401. Illegal Immigration, Human Trafficking, and Organized Crime

Abstract:
It is important to make a careful distinction between illegal immigration, human smuggling, and human trafficking which are nested, but yet different concepts. This distinction is relevant because these different categories of the illegal movement of people across borders have quite different legal and political consequences. Human smuggling and trafficking have become a world-wide industry that 'employs' every year millions of people and leads to the annual turnover of billions of dollars. Many of the routes and enclaves used by the smugglers have become institutionalized; for instance, from Mexico and Central America to the United States, from West Asia through Greece and Turkey to Western Europe, and within East and Southeast Asia. More often than not flourishing smuggling routes are made possible by weak legislation, lax border controls, corrupted police officers, and the power of the organized crime. Naturally, poverty and warfare contribute to the rising tide of migration, both legal and illegal.

402. The Gender Impact of Pension Reform in Latin America—and Broader Policy Implications

Abstract:
Over the past two decades multipillar pension systems that include both a public defined benefit (DB) and private defined contribution (DC) pillar have been adopted in many countries. Critics of these pension reforms argue that the tight link between payroll contributions and benefits in the DC pillar will produce lower pensions for women. In contrast, supporters of these reforms argue that multipillar systems remove distortions that favored men and permit a more targeted public pillar that will help women. To test these conflicting claims about multipillar reforms, and to analyze more generally the gender impact of alternative pension systems, this paper examines the differential impact on the two genders of the new and old systems in three Latin American countries—Chile, Argentina, and Mexico. On the basis of household survey data, we simulate the employment histories of representative men and women and the pensions that these are likely to generate under the new and old rules.

Abstract:
In a speech preceding the recent Financing for Development Conference in Monterrey, Mexico, former International Monetary Fund (IMF) Director Michel Camdessus noted that if the summit could only deliver one thing, it should be extending assistance to enhance institutional capacity in poor countries. Addressing this problem is key to achieving the Millennium Goals—established at the September 2000 UN Millennium summit—of reducing world poverty by half by 2015. Countless development efforts have failed because countries lack institutions with the ability to sustain their economic policies. The crisis in Argentina—triggered in large part by the country's reliance on an inflexible currency regime and by its inability to rein in fiscal flagrancy by local governments—is a case in point. Meanwhile, numerous discussions at Monterrey highlighted weak institutional capacity as a major obstacle to economic development.

Mexico's transition to democratic rule has triggered much debate about the legacies of the past under which Mexicans must labor. Mexico is seen as emerging from a monolithic, murky and only rarely interrupted authoritarian past, from the Aztec tlatoanis to the PRI. Mexican “political culture” is seen as both the underlying principle and the creature of this historical experience. Some characterize Mexicans as lacking democratic values, with no electoral culture and with their families structured along patriarchic and authoritarian lines. Ironically, this approach, which tries to explain the present by understanding the past, is blatantly unhistorical. It speaks of static, eternal core values, of an unchanging México Profundo that has supposedly lurked inside every Mexican through the ages regardless of class or regional origin. Thus, writes one scholar, “behind an image of modernity and values, lies hidden the arithmetic relationship of dominion and subordination.” The trappings of a modern society barely cover one that is deeply traditional, whose real values and practices are rooted in “the ancient Mesoamerican civilizations.”

Abstract:
The purpose of this study is to consider the role played by the community of public health experts in the contemporary health sector reform process. It discusses the issue based on the case of Brazil and Mexico, because, as specialists, public health researchers in both countries have directed their participation to influencing the conflict over the reorientation of health policy in their respective countries. One of their approaches has consisted in developing a new cognitive framework that underpins technical health sector reform projects understood as policy proposals with technical content. Our purpose is to show that these experts manage to influence the national debate over health sector reform when the technical and scientific discussion leaves the academic sphere and goes to the realm of social and political debate. In our opinion, this occurs because this technical and scientific knowledge has been held out, independently of its intrinsic value, as a political and ideological alternative platform for sustaining a health sector reform proposal which, once transformed into a policy project, has served to aggregate certain political and social forces and not others. The study sets out each case separately, in each showing first the emergence of a new body of thinking in the field of public health (Collective Health in Brazil and New Public Health in Mexico). It then demonstrates how these groups of experts have articulated and interacted with specific political and social forces within their respective societies, and analyses how they have become a political stream within health institutions in the struggle to control the sector's future.

406. The Argentine Implosion

Abstract:
In December 2001, Argentina recorded the world's largest default ever, as it failed to honor payments on its US$132 billion foreign debt. Since then, five presidents have been in power, the Argentine peso has been devalued by 120 percent, and the banking system has virtually collapsed, dragging the economy into a depression. The gross domestic product (GDP) contracted 16.3 percent in the first quarter of 2002. Argentina's per capita income has become one of the worst in Latin America, and, as a result, more than one-third of its people live under the poverty line. 1 Argentines' confidence in their elected officials has disappeared. By most accounts, the country has literally imploded to a degree that has no precedent in Latin America's contemporary history. This is particularly bewildering, considering that only 10 years ago Argentina was hailed around the world as a model of successful economic reforms, with standards of living that were not only the highest in the region but comparable to those of some southern European countries. How could Argentina go from role model to international outcast so quickly? Some place the blame on external shocks created by the financial crises in Mexico (1995), Indonesia (1997), Thailand (1998), and Russia (1998). Others say the cause of the problem was misguided policy advice from the International Monetary Fund (Stiglitz 2002). Yet, most analyses ascribe much of the trouble to the Convertibility Law's fixed exchange rate policy adopted in 1991.

407. The Effectiveness of Special Interventions in Latin American Public Primary Schools

Abstract:
In pursuit of improved quality and more equity in education, public primary schools in Latin America have utilized several compensatory educational policies that include special interventions such as food aid programs, distribution of free textbooks, classroom libraries, in-service teacher training, extra classes and extra school sessions, tutors and mentors, and scholarships. Using data on children and schools in Argentina, Brazil, Chile, and Mexico, this paper presents the results of cross-country, empirical estimates of the effects of these interventions on language and math achievement and on the likelihood of promotion, both at the school level and at the level of individual children. Language and math achievement was measured by scores on UNESCO-developed language and math examinations administered to each of the 2,048 children in the sample. In addition, the paper addresses whether a particular intervention is equally effective in poor and non-poor environments and whether these compensatory interventions in fact target those who need them most. Empirical findings suggest that the most effective programs are classroom libraries, distribution of textbooks, distribution of food, and teacher training. For programs to be compensatory, the research indicates that better targeting of scarce resources toward low-income schools and children is needed

Abstract:
This paper, the first of a planned two-part analysis, examines the institutions of paramilitarism, death squads, and warlords in Latin America, with a focus on the case-studies of Mexico and Peru. It begins with an overview of the small comparative literature on paramilitary movements and death squads around the world, seeking to define and clarify the terminology. The literature on "warlordism" is then reviewed, and the similarities and distinctions between paramilitaries and warlords are considered. Lastly, I examine two case -studies that have not, as yet, received extended attention in the comparative literature: Mexico and Colombia. 409. The Combat of Drug Trafficking in Mexico under Salinas: The Limits of Tolerance

The combat of drug trafficking in Mexico under the Salinas Administration showed some signs of improvement in terms of the indicators required by the U.S. government to grant certification every year: a) budgetary resources dedicated to fighting drug trafficking; b) seizures of shipments and eradication; c) police and military casualties in the drugs war; d) arrests; e) legal and institutional reforms; f) signing international agreements; and g) acceptance of U.S. collaboration, as well as the presence of DEA agents in Mexican territory. Even when the improvement in these indicators was very evident during the Salinas administration, the degree of final commitment of the Mexican government to fight drugs remains unclear. However, the interest of President Salinas in getting NAFTA approved provoked a reduction in the limits of tolerance to drug trafficking. All this suggests that international interests constituted an important factor to propel governments into a more confrontational approach with the drug trafficking.

410. Mexico's War on Drugs: No Margin for Maneuver

Illegal drugs pose a threat to Mexico in many aspects: consumption, and violence and corruption provoked by the traffic of drugs in Mexican territory. However, even when consumption is a growing problem in Mexico, the main threat to Mexican stability comes from the corruption generated by the production and transportation of drugs in Mexico. Violence is also a problem, but it is difficult to assert that it constitutes right now a serious threat to Mexican governance. The Mexican government has been fighting this phenomenon for years in a context of institutional weakness and strong pressures from the United States. The fact that Mexico is a natural supplier of illegal drugs to the biggest market in the world, the United States, places the Mexican government in a very complex situation with no other alternative than to continue fighting drugs with very limited institutional and human resources. In this process, Mexico has no margin for maneuver to modify the parameters of the war on drugs.
