Abstract:: In the last decade, the Mekong Region (MR) — that is, the area crossed by the Mekong River and encompassing Myanmar, Thailand, Laos, Cambodia and Vietnam — has become central to the strategies of major global powers due to a series of economic and geopolitical factors. The most prominent are the region’s growing importance in global trade routes, its geographical proximity to major hotspots (such as the South China Sea and the Malacca Strait) and China’s growing regional activism. The growing importance of the MR in global dynamics spurred several actors to develop specific strategies. While liberal democracies such as the United States (US) and Japan both created regional fora for policy discussions as well as development funds, China increased its presence by offering loans, constructing infrastructures and creating a specific regional institution. Due to the mounting competition, the MR is set to become a major geopolitical hotspot in the Indo-Pacific region.

Abstract:: During the colonial period, Laos welcomed the smallest overseas Chinese communities in Southeast Asia, communities that almost disappeared after the communist forces seized power in Laos in 1975. Yet, this landlocked country shares a long history with China and even experienced a Golden Age thanks to the thriving caravan trade between Yunnan and mainland Southeast Asia. The Greater Mekong Subregion initiative, a development programme launched by the Asian Development Bank, has revitalized these historical trade routes, causing thousands of Chinese migrants to pour onto the new roads of Laos, channelled through the North–South Economic Corridor linking Kunming to Bangkok. Depicted as “an army of ants” that plunders the natural resources of this poor country, these Chinese migrants are also the main drivers of development. The paper seeks to examine the specificity of China's engagement in Laos. I suggest that this small and forgotten country can provide insightful lessons to better understand the current changes taking place in Chinese migration worldwide.

Abstract:: Over the last half-century, public policy has affected land-use practices across the borders linking China, Thailand, and Laos. Political and economic reforms have facilitated labor mobility and a shift in agricultural practices away from staple grains and toward a diverse array of cash crops, rubber being one of the foremost. China has promoted the conversion of forests to rubber agroforestry in southern Yunnan—profitable for farmers, but a concern in terms of biodiversity and long-term viability. In Thailand, the response is at the other end of the spectrum as the government's concerns about land-use practices and watershed management have led to policies that dramatically constrain land-use practices and limit tenure rights. In Laos the future is not yet clear. Government policies provide weak support for both private land ownership and protected areas. In a global environment where national policy has such a dramatic effect on land use and land cover, the factors behind land-use change merit close examination.
