511. The Middle East and Religious Fundamentalism as a Source of Identity-Based Conflicts

Abstract:
An understanding of religious fundamentalism as a source of conflict in the Middle East is significantly furthered by examining "asymmetrical threats" in other areas. This article suggests that a particular form of asymmetrical conflict ("Marginalized Violent Internal Conflict"[MVIC]) was proliferating well before September 11, 2001, and that examples appeared in Mexico and Egypt, as well as possibly in Nigeria, Chile and the Philippines. Arguing that the "War on Terrorism" may be the result of MVIC having been raised to the level of Marginalized Violent International Conflict, the author examines policy implications raised by the goal of global security.

Abstract:
World Bank money is building schools in China's impoverished western provinces, but the bill for interest charges is being mailed to the United Kingdom, attention Chancellor of Exchequer Gordon Brown. Mexico, Chile, and Brazil will soon be lining up for the same deal. This is but the latest scheme designed to preserve the World Bank's lending role at a time when the need and demand for its services are falling. Major middle-income countries, the cream of the bank's lending portfolio and where more than 80 percent of Latin Americans live, are curbing their borrowing and paying down their balances, setting off alarms at the bank. Net loan flows have shifted from a positive $10 billion in 1999–2001, to a negative $15 billion in 2002–2004.

FOREIGN DIRECT INVESTMENT (FDI) HAS TRANSFORMED MEXICO'S BANKING SYSTEM during the past decade, making it the second largest in Latin America with $165 billion in commercial assets in 2003. In the past four years, Mexico received $25.3 billion of FDI into its financial sector. This composes nearly 40 percent of total FDI inflows into the country. As a result of FDI flowing into the country's financial sector, the Mexican banking system has the highest ratio of foreign ownership in Latin America.

As modern "miracle drugs" play a growing role in medical practice, drug prices in America soar far beyond prices in the rest of the world. Yet our law prohibits Americans from buying American-made drugs abroad at those prices and "reimporting" them to the United States. That has led many Americans, and even some state and local officials, to ignore the law and go to Canada and Mexico for their drugs; to the passage in the House last year of a bill lifting the ban on reimportation; and to similar bills now in the Senate—legislation that Health and Human Services Secretary Tommy Thompson recently called "inevitable."

Abstract:
The NAFTA agreement on agricultural trade consists of three bilateral agreements—between the United States and Mexico, the United States and Cana da, and Canada and Mexico. The US-Canada agreement largely carried into NAFTA the tariff and nontariff barrier rules that had been adopted in the Canada-US Free Trade Agreement (CUSFTA). Under CUSFTA, most agriculture tariffs between the United States and Canada were to be phased out by January 1998, and this schedule was adopted by NAFTA for US-Canada agricultural trade. However, Canada was allowed to maintain permanent tariff-rate-quota (TRQ) restrictions on imports of dairy, poultry, and eggs; and the United States was allowed to maintain TRQs on imports of sugar, dairy products, and peanuts from Canada (see table 1). Although a tariff snapback provision remains in effect until 2008, it has rarely been used by Canada. Agricultural trade between Mexico and Canada was limited by virtually the same restrictions. As might be expected, some agriculture trade associations favored NAFTA and others opposed. Box 1 summarizes the lineup of important trade associations.

Abstract:
The Internet will be the defining technology of the first decade of the 21st Century. It is redefining boundaries of all sorts in new and unforeseen ways. As with many previous disruptive technologies, the Internet can be a double-edged sword for developing countries such as Mexico. For example, the Internet has the potential to dramatically lower barriers to cross-border trade. This will enable international retailers to penetrate the Mexican market potentially undermining domestic retail businesses. On the other side, the Internet could provide opportunities for Mexican firms to enter the global market, particularly Spanish-speaking Latin America and the huge U.S. Hispanic market. But this is only the tip of the iceberg of change. For example, in a country such as Mexico in which information has not been readily available and public libraries are relatively few in number and poorly stocked, the free and low-cost information available on the Internet provides a powerful new distribution medium – it provides inexpensive access to global information sources.

On December 2002, the Division of International Studies (DEI) at the Centro de Investigación y Docencia Económicas (CIDE) organized the forum “The International Economic Relations of Mexico: Challenges and Opportunities” with the support of the Konrad Adenauer Foundation. The forum approached the international economic relationships of Mexico, from the regional and multilateral perspectives. The objective of the forum and of this document is to evaluate the relationships that Mexico maintains with each one of the regions and countries approached in the forum, highlighting the challenges and the opportunities that each one of them presents. We live an opportune moment to design a prospective and coherent vision of the international economic relationships of Mexico in the XXI Century among government's organs in order to avoid arriving to a point in which Mexico would have a reduced maneuver margin. The participants who took part in the forum and a list of acronyms are included at the beginning of the document. The conference agenda can be found as well. This document intends to reproduce the essence of the forum discussions and the participants' presentations. Brazil's foreign policy is an example of continuity, while Mexico's foreign policy is characterized by change. The foreign policy of both countries is conditioned by both international and domestic variables. This working paper describes and explains comparatively the way in which the domestic politics of Brazil and Mexico are key factors in determining their foreign policies. The document is divided in two sections. The first and more important analyzes the mechanisms through which domestic institutional, economic, and political variables impact and determine the foreign policies of both countries; this section is divided in two parts, one on Brazil and the other on Mexico. The second section explores the consequences of domestic institutions in Brazil's and Mexico's foreign policies in the adminstrations of Vicente Fox y Luiz Inacio Lula da Silva, after they took office in 2000 y 2003 respectively, using both cases to discuss the central findings of this research.
