101. Ariel Cohen on Iraq, Oil, and US Foreign Policy

Abstract:
Ariel Cohen is Senior Research Fellow in Russian and Eurasian Studies and International Energy Security at the Sarah and Douglas Allison Center of the Davis Institute for International Studies at the Heritage Foundation. He is a member of the Council of Foreign Relations, the International Institute of Strategic Studies in London, and the Association for the Study of Nationalities. Dr Cohen spoke to Nermeen Shaikh on April 22nd in Almaty, Kazakhstan, at the Eurasian Media Forum. In the interview, Dr Cohen speaks about the war in Iraq, the privatization of oil and gas development, Eurasian regional politics, and the role of the US in the area.

Zahid Hussain is the Pakistan correspondent for the Times of London, the Wall Street Journal, and Newsweek. He is also the political correspondent for the Karachi-based monthly Newsline. According to Ahmed Rashid, one of the foremost experts on Afghanistan and author of several books on the region, Zahid Hussain's new book, Frontline Pakistan: The Struggle with Militant Islam "is the first serious exposure of the rise and continuation of Islamic extremism in Pakistan. Zahid Hussain shows the links between the major jihadi groups of Pakistan, Al Qaeda, and the ISI with a degree of detail not seen in any Western writing on the subject."

Abstract:
Beginning in February 2005, Chatham House, London and the Centre for Energy, Petroleum and Mineral Law Policy (CEPMLP) at Dundee University facilitated a dialogue between participants from government, national and international oil companies, NGOs and financial institutions from 23 developing and developed oil-and gas-producing countries. The conclusions of this dialogue have been supplemented with in-house research on international governance practices. The main conclusions of the project to March 2007, and the 40 general governance benchmarks for the petroleum sector comprised within this Report , are set out in Good Governance of the National Petroleum Sector: The Chatham House Document.

104. Afghanistan's Endangered Compact

While the growing insurgency is attracting increasing attention, long-term efforts to build the solid governmental institutions a stable Afghanistan requires are faltering. Following conclusion of the Bonn process, which created the country's elected bodies, the Afghan government and the international community committed at the London Conference (31 January-1 February 2006) to the Afghanistan Compact, which identified “three critical and interdependent areas or pillars of activity” over five years: security; governance, rule of law and human rights; and social and economic development. The government signed on to realizing a “shared vision of the future” for a “stable and prosperous Afghanistan”, while over 60 nations and international institutions promised to provide the necessary resources and support. A year on, even those most closely associated with the process admit that the Compact has yet to have much impact. Afghans and internationals alike still need to demonstrate the political will to undertake deep-rooted institutional changes if the goals of this shared vision are to be met.

105. Combating Terrorist Financing in Europe: Gradual Progress

In the wake of the July 2005 terrorist subway and bus attacks in London and the disrupted terrorist plot to blow up U.S.-bound planes flying from Heathrow airport in August 2006, the British government recently launched a new strategy to combat terrorism financing. Ed Balls, Britain's economic secretary to Her Majesty's Treasury (HMT), said the strategy was designed to address "an enduring and continually changing terrorist menace to the [United Kingdom]." In Balls's view, financing is the "lifeblood" supporting the growing terrorist threat. Britain's ambitious and timely initiative is an important step forward. But broader European efforts to tackle terrorist financing -- particularly the efforts of the European Union (EU) -- still lack consistency and effect. Bureaucratic obstacles limit European efforts to designate terrorist entities and freeze their assets.

Abstract:
Belief in the possibility of a revolutionary transformation of French society sustained much of the political and cultural ferment in France in the quarter century following the end of World War II. Perry Anderson, in two articles published in the London Review of Books, argues that the decline of this faith has cast a pall over France, and he traces this decline in large part to the work of historians François Furet and Pierre Nora. It is argued here that Anderson neglects broader economic, societal, and cultural forces that combined to undermine belief in the transformative power of revolution and is therefore led to an unduly pessimistic interpretation of the cultural turn of the 1970s.

109. Debunking the 1930s Analogy: Neville Chamberlain's Grand Strategy Re-Examined

The key events of the 1930s Hitler's rise to power, Germany's reoccupation of the Rhineland, the Anschluss with Austria, Munich and the subsequent German occupation of Prague in March 1939, and the outbreak of World War II in September 1939 transpired some seventy years ago. The events of the 1930s or at least Churchill's depiction of them have provided the standard images that have shaped U.S. foreign policy and scholarly research alike: falling dominoes, insatiable dictators, the interdependency of strategic commitments, the importance of demonstrating resolve, and the impossibility of achieving diplomatic accommodation with nondemocratic regimes. But does the myth track with the historical record? Does the 1930s myth accurately explain British grand strategy in the 1930s? Simply stated, my argument is that the 1930s myth as commonly understood in the United States is bad history, and that its use has contributed importantly to a series of dubious policy decisions by U.S. decisionmakers and still does. As I demonstrate, the British, in fact, were not willfully blind to the German threat or indifferent to the need to rearm to meet it. Rather, during the 1930s, London formulated a quintessentially realist grand strategy that attempted to blend deterrence and diplomacy to contain Hitler's Germany (and Japan and Italy), and defend Britain's interests as a world power by avoiding what, for Britain, could only be a disastrous war.

The second phase of the Center for Strategic and International Studies' Transatlantic Dialogue on Terror took place against a backdrop of rapid change. When the first conference in this series took place in Berlin in the spring of 2005, scholars and practitioners were still absorbing the details of the previous year's attacks against the Madrid light rail system, the murder of Dutch artist Theo van Gogh and a host of other attacks and foiled plots. Global radicalism continued to be shaped by the deepening insurgency in Iraq, in which radical Islamists from inside and outside that country play a pivotal role. In the months following the Berlin meeting, the bombing of the London Underground, the attacks in Sharm el-Sheikh and Amman, and a stream of revelations about radical Islamist activity from Europe to the Middle East to South Asia and Australia — where a group of conspirators were arrested for plotting an attack against that country's sole nuclear facility — had also to be taken into account.
