Abstract:: The Lisbon Treaty fundamentally changed the presidency regime of the European Union at the expense of one of the oldest and most central institutions of European integration: the rotating presidency. The chair positions of the European Council, the Foreign Affairs Council and the Eurogroup have been decoupled from the rotating presidency. Understanding the reduced role of the rotating presidency requires attention for the changing dynamics of EU policymaking, especially for the new intergovernmentalism which implies decision-making outside the classic community method and for the rise of the European Council to the status of a lead institution.

Abstract:: In the post-Lisbon era and especially since the outburst of the financial and European sovereign debt crisis, the EU has been changing significantly, to the extent that the meaning and the process of integration are being affected. While constitutional asymmetry is a longstanding feature of the EU polity, the real challenge today is the expanding scope and fragmented character of newly established forms of flexibility, and how they are being used politically. The flexible configuration of integration reinforces a trend toward fragmented integration. Flexibility within the EU could become an end in itself, a device to serve a wide range of strategic visions and preferences in sectoral politics.

Abstract:: The time is nigh for the EU to think more strategically about its global role. This is suggested by the confluence of changes in the international system itself and the internal changes introduced by the Lisbon Treaty. When approached via a geopolitical prism, the EU's main interests lie in its neighbourhood, to the east and south, central Asia and the Gulf. These are regions where the EU enjoys the most influence. The EU should therefore engage with other international actors, both traditional and emerging, in an intensified dialogue concentrating in particular on these areas. A Union with a clearer idea of what it is trying to accomplish on the world stage, backed by the means and determination to succeed, could herald a regional pax Europeana, while a continuation of the EU's current drift will condemn it to increasing irrelevance - a pox Europeana.

Abstract:: More direct involvement in the EU decision-making process has traditionally been an ambition of the Italian parliament. The implementation of the Lisbon Treaty has prompted parliament to maintain tighter scrutiny of the EU legislative process, not only through the use of the new subsidiarity control mechanism, but in particular by exerting a stronger influence on the government on EU affairs. The latter will be the key challenge in the post-Lisbon era. It is too early to say, however, whether this will have a positive or negative impact on the EU's democratic legitimacy.
