1. Iraqi Economic Reconstruction and Development

Abstract:
The US aid effort in Iraq has not accomplished most of its sectoral goals, and more importantly, has not effectively initiated the reconstruction of the country's economy. After three years of struggle, the expenditure of more than $ 20 billion US aid funds, $ 37 billion Development Fund for Iraq (DFI) - UN accumulated from the oil for food program's revenues and the seizure of bank accounts- and death of thousands of US and other coalition soldiers and tens of thousands of Iraqis, Iraq is producing less oil, has less electricity and less water than it did during the Saddam period. After studying the modern Iraqi economic history as a background, this work analyzes why.

2. Emerging Third Stage Peri-Urbanization: Functional Specialization in the Hangzhou Peri-Urban Region

Abstract:
Hangzhou Municipality is the provincial capital of Zhejiang, on China's east coast. It forms part of the Yangtze River Delta (YRD) region. Hangzhou was “opened up” in the mid-1980s, following Deng Xiaoping's visit to the South, resulting in an almost immediate flood of foreign and domestic investment in manufacturing. This initial investment was significantly in the peri-urban areas, i.e., outside the built-up area. The authors have been following development in the Hangzhou extended urban region, with emphasis on peri-urbanization processes, since 2000. A previous APARC discussion paper describes findings of preliminary field research on the Hangzhou–Ningbo Corridor, conducted in August 2000 and March 2001. The present paper zooms in on two peri-urban clusters in the Hangzhou extended urban region, and assesses their development over time. The goal of the research is to better understand how a peri-urban region changes—particularly in terms of firm evolution, labor characteristics, and spatial dynamics—as it becomes more economically and demographically mature. This paper also examines such changes in the context of the increasing cost structures and emerging competitors, primarily from other areas in China, that the Hangzhou peri-urban region now faces.

3. TFC Nis-Sofia-Skopje: Euroregion Inauguration Conference

Abstract:
At the strong initiative of the Mayors of the cities of Niš, Skopje and Sofia, and with the active support of the EastWest Institute's Programme for Transfrontier Cooperation, a long-term process was launched to intensify transfrontier cooperation between the border regions of the Republic of Bulgaria, the FYR Macedonia and the FR of Yugoslavia. The overall objective of this initiative is to employ intensified cross-border cooperation as a tool for regional economic development and integration within this Niš-Skoplje-Sofia Triangle, as well as to foster conditions of prosperity, security and peaceful co-existence between neighboring peoples and states.

Abstract:
Analyzing the area of our interest and its economic perspective requires us to take a step back in to the past and conclude that history rep eats itself. Traditionally, this has been the area of trade, communication, as well as war. The last fifty years, up until the disintegration of ex-Yugoslavia, represented the longest period of peace in this region of different cultures, nations and history. In ex-Yugoslavia, these differences did not represent a limiting factor, and therefore the transport of people as well as goods was free and unlimited. Although the state borders existed, in the legal sense they were not of great importance. We can say that people living in this region were both geographically and economically directed towards each other. However, economic differences were present, and Croatia ranked as the second most developed state of ex-Yugoslavia (after Slovenia).

5. Economic Strategy for South Eastern Europe

The international community has produced a plethora of projects, proposals and initiatives for South Eastern Europe. In spite of this, the region still lacks a viable, result-oriented economic strategy, which understands and addresses the fundamental economic needs of the region. In response to this need the EastWest Institute, in close co-operation with the Business Advisory Council of the Southeast European Co-operative Initiative, launched a small Task Force on Economic Strategy for South Eastern Europe. The Task Force included fourteen leading business executives and economic experts from the region with first-hand knowledge of the economic and business environment on the ground. Over the course of a series of meetings, which analysed country and regional data and discussed various policy options, the Task Force produced this report. Its intention is to focus the attention of all those who want to help the Balkans, including their political leaders, on the real causes of conflict, poverty, and isolation in the region. Its recommendations offer guidelines for embarking on what we believe is the right path of reform and development. Very often the policies applied in the Balkans, both by the international community and the domestic politicians, reflect an agenda that was not internalised by the "subjects" of reform, i.e. the people living in the region. We believe that the focus of our report on developing the human capital of the region and creating employment opportunities in an integrated regional market will gather strong internal support for a more stable and prosperous Balkans.

In this report we wish to provide a brief account of what the EWI Baltic Initiative Fund has accomplished in its first year, and of some of the things we are hoping to achieve in the future. Our experience over the past eighteen months has convinced all of us at EWI that there is a job to be done, and that we have a real contribution to make. The very favorable responses we continue to receive from our Baltic partners encourage us to believe that our program is indeed worthwhile and fills an important need.

7. Subregional Relations in the Southern Tier: Prospects for Development

Abstract:
Doubts were expressed as to the extent one could define the Caucasus and Central Asia as a single region, particularly for the purposes of exploring the potential for subregional cooperation to develop among its constituent states. External considerations (complex relationship between Russia and the states involved; presence of other outside actors; energy transit perspectives; influence of external conflict, i.e. Afghanistan) may point towards consideration of the Southern Tier as one region. However, internal perspectives, geographical, historical, political and cultural, suggest that treating subregionalism separately in the Caucasus and Central Asia might be a more realistic and potentially fruitful approach.

The EastWest Institute is interested in the issue of banking supervision as one of the primary goals of our Economics Program since 1990 has been to support the establishment of a reformed, market-based banking system in Central and Eastern Europe (CEE) and the Former Soviet Union (FSU). As an integral component of our broader work in providing expert support to commercial bank managers and economic policymakers on the concrete aspects of implementing reform-oriented practices and strategies, we see the underlying stability and transparency of the banking system to be of critical importance. In Hungary as elsewhere, banks are indispensable to the smooth functioning of the economy, and the EWI has long subscribed to the view that the banking sector (e.g. in the context of privatisation) is a 'special' sector and requires special treatment.

9. Strategies for EU-Integration

Abstract:
The decision to enlarge the European Union to applicant countries in Central and Eastern Europe is by far the most important instrument to secure the process of democratic and market economic reform in the new, post-Cold War Europe. To implement and manage this decision is indeed a challenge to both the existing members of the Union and the applicants. In principle, the roadmap is clear. Together with the acquis communautaire , the 1993 Copenhagen criteria outline the main framework for the way to full membership. The Union has further developed its enlargement strategy in the Agenda 2000 presented in July 1997.
