271. Evade, Corrupt, or Confront? Organized Crime and the State in Brazil and Mexico

Abstract:
Government and organized criminal groups co-exist in uneasy equilibrium. Criminal groups adjust their behavior as a function of their own goals and resources in relation to inter-group cooperation and conflict, dynamic markets, and public policies; governments adjust their behavior according to shifting perceptions of the benefits offered, threats posed, and strategies adopted by criminal groups. When governments attempt to control or repress their activities, criminal groups employ various tools and instruments that might be grouped into three categories: evasion, corruption, and confrontation. The paper draws on recent cases from Brazil and Mexico with respect to tactical and strategic choices by governments and criminal groups, seeking to address three broad questions. What factors disrupt the state-criminal group equilibrium? Under what circumstances do disruptions produce significant levels of violence (as opposed to evasion or corruption)? What are the implications for the quality of democracy as criminal groups violently confront the state?

Health experts agree that, while the current flu epidemic that started in Mexico in April 2009 may weaken during the summer, it could re-appear in the autumn, possibly in a stronger form. Using historical benchmarks of previous flu pandemics and of the SARS episode, we estimate the economic impact of a global flu pandemic.

273. Criss-Crossing Globalization: Uphill Flows of Skill-Intensive Goods and Foreign Direct Investment

Abstract:
Th is paper documents an unusual and possibly significant phenomenon: the export of skills embodied in goods, services, or capital from poorer to richer countries. We fi rst present a set of stylized facts. Using a measure that combines the sophistication of a country's exports with the average income level of destination countries, we show that the performance of a number of developing countries, notably China, Mexico, and South Africa, matches that of much more advanced countries, such as Japan, Spain, and the United States. Creating a new combined dataset on foreign direct investment (FDI) (covering greenfi eld investments as well as mergers and acquisitions) we show that fl ows of FDI to Organization for Economic Cooperation and Development (OECD) countries from developing countries like Brazil, India, Malaysia, and South Africa as a share of their GDP are as large as fl ows from countries like Japan, Korea, and the United States. Th en, taking the work of Hausmann et al. (2007) as a point of departure, we suggest that it is not just the composition of exports but their destination that matters. In both cross-sectional and panel regressions, with a range of controls, we fi nd that a measure of uphill fl ows of sophisticated goods is signifi cantly associated with better growth performance. Th ese results suggest the need for a deeper analysis of whether development benefi ts might derive not from deifying comparative advantage but from defying it.

Before the global economic crisis began in 2008, all countries in Latin America, long known as the world's most economically and financially volatile region, had experienced five consecutive years of economic growth, a feat that had not been achieved since the 1970s. Yet despite this growth, Latin America's incomeper-capita gap relative to high-income countries and other emerging-market economies widened, and poverty remained stubbornly high. Latin America, in short, suffered from growing pains even when things were going reasonably well.

On July 5, Mexicans elected the five hundred members of the Chamber of Deputies (the lower house of Congress), six governors, and hundreds of mayors and local legislators throughout the country. At the midpoint of President Felipe Calderón's term, the opposition Institutional Revolutionary Party (PRI) made important gains in the Chamber of Deputies, as well as in gubernatorial and local elections. The election results carry important implications for pending domestic reforms and for the 2012 presidential elections.

In this essay attention is focused on the persistence of colonial loyalties despite the profound crisis at the center of the Spanish monarchy as a result of the Napoleonic invasion of the Iberian peninsula. One clear indicator of colonial support can be found in the review of the numerous loans and donations collected in colonial Mexico for the purpose of assisting the patriot forces in Spain in their struggle against Napoleon. The financial contributions were considerable. Between late 1808 and early 1811, over 25 million pesos in tax monies, loans and donations were sent from New Spain to C´adiz, principal seat of patriot resistance in southern Spain.

280. Forging Catholic National Identities in the Transatlantic Spanish Monarchy, 1808-1814

Abstract:
By 1810, with the convening of the Cortes of Cádiz, the opening of the public sphere and war threatening to tear apart the monarchy, Spaniards began to forge a new national identity and an inclusive transatlantic nation. The common cultural idiom of religion and the language of national sovereignty provided a unifying symbolic repertoire for Spanish national identities during the transition from the Old Regime to liberal ascendancy. Yet American independence severed the ties of a transatlantic Spanish monarchy and an inclusive national identity as prescribed in the Constitution of 1812. The Virgin of Guadalupe, which had been appropriated by royalists as well as insurgents during the War of Independence in New Spain, soon emerged as the symbolic image of the Mexican nation. Religious imagery that had served to unite Spaniards on both sides of the Atlantic fragmented into regional identifications in the Americas, and Spain itself emerged as a sovereign nation that had broken with the Old Regime.
