing the expansion of capital markets in the periphery and integration into the regional trade agreements NAFTA and Mercosur – and the post- 1998 financial turmoil. By 2015, however, the three countries had con- solidated alternative commercial banking systems: domestic private group dominated (Brazil), mixed (i.e., ownership more evenly divided among public, private domestic, and foreign banks (Argentina), and foreign bank dominated (Mexico). The article traces these alternative outcomes to the power of prereform private financial groups, the viru- lence of “twin crises” in the transition from fixed to floating exchange rates, and the (contingent) role played by government ideology.
