Breakout Nations: In Pursuit of the Next Economic Miracles In the last decade, the world has witnessed an unprecedented development of many countries. The speed of this process has not only caused surprise but also has generated questions: How did these countries manage such significant improvements? Why have some other countries failed to reach a similar level of success during the same period? How long could this rapid development last? Ruchir Sharma answers these issues, explaining the common reason for rapid development during the last decade and also the country-specific internal dynamics behind the rapid development of countries such as China, India, Brazil, Turkey, Russia, Mexico, and South Korea. Finally, He also identifies the potential breakout nations for the next decade.

Abstract:
This article argues that the low levels of descriptive representation of women in local political office in Mexico and Latin America is much more than a problem of the purported patriarchal cultures of indigenous and rural communities. We claim, based on a comprehensive survey of 466 municipal governments in the indigenous state of Oaxaca, that the underrepresentation of women is a function of institutions limiting female candidates. We test this "candidate supply" hypothesis, adapted from US-based studies, against the hypothesis that culture – as measured by indigenous ethnicity – has an independent effect on women's representation. We disconfirm that patriarchal, traditionalist cultures of indigenous communities cause underrepresentation in the election of women and instead find that a particular set of local institutions, which are more prevalent in indigenous municipalities, blocks the supply of potential women candidates. We conclude by considering the normative implications for women's representation in local politics in Mexico and Latin America.

Abstract:
The negotiation of the Trans-Pacific Partnership (TPP), a megaregional agreement to lower barriers to trade and investment and promote economic integration in the Asia-Pacific region, has been a dynamic process with a number of countries joining the talks in midstream. Since negotiations began in March 2010, participation in the TPP talks has expanded several times to include Malaysia (October 2010), Vietnam (December 2010), Canada and Mexico (October 2012), and Japan (July 2013). In November 2013, Korea announced its interest in participating in the TPP and began consulting with the countries involved. The TPP now has 12 participants. Korea is still considering whether to become lucky 13.

Abstract:
As Latin American countries seek to expand the coverage and benefits provided by their health systems under a global drive for universal health coverage (UHC), decisions taken today–whether by government or individuals-will have an impact tomorrow on public spending requirements. To understand the implications of these decisions and define needed policy reforms, this paper calculates long-term projections for public spending on health in three countries, analyzing different scenarios related to population, risk factors, labor market participation, and technological growth. In addition, the paper simulates the effects of different policy options and their potential knock-on effects on health expenditure.

The shale revolution, the combination of computer-aided horizontal drilling and hydraulic fracturing known as “fracking,” already has had a profound multidimensional impact. After the breakthroughs in information technology (IT) and biotechnology, shale may be the most transformational technological change so far in the twenty-first century. This report argues that shale gas and tight oil has: begun to radically shift global energy markets and redraw the global energy map, forty years after the Arab oil embargo; dramatically shifted the outlook for US energy security and our national strategic calculus; altered geopolitics, making the Western Hemisphere—Canada, the United States, Mexico, Brazil—the new center of gravity for oil and gas production; turned the future of oil debate on its head; debate about whether or not “peak oil” has been reached is over. Now the issue is whether or not we are approaching “peak demand;” has altered market economics to slow the deployment of wind, solar, and nuclear energy and a transition to a post-petroleum economy; yet also reduced US greenhouse gas (GHG) emissions by displacing coal as a source of electricity; strengthened the US economy with cheap gas prices triggering a resurgence in US manufacturing and; potentially repositioned the United States vis-à-vis the Middle East and Asia.

TIERRA COLORADA, Mexico—The main road on the mountain ridge had vanished in a landslide, and what was once the tarmac hung off the cliff like a ribbon. Construction workers hired by the government excavated boulders so vehicles could pass. But anyone trying to plough through faced another obstacle—farmers with shotguns manning a roadblock on a curve. A driver exited his car to talk with the men in beige uniforms, who asked for his name and mission. Assured no mischief was intended, the citizen policeman at the barricade waved him on. "If you get stuck in the mud, alert us," advised the man who appeared to be in charge, a corn farmer who volunteers for regular shifts to maintain order. "We control the path."

Abstract:
For the last several years, California has considered the idea of recognizing, within its greenhouse gas cap-and-trade program, offsets generated by foreign states and provinces through reduced tropical forest destruction and degradation and related conservation and sustainability efforts, known as REDD+. During their deliberations on the issue, state policymakers have heard arguments from stakeholders in favor of crediting REDD+ offsets, and those against. After years of planning and cooperative efforts undertaken with states in Brazil, Mexico, and elsewhere, California is still determining whether to embrace REDD+ offsets. The most salient and potentially persuasive arguments in favor stem from the opportunity to influence and reduce international forest-related emissions contributing to climate change, while simultaneously reducing the costs imposed by the state's climate change law. The state is still grappling, however, with serious questions about the effectiveness of REDD+ in addressing climate change, as well as the impacts of REDD+ on other social and environmental objectives. The suitability of the state's cap-and-trade program as a tool for reducing emissions outside the state, given the co-benefits that accrue to local communities from in-state reductions, remains another key area of debate. The outcome of this policy discussion will depend on interrelated questions of program design, future offset supply and demand, and the weight given to the importance of prioritizing in-state emissions reductions and co-benefits.

Abstract:
Most human capital and migration studies classify migrants with limited formal education as "unskilled," despite substantial skills developed through job and life experiences. Drawing on a binational multi-stage research project that involved interviews with 320 Mexican migrants and return migrants in North Carolina and Guanajuato, Mexico, we identify the lifelong human capital they acquired and transferred throughout their careers and discover that these include not only basic education and English, but also technical and social skills and competences acquired informally on and off the job throughout the course of one's life. We further find that the learning and transfer of skills is a lifelong, gendered process, reflecting the different social contexts and jobs in which men and women learn. In this paper we document several mobility pathways associated with the acquisition and transfer of skills across the migratory circuit, including reskilling, occupational mobility, job jumping, and entrepreneurship.
