Abstract:
The central purpose of this article is to analyze the impact of the Japanese party system on the rearmament rhetoric in the 90's. based on a theoretical model which incorporates regional factors as well as domestic variables, the author argues that the rise of the rearmament rhetoric in Japan is a result of changes in the regional context of the country and the prominence of Conservatoriums in the domestic political arena. The author also presents a brief recount of Japanese political history since the Second World War. This article provides a general framework for the study of the impact of the party system on foreign policy making, and contributes to the present debate on the need to incorporate domestic variables to the study of international events.

542. Foreign Policy Strategies in a Globalized World: The Case of Mexico

Abstract:
This document analyses the impact of the end of the Cold-War, and the processes of economic and political liberalization on Mexico's foreign policy. The first section identifies the consequences for the so-called intermediate countries of the three most important post-Cold War trends: the emergence of hybrid structure of global power, the wave of globalization, and the growing importance of international institutions. The second section evaluates the explanatory value of three systemic approaches to the study of the foreign policy of intermediate states: systemic-structuralism, middle powers, and pivotal states. In the third section, I evaluate Kahler's alternative approach centered on the interaction between systemic and domestic variables, in particular on the foreign policy consequences of economic liberalization and democratization such as the adoption of external cooperative strategies and the deepening to engagement with international institution. The fourth section describes the main changes that have taken place in Mexico's foreign policy during the 1990s: pragmatism, primacy of economics, closer alignment with the United States, segmented multilateralism, fragmentation of the decision-making process, and new instruments. There are two arguments in this document. First, in contrast to other intermediate liberalizing countries, Mexico's efforts to adapt to the new post-Cold War international system, followed an uneven and partial pattern. While Mexican political leaders pursued the full integration of the country to the international economy, in the security realm they maintain a less than open policy based on the defense of the traditional notion of sovereignty. Mexico's partial adaptation is explained by the different pace of the raid economic reform on the one hand, and the gradual and slow opening of the post-revolutionary political regime, on the other. Second, as Kahler's model predicted, Mexico adopted strategies of cooperation and institutional engagement in order to solve credibility roblems. The need to enhance the credibility of the programs of economic reform pushed the Mexican government to engage actively with economic international institutions.

Abstract:
In this working paper the reader will find a study of the case that led, within the North America Free Trade Agreement, to the first formal dispute between an American firm and the Mexican Government. The firm, Metalclad, invested $22 million in the municipality of Guadalcazar, in the state of San Luis Potosi, to build a plant to process and store industrial waste. The proper disposal and storage of industrial waste represents one of the toughest environmental challenges faced by Mexico. Thus, the federal government, in the 1990s, has made efforts to attract foreign investment to this area. Metalclad, however, got into a dispute with the municipal and state governments. Finally, in December 1995, the former officially denied Metalclad a construction permit for the plant. This action meant, in practice, the end of the investment project.

Abstract:
Sovereignty is a concept that is debated every day in international politics. In many respects, sovereignty is the foundational concept of the international system as we know it. The word is used frequently by most countries in the world, often with a defensive purpose in mind. At the same time, the concept is a subject of considerable debate in the academic literature, as well as in international for a. the discussions about the relationship between sovereignty, autonomy, human rights, and the role of the international community are abundant and challenging. However, it seems that not all states hold a similar concept of sovereignty, and not all of them practice (or suffer) a similar concept. Even more, the concept differs not only from state to state, but from one period of historical time to another. As Fowler and Bunck point out: "the concept of sovereignty has been used not only in different senses by different people, but in different senses by the same person in rapid succession."

Abstract:
The North American Free Trade Agreement (NAFTA) had a profound impact on corn trade between the United States and Mexico. Negotiated tariff reductions and the Mexican government's decision not to charge some tariffs to which it was entitled resulted in a doubling of US corn exports to Mexico. This paper examines the environmental implications of this change on both sides of the border.

Abstract:
Without a majority in the Congress, the president's party looses the ability to direct policy change. With only one-third of the vote, the president's party can prevent any initiative from turning into law. Individual opposition parties gain influence under divided government but lack the power to veto policy change. Contrary to what critics of Presidentialism have argued, political parties in presidential regimes do not lack in incentives to cooperate and build policymaking coalitions. Coalition building depends on the potential gains of cooperation that both the president's party and the opposition parties can capture if they modify the status quo. Two sufficient conditions for coalition building can be identified: an extreme position of the status quo, and the location of the president's party at the median position. This explains law change and the size of lawmaking coalitions under divided government in Mexico.

Economic adjustment policies, trade liberalization, privatization of State enterprise and transformation of labor markets and labor market institutions relate to a process of transition between a model of import substitution industrialization and a "new economic model" characterized by the transnationalization of Latin American internal markets. All these elements contribute to change the premises of the organization of unions and to weaken their role in the negotiation of salaries and working conditions, their intervention in the regulation of employment and their participation in the administration of social security and health benefits. On the basis of the cases of Brazil, Chile and Mexico, the presentation will provide a context in which to pose the question of the crisis of Latin American labor and examine some of the alternatives that are available for trade unions in the new economic conditions.

Abstract:
Fiscal rectitude, progress towards macroeconomic stabilisation, and past structural reforms have been necessary and desirable, but have not yet been sufficient to raise potential growth to rates that would allow closing the gap in living standards with other OECD countries. Prolonged cyclical weakness, with no unambiguous signs yet of a vigorous upturn, has depressed private investment, which is also hampered by legal and regulatory obstacles in key sectors, electricity in particular. Mexico's catching-up is further hindered by low human capital accumulation. The administration has insufficiently solid and stable revenue to finance necessary social spending and public infrastructure investment on the required scale. Policies should therefore give priority to broadening the tax base and creating conditions - economic, financial and legal - in which a competitive private sector has the ability and incentives to invest more. It is also important to spend more productively in areas such as education; efforts there should concentrate on making the existing school system, and the teaching body, more effective, and on allocating more resources to the training of adults. Although the large informal sector provides a kind of safety valve for many of the low-skilled, the formal sector must become a more attractive place in the longer term in which to work and to employ. Emigration also provides a safety valve, and remittances lift many households out of acute poverty. A migration agreement between the United States and Mexico would bring benefits to both. Levels of water and air pollution are unacceptably high in Mexican urban areas, and though policies are addressing this, the (implicit or explicit) pricing of natural resources and of polluting activities is far from optimal. Overall, Mexico needs to move ahead with comprehensive structural reforms, including most immediately approval of the tax, electricity and labour reforms, so as to fully release the country's growth potential and provide resources to deal with important issues of human capital and poverty relief.

550. The Gender Impact of Pension Reform in Latin America—and Broader Policy Implications

Abstract:
Over the past two decades multipillar pension systems that include both a public defined benefit (DB) and private defined contribution (DC) pillar have been adopted in many countries. Critics of these pension reforms argue that the tight link between payroll contributions and benefits in the DC pillar will produce lower pensions for women. In contrast, supporters of these reforms argue that multipillar systems remove distortions that favored men and permit a more targeted public pillar that will help women. To test these conflicting claims about multipillar reforms, and to analyze more generally the gender impact of alternative pension systems, this paper examines the differential impact on the two genders of the new and old systems in three Latin American countries—Chile, Argentina, and Mexico. On the basis of household survey data, we simulate the employment histories of representative men and women and the pensions that these are likely to generate under the new and old rules.
