Abstract:
This study focuses on the growth of transnational forces and increased global interdependence in the Post-Cold War period, posing serious challenges to conservative regimes in the Middle East – manifested by popular uprisings for economic and political change, beginning 2010 in Tunisia. Since then the Arab states of Middle East are in turmoil. The situation has become complex due to the presence of Al-Qaeda network and ISIS (‘Islamic’ State of Iraq and Syria) radicals in the Middle East and Mediterranean region. Such non state extremists groups are a collective threat to future Europe also. On the other hand various countries of the Middle East and gulf region, have been engaged in waging the proxy wars against each other in order to achieve their specific objectives. Geographically, historically and politically Turkey has been a bridge between Middle East and Europe. The underlying assumption of this study establishes Turkey’s matured foreign policy not only as a model for struggling states of the Muslim World but holds keys to emerging threats to Europe. The study explores possibilities of Turkey to be central player not only for the resolution of regional issues but also as an active player at the global level.

Abstract:
On July 26, 2015, President of the Russian Federation Vladimir Putin on board the frigate Admiral of the Soviet Navy Gorshkov endorsed a new version of the Maritime Doctrine of the Russian Federation, the basic document that specifies Russia’s naval and maritime policy. This version added the Mediterranean to the areas of the national maritime policy (the Atlantic, Arctic and Pacific zones) and specified that Russia’s naval presence there is aimed at “turning it into the zone of military-political stability and good-neighborly relations.” This is not fortuitous: The region is one of the main zones of Russia’s politics and international cooperation. Time has come to sort out regional developments, varied interests of the states involved and the problems they have to cope with. In other words, we should arrive at a clear idea about the region’s importance for the Russian Federation.

93. Hotspots, Rights Denied: The lack of a legal framework is threatening the rights of migrants reaching Italy

Abstract:
The flow of migrants into Italy continues to be dealt with as an 'emergency' situation. The EU's 'hotspot' approach, outlined in the European Agenda for Migration of May 2015 as a short-term measure, has been implemented in Italy and Greece and is an approach involving EU officers, in collaboration with national authorities, in the identification, fingerprinting and registration of migrants. This paper from Oxfam Italia examines the hotspot approach in Italy through the experiences of humanitarian agencies and civil society organizations on the ground, and through the voices of migrants themselves. It concludes that, due to the lack of a legal framework, the hotspot approach seriously violates the fundamental rights of people reaching Italian shores. Oxfam calls for the Italian government and the European Union to define hotspot procedures and activities in EU and national regulations and to take medium-term action to expand the capacity of the receiving and support systems in Italy.

Abstract:
This article sets out to re-examine Hebrew sources in the doctrine of the law of nations of the 17th century, from Gentili’s De Jure Belli Libri Tres (although it strictly belongs to the 16th century since it was first published in 1598) to Pufendorf’s De Jure Naturae et Gentium (1672). It incontrovertibly confirms the importance of Jewish sources in the general intellectual education of the founding fathers of international law and in their general political philosophy while limiting their role with respect to the construction of international law in the strict and contemporaneous sense of the term.

Currently the Greek and Turkish Cypriots are negotiating a unification of the two populations on the island of Cyprus. The Turkish Cypriots are very optimistic an agreement will be reached, but Greek Cypriot President Anastasiades counsels caution. When the world understands the history of Cyprus, the Greeks and the Turks, then people will understand why the negotiations as they are currently being conducted will fail. Ultimately, Turkey and its client the Turkish Cypriots will lose patience with the Greek Cypriot method of negotiation, and north Cyprus will become a province of the Republic of Turkey. The Greek Cypriots will not like a large influx of Turks to this new Turkish province. A successful conclusion to the negotiations is within the control of the Turkish Cypriots, but their leaders do not comprehend their potential and are not interested in advice. The current political administration of north Cyprus is following the same course as the failed prior political administrations.

Abstract:
In recent years, Turkey has attracted increasing attention from researchers focused on both the Middle East and the development of China. As these researchers are interested in the special and sensitive issues between Turkey and China, they need to acquire knowledge about a particular aspect of Turkey. Although a large economic power in the Middle East located between Europe and Asia, the Muslim country of Turkey is a member of NATO. It has witnessed a continuous high economic growth over the past decade, and it is one of the non-Western countries that became middle developed nations at an early time. Recently, Turkey has grown into the 16th largest economy in the world. In recent years, given the complicated drastic changes and turmoil in the Middle East, Turkey has played an important role in regional affairs. On June 7, 2015, Turkey embraced parliament election, which inevitably exerts an important influence on the current and future domestic politics and diplomacy of Turkey. Turkey is also the host country of the G20 Summit that will be held in November 2016. In this context, we observe this country from the perspective of its historical heritages and geopolitical patterns. The multiple roles, changes, and positions of Turkey are also examined in this work. In addition, the special relation of Turkey with China is revealed. This study aims to help the Chinese people understand Turkey and provide knowledge that could assist China in its formulation of policies and strategies affecting Turkey.

The claims made by migrants seeking protection under the 1951 Convention Relating to the Status of Refugees (Refugee Convention) have created a staggering body of state practice emerging from the interpretation by national courts of what is the earliest universal human rights treaty. The first edition of James Hathaway’s The Law of Refugee Status, alongside Guy Goodwin-Gill and Jane McAdam’s The Refugee in International Law, is one of the essential texts on every refugee lawyer’s bookshelf. Now in its second edition, co-authored by Hathaway and Michelle Foster, The Law of Refugee Status is likely to maintain its standing.

Durante la última década, la seguridad energética ha experimentado una escalada en la lista de prioridades estratégicas de la política energética y exterior de la UE. Las profundas transformaciones en el panorama energético global, impulsadas por los continuos avances tecnológicos, importantes desafíos geopolíticos, además de los imperativos derivados de la transición hacia un sistema energético descarbonizado, exigen la reevaluación de la estrategia de seguridad energética de la UE. Un proceso que, sin embargo, se encuentra condicionado por las tensiones derivadas de la necesidad declarada en favor de políticas de cooperación y coordinación reforzadas y el respeto por los intereses nacionales energéticos de los Estados Miembros. El objetivo de este trabajo se centra en analizar los desafíos que afronta la estrategia de seguridad energética de la UE en un mundo en transformación, identificando políticas y mecanismos que contribuyan a su fortalecimiento. La promoción y desarrollo de unas sólidas relaciones energéticas entre la UE y sus vecinos del sur del Mediterráneo representan una extraordinaria oportunidad para diseñar y alcanzar renovados objetivos estratégicos en beneficio de ambas regiones.

Abstract:
Security relations with the US have been critical for Turkey. Cold War strategic imperatives dictated typical bandwagoning policies, although disagreements and frictions were present at times. In the 2000s, a combination of domestic developments and rapidly changing regional security patterns has resulted in a more assertive Turkish regional security policy, which for many represents a departure from traditional Kemalist principles. This article attempts to assess the current course of Turkish regional security engagement and the extent to which relations between the USA and Turkey are subject to major change. The analytical context accounts for the impact of domestic, regional and global levels. The empirical focus is on Turkey’s involvement in the Syrian sectarian conflict and on the trajectory of the bilateral relations with Israel.

Mediterranean and EU member countries consider enhancing innovation and R&D an important policy objective. In order to improve economic competitiveness and increase their citizens’ welfare, these countries have been formulating and implementing innovation policies. In recent years, the volume of resources allocated to such policies has considerably increased and the number of instruments used in this framework has widened. Nevertheless, a relatively limited number of studies have been conducted to assess the effectiveness of innovation policies in these countries and formulate proposals for those aspects of policies that are in contradiction with the aims.
