1. Jagged Sphere: China’s quest for infrastructure and influence in mainland Southeast Asia

Abstract:
China has land borders with mainland Southeast Asia and strong strategic imperatives to develop land routes to the sea. It has both potential and motivation to pursue an infrastructural sphere of influence in the Mekong subregion through Belt and Road Initiative (BRI) projects joining southern China and mainland Southeast Asia. The poorer states, especially Laos and Cambodia, have been receptive to the BRI and infrastructure investment, but Thailand and Vietnam, strong states and protective of sovereignty, have been more cautious. This means China’s impact is significantly varied across the subregion. China’s Special Economic Zones (SEZs) in Cambodia, Laos, and Myanmar are in some cases dissolving borders and in others carving out Chinese-controlled enclaves, all increasing the People’s Republic of China (PRC) presence and influence.

Abstract:
Many players have supported infrastructure development in the Mekong Subregion, bridging the missing links in Southeast Asia. While the influx of energy-related infrastructure development investments to the region has improved the livelihoods of millions of people on the one hand, it has brought about a myriad of challenges to the wider region in guiding investments for quality infrastructure and for promoting a low-carbon economy, and energy access and affordability, on the other hand. Besides reviewing key regional initiatives for infrastructure investment and development, this paper examines energy demand and supply, and forecasts energy consumption in the subregion during 2017–2050 using energy modelling scenario analysis. The study found that to satisfy growing energy demand in the subregion, huge power generation infrastructure investment, estimated at around $190 billion–$220 billion, is necessary between 2017 and 2050 and that such an investment will need to be guided by appropriate policy. We argue that without redesigning energy policy towards high-quality energy infrastructure, it is very likely that the increasing use of coal upon which the region greatly depends will lead to the widespread construction of coal-fired power plants, which could result in increased greenhouse gas and carbon dioxide emissions.

Abstract:
This report explores the trade, investment, business, diplomacy, security, education,and people-to-people connections between the United States and the five countries of mainland Southeast Asia referred to as the Mekong region. Myanmar, Thailand, Laos, Cambodia, and Vietnam are bound together and geographically defined by the Mekong River, which has historically provided a rich, natural bounty of fish, agricultural productivity, physical connectivity, and key environmental services to more than 60 million people living in the river basin. The Mekong’s importance has only grown as the region’s social, economic, and diplomatic ties export the river’s bounty to the rest of the world. As the region develops, urbanization, infrastructure development, and climate change—among other changes—are all impacting the river, its resources, and the millions who depend on the mighty Mekong.
