Abstract:
Studying the evidence related to the burden of injury of a population is a critical component of developing strategies to prevent and reduce violence. In many countries around the world, national observatories have been established to collect data to measure and monitor armed violence in an effort to inform and strengthen evidence-based armed violence reduction initiatives. These observatories collect data on violent incidents to enhance awareness of the extent and distribution of armed violence in varying geographic and socio-economic settings. An observatory’s ability to inform effective violence prevention strategies depends in large part on the efficient collection and timely sharing of quality data (Gilgen and Tracey, 2011).

Abstract:
Since 2009, the Government of Liberia (GoL), working with its national and international partners, has continued to provide leadership in responding to a myriad of critical conflict factors. It has done this through various peacebuilding frameworks, such as the Strategic Roadmap for National Healing, Peacebuilding and Reconciliation in Liberia, the Liberia Peacebuilding Program (LPP) and the Agenda for Transformation (AFT). In addition, Liberia has concluded its post-Ebola recovery plans, supported by the United Nations (UN) and other partners, in the midst of the UN Mission in Liberia’s (UNMIL) transition in 2016, as well as within the context of the country’s 2017 national elections. It was against this backdrop that the Peacebuilding Office (PBO) within the Ministry of Internal Affairs, the African Centre for the Constructive Resolution of Disputes (ACCORD) and other partners had to rethink and reprioritise Liberia’s peacebuilding and reconciliation strategies, programmes and interventions, moving forward. As such, a comprehensive conflict-mapping and conflict analysis exercise was pivotal to allow for a systematic and empirical process in which Liberian conflict issues and potential conflict drivers could be identified. This Policy & Practice Brief (PPB) seeks to reflect on the 2016 National Conflict-Mapping Exercise (NCME) process, as well as the methodological approaches used to gather and analyse the data. It further highlights the importance of the NCME as a process and outlines the supportive role of international partners to the PBO, which guaranteed that the process is locally owned and steered by the PBO. Although it has a definitive end in the form of findings, the NCME itself should be seen as an important component for enhancing the coherence and coordination of peacebuilding interventions in Liberia.

3. Can Development Interventions Help Post-conflict Communities Build Social Cohesion? The Case of the Liberia Millennium Villages

This paper evaluates the efforts of one international development intervention — the Kokoyah Millennium Villages Project (KMVP) — to improve welfare and build social cohesion in post-conflict Liberia. This study is based on a preliminary analysis of survey data from a quasi- experimental, difference-in-differences (DID) research design, and shows that social cohesion was already higher than anticipated before the project began. Despite operational challenges with implementation of the KMVP, complaints about the project, and lack of improved perceptions of welfare, there is evidence that the KMVP had positive effects on some measures of social cohesion and no evidence of adverse effects, yet no changes on some factors that may be important to contribute to development. This paper demonstrates that DID measures and quasi-experimental designs that use appropriate comparison groups can yield important insights in social science research conducted in complex and changing contexts such as a post-civil war setting. This paper seeks to foster a conversation about the many relationships between development and social cohesion (particularly in post-conflict contexts), the possibilities and challenges for researchers in studying these relationships and the importance of doing so for intended beneficiaries on the ground.

Everyone knows that Africa, cradle of humanity, land of the Pharaohs and human civilization, and vast reservoir of human and natural resources, is not doing well. She crosses the deepest crisis that has shaken her since the end of colonial times. The specter of chaos lurks everywhere. She is now seen as the continent of “collapsing states” and “zombie nations”; the continent of extreme poverty, misery, and injustice; the continent of horrors, of the Rwandan genocide and of the worst atrocities committed in Liberia, Sierra Leone, Kenya, Darfur and elsewhere. This brutal reality has been, for quite some time now, analyzed by most observers and experts with certain fatalism, as testified by these book titles with pessimistic or even alarmist tones: “Black Africa Started on the Wrong Foot” (René Dumont), “Can Black Africa Take Off?” (Albert Meister); “And What If Africa Refused Development” (Axelle Kabou); “Africa Down” (Jacques Giri). By now, it is just a chorus of permanent lamentations about the “lost continent,” the “damned continent,” or the “cursed continent” whose past is not passing. And the rest of the world, which sees us as negligible, even contemptible (“all corrupt and all dictators,” they say), consider that henceforth, they no longer need us.

5. Disarmament and demobilisation in comparative perspective: patterns and policy recommendations

Abstract:
Disarmament and demobilisation (DD) programmes are vital components of strategic peacebuilding. DD provisions govern the collection and disposal of arms and ammunition, and oversee the discharge of active-duty combatants from the state's armed forces, rebel groups, or both. Using data from the Peace Accords Matrix database, this report compares the five most recent cases of DD implementation: Nepal (2006), Liberia (2003), Macedonia (2001), Indonesia-Aceh (2005) and South Sudan (2005). A comparative analysis reveals several common patterns in the kinds of provisional and operational choices associated with efficient DD implementation. Having a definite timeline and largely completing the process prior to the first elections creates an incentivised environment for a timely DD process while diminishing the risks of election-related violence. Economic incentives associated with the process of cantonment can increase the duration of DD programmes. External actors with a strong mandate can solve problems faster and have been instrumental in achieving a swift DD progression. Disarmament programmes must be realistically matched to conflict settings. This can include the use of mobile collection units, which have proved to be successful in cases where a primary centralised site is not sufficient.

6. Constraints to Domestic Enterprise Financing in Post-Conflict Liberia

Abstract:
Countries emerging from protracted and devastating conflicts are often seen as needing significant external intervention in their financial markets to rebuild their private sector and promote quick and effective economic recovery. Despite enormous challenges, the provision of credit or the implementation of various lending schemes often dominate efforts to promote domestic private-sector recovery in the immediate aftermath of conflict. This approach raises a number of questions: First, how effective are loan programs in the development of domestic enterprises in the immediate aftermath of conflicts? Second, can loan programs work without significant improvements in the business climate? How sensitive is the design of lending programs to the success of domestic enterprise development projects following devastating conflicts? This paper explores the experience of the Liberian Enterprise Development Finance Company, which was established in 2007 to provide medium-and long-term credit to small and medium domestic enterprises. In addition to shedding light on the challenges such an enterprise faces in a post conflict environment, the paper explores whether the strategies employed are effective and if there are opportunities for effecting remedial changes that could improve the outcomes of such a program in post-conflict environments generally.

Post-conflict peacebuilding efforts have largely focused on policy prescriptions for peacebuilding rather than the leadership qualities required for success. This paper by contrast looks at the leadership dimension of peacebuilding based largely on the author's experiences over the last decade in four, conflict-ridden African states: Sierra Leone, Cote d'Ivoire, Liberia and the Democratic Republic of the Congo (DRC). It offers some insights into the role played by the national leaders of these four coun-tries in adapting and shaping the peacebuilding environment and draws some conclusions about the context and the personal qualities – and failings – that may contribute to success or failure in peacebuilding. The paper also considers leadership within the international community and makes some suggestions on what kind of international leadership can best help the peacebuilding process.

8. Liberia: How Sustainable Is the Recovery?

Liberia's October 2011 general and presidential elections, the second since civil war ended in 2003, are an opportunity to consolidate its fragile peace and nascent democracy. Peaceful, free and fair elections depend on how well the National Elections Commission (NEC) handles the challenges of the 23 August referendum on constitutional amendments and opposition perceptions of bias toward the president's Unity Party (UP). The NEC, the government, political parties, presidential candidates, civil society, media and international partners each have roles to play to strengthen trust in the electoral process. They should fight the temptation to treat the elections as not crucial for sustaining the progress made since the civil war. But even after good elections five factors will be critical to lasting peace: a more convincing fight against corruption; deeper commitment to transforming Liberia with a new breed of reform-minded political players; sustained international engagement in supporting this more ambitious transformation; economic development; and regional stability, particularly in Côte d'Ivoire.

9. Liberia: Uneven Progress in Security Sector Reform

Since independence and for fourteen years of war, Liberia's army, police and other security agencies have mostly been sources of insecurity and misery for a destitute people. The internationally driven attempt to radically reform the security sector since the war's end in 2003 is a major chance to put this right and prevent new destabilisation. Security sector reform (SSR) programs have been unprecedented in ambition but with mixed results. Army reform, entailing complete disbanding of existing forces, has made significant progress despite lack of proper oversight of private military companies (PMCs) and of consensus on strategic objectives. But police and other security reforms are much less satisfactory. The bold approach to army reform was possible due to strong national consensus and the presence of a large, liberally mandated UN presence. Government and donors must sustain their support to maintain hard-won momentum in army reform and, once clear benchmarks are set, give a floundering police force more resources. The drawdown of the UN force, begun in the second half of 2008, underlines the urgency.

10. Development Assistance, Institution Building, and Social Cohesion after Civil War: Evidence from a Field Experiment in Liberia

Can brief, foreign-funded efforts to build local institutions have positive effects on local patterns of governance, cooperation, and well-being? Prior research suggests that such small-scale, externally driven interventions are unlikely to substantially alter patterns of social interaction in a community, and that the ability of a community to act collectively is the result of a slow and necessarily indigenous process. We address this question using a randomized field experiment to assess the effects of a community-driven reconstruction (CDR) project carried out by the International Rescue Committee (IRC) in northern Liberia. The project attempted to build democratic, community-level institutions for making and implementing decisions about local public goods. We find powerful evidence that the program was successful in increasing social cohesion, some evidence that it reinforced democratic political attitudes and increased confidence in local decision-making procedures, but only weak evidence that material well-being was positively affected.
