Abstract:
The human rights crisis in Mexico and particularly the one with migrants in transit through Mexico is not coincidental. The increased securitization of migration has transformed it into a security issue, causing it to be a threat to the national security. The mechanisms and strategies to fight against this crisis has led to terrible consequences to the thousand of migrants that pass through Mexico every year. As stated by David Harvey, the conceptualization of the irregular migration as a threat to the Nation-States has occurred as a consequence of the “global unequal capitalist integration”. This is a structural process that promotes global inequality in a parallel way, creating the undocumented as the others unwanted (Álvarez and Guillot, 2012:24). We then have migration as a phenomenon characterized by the economic globalization and the predominance of the logic of social exclusion, that it reveals itself as a feature for nations and families in their need to seek, among other things, improved living conditions in places that are different from their place of origin

22. Point of No Return: The Fear and Criminalization of Central American Refugees

Abstract:
The purpose of this study was to ascertain the challenges faced by Central American migrants who returned home after failing to gain asylum or other international protection in the United States or Mexico. Cristosal interviewed individuals who fled from El Salvador, Guatemala, and Honduras under threats of violence and persecution and had been deported back to their country of origin to determine why they fled their homelands, why they could not secure asylum, and on their situations post-return. In the context of mass migration from these countries, the study used in- depth interviews to understand the different ways in which people experienced the violence and fear that forced them to flee and how their responses upon “voluntary return” or deportation back to their country of origin were shaped by that same violence. While there are many studies on the flight of persons from the Northern Triangle of Central America (NTCA), little is known about the experience of refugees who cannot secure protection in another country and are deported to their home country, from which they originally fled. What are the psychosocial, security, and human rights consequences for people who migrated out of fear for their lives and were then forced to return to the situation that forced them to flee?

Abstract:
T he Mexican Council on Foreign Relations (COMEXI, for its acronym in Spanish) submits for the consideration of political and business leaders, as well as of public opinion, ideas to help guide the U.S.-Mexico relationship in the new binational context. The initiative is made up of general guidelines, as well as a series of specific recommendations for each of the main components of the relationship: NAFTA, Security, Migration, Border, Consulates and Communications. Because of the impending NAFTA re-negotiations, the chapter related to trade is much more detailed, and much longer, than the other position papers. For this reason, we have chosen to keep the recommendations and quotes from the text of the agreement within the main body of the text. The issues are, by nature, technical and detail-driven. The upshot is one of the most complete papers that has been published on the topic in recent times. We are confident that it will become required reading during the long negotiation process that is just beginning. This English-language compendium contains a complete translation of the original text in Spanish. Our guiding principle is that what is good for Mexico is good for the rest of North America, and vice versa. For this reason, we are fostering this dialogue in both languages, confident that a mutually beneficial, “win-win” view of the relationship will ultimately prevail for the benefit of the 475 million inhabitants of our region. // E l Consejo Mexicano de Asuntos Internacionales presenta su propuesta para conducir la relación bilateral México-Estados Unidos en el nuevo contexto. Abstract:
The Center for Migration Studies of New York (CMS), a nonpartisan think tank/educational institute focusing on the study of international migration, and the Scalabrini International Migration Network (SIMN), a not-for-profit organization focusing on protection and development programs for migrants, traveled to El Salvador, Guatemala, and Mexico from August 15 to 22 to visit migrant shelters operated by the religious Congregation of the Missionaries of St. Charles Borromeo, Scalabrinians. The delegation toured migrant detention and return facilities, met with public officials and nongovernmental organizations (NGOs), and assessed how the US-Mexico policies of deterrence and interdiction have impacted the region and particularly those seeking to flee the record levels of violence in the Northern Triangle states of Central America.

Abstract:
The emerging economies Brazil, China, India, Indonesia, Mexico, Russia, South Africa and Turkey - in short, the BRICSAMIT - have come to be considered the economic powerhouses of recent decades. Not only have these countries managed to reduce poverty; most have embarked on a steep economic growth path and play an increasingly influential role on the global scene. But today, all eight BRICSAMIT countries occupy the top ranks as some of the most unequal countries in the world. The price these countries - and millions of their citizens - pay for this is high. Excessive inequality hampers development prospects: negatively impacting growth potential, threatening poverty reduction, leading to mass migration flows and 'brain drain', and reducing opportunities for young people. This report, which was commissioned by civil society networks across the BRICSAMIT countries, aims to increase the urgency to tackle the structural causes of inequality by shedding light on the nature and scope of the issue in the BRICSAMIT, and the economic, political and social consequences these countries are now facing as a result.

In light of rising numbers of unaccompanied minors at the Mexico- US border in 2014, this article examines child migration from Mexico, Guatemala, El Salvador, Costa Rica, and Nicaragua. Using data from the Mexican and Latin American Migration Projects that permit us to go beyond simple descriptive analysis about children apprehended at the border, we investigate the extent to which children from these countries: 1) enter without legal authorization to do so; 2) are more likely to cross the border now than in the past; and 3) are tied to their parents' migration. In theory, if immigration and refugee protections worked well for children and offered them legal pathways to reunify with their families, then we would expect low levels of unauthorized entry and no dramatic shifts over time. However, our examination of child migration shows that it is strongly linked to unauthorized entry, period of entry, and parents' US experience.The findings show that the migration of children is closely linked to their parents' migration history. Although the overall likelihood of a Mexican child making a first US trip is quite low, it is practically non-existent for children whose parents have no US experience. Thus, the increase in child migration from Central America, and the continued high levels of child migration from Mexico result from widespread migration networks and the United States' long-standing reliance on the children's parents as immigrant workers. The findings suggest that these children need protection in the form of family reunification and permanent legal status.

Abstract:
The most basic economic theory suggests that rising incomes in developing countries will deter emigration from those countries, an idea that captivates policymakers in international aid and trade diplomacy. A lengthy literature and recent data suggest something quite different: that over the course of a "mobility transition", emigration generally rises with economic development until countries reach upper-middle income, and only thereafter falls. This note quantifies the shape of the mobility transition in every decade since 1960. It then briefly surveys 45 years of research, which has yielded six classes of theory to explain the mobility transition and numerous tests of its existence and characteristics in both macro- and micro-level data. The note concludes by suggesting five questions that require further study.

An uncle told him the migrants were "traveling to El Norte," the United States. "I didn't understand," Pérez recalled. "I only understood when I was older." At the age of 14, he joined them. He left his hometown of Arriaga, Chiapas, in 2003 and found work in a greenhouse in Chestertown, Virginia.

Abstract:
The United States has diplomatic relations with 194 independent nations. Of these, none is more important to America than Mexico in terms of trade, investment, tourism, natural resources, migration, energy, and security. In recent years, narco-violence has afflicted Mexico with more than 50,000 drug-related murders since 2007 and some 26,000 men, women, and children missing. President Enrique Peña Nieto has tried to divert national attention from the bloodshed through reforms in energy, education, anti-hunger, health-care, and other areas. Even though the death rate has declined since the chief executive took office on December 1, 2012, other crimes continue to plague his nation. Members of the business community report continual extortion demands; the national oil company PEMEX suffers widespread theft of oil, gas, explosives, and solvents (with which to prepare methamphetamines); hundreds of Central American migrants have shown up in mass graves; and the public identifies the police with corruption and villainy. Washington policymakers, who overwhelmingly concentrate on Asia and the Mideast, would be well-advised to focus on the acute dangers that lie principally below the Rio Grande, but whose deadly avatars are spilling into our nation.

Abstract:
Since 2006, when Mexican president Felipe Calderon declared war on the drug cartels, there has been a rise in the number of Mexican nationals seeking political asylum in the United States to escape the ongoing drug cartel violence in their home country. Political asylum cases in general are claimed by those who are targeted for their political beliefs or ethnicity in countries that are repressive or failing. Mexico is neither. Nonetheless, if the health of the Mexican state declines because criminal violence continues, increases, or spreads, U.S. communities will feel an even greater burden on their systems of public safety and public health from “narco refugees.” Given the ever-increas¬ing brutality of the cartels, the question is whether and how the United States Government should begin to prepare for what could be a new wave of migrants coming from Mexico.
