51. Eastern Caspian Sea Energy Geopolitics: A Litmus Test for the U.S. – Russia – China Struggle for the Geostrategic Control of Eurasia

Abstract:
For reasons both of world strategy and control over natural resources, the US administration is determined to secure for itself a dominant role in Eurasia. The Eastern Caspian shore of the Central Asian states of Kazakhstan and Turkmenistan is crucial to the oil and gas control flow, because which of the two major projects - the Trans-Caspian Corridor plus Nabucco pipeline, or the Prikaspiisky and South Stream pipelines - reaches the European market, will in effect determine which major power - U.S., Russia, or China - will gain geostrategic control over Eurasia. Even more seriously, it may determine a new eventual decision of Europe and the rise of a potential big continental power or a coalition of powers threatening the U.S. and the West as a whole, such as a Russian-Chinese alliance empowered enough to control Caspian Sea resources.

52. Optimisation of Central Asian and Eurasian Trans-Continental Land Transport Corridors

Abstract:
There is at present an overlapping but inadequately coordinated combination of strategic trans-continental transport corridors or axes stretching across the Eurasian landmass, centred on or around Central Asia. There are three such initiatives - from the EU, China and the Asian Development Bank, and the Eurasian Economic Community. This paper reviews these several strategic transport maps, and makes proposals for their coordination and rationalisation. So far the EU Central Asia strategy has not paid much attention to these questions. However the EU's own initiatives (the Pan-European Axes and the TRACECA programme) are in need of updating and revision to take into account major investments being made by other parties. In particular the case is made for a 'Central Eurasian Corridor' for rail and road that would reach from Central Europe across Ukraine and Southern Russia into West Kazakhstan, and thence to the East Kazakh border with China, thus joining up with and completing the West China-West Europe corridor promoted by the Asian Development Bank. There should also be a North-South corridor that would cross over this Central Eurasian Corridor in West Kazakhstan and lead south to the Middle East and South Asia. These adaptations of existing plans could become an exemplary case of cooperation between Central Asia and all the major economic powers of the Eurasian landmass.

53. The multiple paradoxes of the agriculture issue in Central Asia

Abstract:
Agriculture constitutes one of the main sectors in the economies of Central Asia: cotton production and export, mainly in Uzbekistan and Turkmenistan, and to a lesser extent in Kazakhstan and Tajikistan; a booming grain sector in Kazakhstan; and a long tradition of vegetable cultivation throughout the region. The agrarian question is a sensitive one since the population is still predominantly rural in four of the five republics (all except Kazakhstan) and because food safety is not ensured in the two poorest states (Kyrgyzstan and Tajikistan). Land reform would be a priority for the growth of investment, increased productivity, and, consequently, the reduction of rural unemployment and poverty. However, pressed by the choice of cotton versus self-sufficiency in food production, the Central Asian states remain hesitant. They must also manage many structural problems, including high levels of corruption in the agrarian administrative organs, the opacity of decisionmaking structures for the export of production, quasi-slavery in some impoverished rural areas, child labour, and serious environmental problems related to the overuse of the soil.

Abstract:
Russia is a power unlike others in Central Asia, given its role as the region's former coloniser, which started in the 19th century and even in the 18th for some of the northern parts of Kazakhstan. This legacy has its positive and negative aspects: it has been positive insofar as it has involved a long period of Russo–Central Asian cohabitation that has given rise to a common feeling of belonging to the same 'civilisation'; it has been negative insofar as it has accrued all the political resentment and cultural misinterpretations of the coloniser–colonised relationship. Russian–Central Asian relations are therefore complex, with each of the actors having a highly emotional perception of its relation to the other.

Abstract:
Russian President Vladimir Putin and the state-owned gas monopoly, Gazprom, made front-page news when they ceased exporting natural gas to Ukraine in the winter of 2006, leaving Europe both irate and fearful due to its dependency on Russian energy. What many failed to notice was that Russia's actions wekre consistent with a fifteen year-old policy of playing hardball with former Soviet members using gas and oil pipelines as carrots and sticks to force policies and actions favorable to Moscow.Three of the states most affected by this pipeline diplomacy and least discussed in the Western press are the resource-rich Central Asian states of Kazakhstan, Turkmenistan, and Uzbekistan. While energy-importing European states are vulnerable to Russia cutting supplies, exporting Central Asian states worry about Moscow shutting down pipeline access, without which they have few export options. The relationship between these states and Russia is further complicated by China's interest in Central Asia. Although Beijing and Moscow have recently patched up their rivalry, the increasing economic strength of both states plus jockeying between Russia and Central Asian states to serve as China's energy supplier may push Russia and China back into an antagonistic, and potentially dangerous, relationship.

Peter J. Katzenstein (2006) calls the AsiaBarometer Survey (ABS) a treasure-trove. It systematically digs many under-investigated aspects of daily lives of 29 Asian societies (Inoguchi et al., 2005, 2006; Inoguchi, 2007a, b, 2008). It is near-comprehensive in terms of the number of those societies surveyed in Asia. They are: Afghanistan, Bangladesh, Bhutan, Brunei, Cambodia, China, Hong Kong, India, Indonesia, Japan, Kazakhstan, Kyrgyzstan, South Korea, Laos, Malaysia, Maldives, Mongolia, Myanmar, Nepal, Pakistan, the Philippines, Singapore, Sri Lanka, Taiwan, Tajikistan, Thailand, Turkmenistan, Uzbekistan, and Vietnam. It covers East, Southeast, South, and Central Asia. Timor-Leste and the Democratic People's Republic of Korea have not yet been surveyed. Ariel Cohen is Senior Research Fellow in Russian and Eurasian Studies and International Energy Security at the Sarah and Douglas Allison Center of the Davis Institute for International Studies at the Heritage Foundation. Abstract:
Dr Abdullah Abdullah was appointed foreign minister of Afghanistan following the overthrow of the Taliban in 2001, a position he retained till March 2006. He spoke to Nermeen Shaikh in Almaty, Kazakhstan, at the Eurasian Media Forum, about what the greatest failures of the war on terrorism have been, what the prospects for Afghanistan are now, and the role of Pakistan in contributing to the deteriorating security situation in the region. In particular, Dr Abdullah alleges that the government of Pakistan has consistently drawn a distinction between Al Qaeda militants - whom the Pakistani authorities have handed over to the US - and Taliban leaders, whom Pakistan continues to protect.

Abstract:
Established in 2001 with China, the Russian Federation, Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan as members, the Shanghai Cooperation Organization (SCO) has remained one of the world's least-known and least-analysed multilateral groups. It makes little effort itself for transparency and is only patchily institutionalized in any case. Such useful research materials as are available on it are often in Chinese or Russian. Outside its participant countries, the SCO has attracted mainly sceptical and negative comment: some questioning whether it has anything more than symbolic substance, others criticizing the lack of democratic credentials of its members and questioning the legitimacy of their various policies. These points have been made especially strongly by commentators in the United States following the inclusion of Iran—along with India, Pakistan and Mongolia—as an SCO observer state and hints that it may attain full membership.

Oil and gas are proving as much a burden as a benefit to Central Asia. The three oil and gas producers in the region – Kazakhstan, Turkmenistan and Uzbekistan – are showing signs of the “resource curse” under which energy rich nations fail to thrive or develop distorted, unstable economies. Geography and their history in the Soviet Union have bound them to Russia, through which most of their energy exports must be transported. Moscow is proving to be an unreliable partner for foreign consumers as it has been willing to cut off pipelines to apply commercial or political pressure. Low investment, corruption and gross mismanagement in Uzbekistan and Turkmenistan may mean that their supplies run low before they can diversify their links to markets or their economies. Central Asia is likely to see energy create instability within the region; the chances are low that it will be a factor in improving European energy security any time soon.
