Abstract:
Nearly 3 years since the start of the Syrian civil war, no clear winner is in sight. Assassinations and defections of civilian and military loyalists close to President Bashar al-Asad, rebel success in parts of Aleppo and other key towns, and the spread of violence to Damascus itself suggest that the regime is losing ground to its opposition. The tenacity of government forces in retaking territory lost to rebel factions, such as the key town of Qusayr, and attacks on Turkish and Lebanese military targets indicate, however, that the regime can win because of superior military equipment, especially airpower and missiles, and help from Iran and Hizballah. No one is prepared to confidently predict when the regime will collapse or if its opponents can win.

The Syrian civil war is accelerating Lebanon's political and institutional decline and poses a serious long-term threat to its economy. Lebanon has largely been spared the political upheavals of the Arab Spring, its fractious political system is intact, and the weakness of its central government means there is no authoritarian order to revolt against. However, Lebanon's own political dysfunction, the regional powers' stakes in Lebanese politics, and their anxieties over the geopolitical challenges that the Arab uprisings pose magnify the economic dangers of Syria's disintegration.

Beginning with the 2003 invasion of Iraq and concluding with the aftermath of the 2011 Arab uprisings, Frederic M. Wehrey investigates the roots of the Shi'a-Sunni divide now dominating the Persian Gulf's political landscape. Focusing on three Gulf states affected most by sectarian tensions—Bahrain, Saudi Arabia, and Kuwait—Wehrey identifies the factors that have exacerbated or tempered sectarianism, including domestic political institutions, the media, clerical establishments, and the contagion effect of external regional events, such as the Iraq war, the 2006 Lebanon conflict, the Arab uprisings, and Syria's civil war.

Syria's conflict is leaking out of its borders, but in few places are risks higher than in Lebanon. This is not just a matter of history, although history bodes ill: the country seldom has been immune to the travails of its neighbour. It also is a function of recent events, of which the most dramatic was the 19 October assassination of top security official Wissam Hassan, an illustration of the country's fragility and the short-sight edness of politicians unwilling to address it. Lebanon's two principal coalitions see events in Syria in a starkly different light – as a dream come true for one; as a potentially apocalyptical night- mare for the other. It would be unrealistic to expect Lebanese actors to be passive in the face of what is unfolding next door. But it is imperative to shield the country as much as possible and resist efforts by third parties – whether allies or foes of Damascus – to drag the nation in a perilous direction. In the wake of Hassan's assassination, this almost certainly requires a new, more balanced government and commitments by local and regional actors not to use Lebanese soil as an arena in which to wage the Syrian struggle.

Abstract:
This report contains the findings of TESEV Foreign Policy Programme’s third survey of the perception of Turkey in the Middle East. Conducted by KA Research in 16 countries between October 19th and December 15th, the survey questioned 2323 people by telephone or face to face. As in previous years, the survey contains striking results. Despite falls in some countries, Syria and Iran being the most significant, the general perception of Turkey in the region has not changed fundamentally. In fact of the countries that regional opinion was sought, Turkey has surpassed even Saudi Arabia into first place with 78% of the region having a favourable opinion of it. The conclusions are similar to those in previous years. However, there are some results relating to the ‘Arab Spring’ that should be noted here.

Abstract:
In 2012, Lebanon has been visibly affected by the ongoing crisis and civil war in Syria. The war in Syria has severely contributed to the escalation of tension in the country and had detrimental impact upon the sectarian divide, elevating the risk of massive clashes. As a result, some sporadic conflicts took place in different places in Lebanon, raising the tension. In addition, Hezbollah has become more powerful and influential in the political scene; this attracted greater attention from the domestic and international actors. The bilateral relations between Turkey and Lebanon in 2012 have remained low profile, being limited to the concerns over the Syrian crisis. Turkey has attempted to take measures to ensure that the crisis in Syria would not have spillover effect in Lebanon; however, these attempts have barely worked.
