11. KASHMIR: A Conflict between India and Pakistan

Abstract:
Kashmir is the oldest and the most serious dispute between Pakistan and India. Various efforts at the bilateral and multilateral levels could not resolve this problem. The two countries have fought hot and cold wars which undermined their bilateral relations. India’s efforts to strengthen its control of Kashmir by use of force have always been questioned by Pakistan that supports Kashmiri demand for right self determination under the UN Resolution of 1948-49. This paper analysis the origins of the Kashmir dispute, its influence on Indo-Pakistan relations, and the prospects for its resolution.

12. War or Peace Journalism: Comparative analysis of Pakistan’s English and Urdu media coverage of Kashmir conflict

Abstract:
This study examines the media coverage of Kashmir issue in the wake of assassination of Burhan Wani - a young Kashmiri freedom fighter. For this purpose, four widely circulated Pakistani newspapers of English and Urdu language (i.e. Dawn, the News, Jang and Nawa-i-Waqt) have been selected and their reportage for three continuous months has been examined. This examination is conducted within the theoretical approach of peace journalism (Galtung, 1985; 2003) and framing (Goffman, 1974). Findings indicate that media remained inclined towards war-oriented journalism and war-frames dominated the coverage as compared to peace-frames. In comparison between English and Urdu media coverage, the contents of Urdu media were carrying more war-frames as compared to English media. The study concludes that increased war-oriented coverage might be attributed to the historical background and state policy towards Kashmir issue, which seem difficult to be disregarded in reporting. Furthermore, since the “objectivity” or “detachment” is considered to be foremost prerequisite of good journalism, Pakistani media could not have avoided reporting violence and human rights violations that took place in Kashmir.

13. Countering Pakistan-Supported Terrorism: The Military Options

Abstract:
Expert observers have written reams of material concerning the never-ending confrontation between India and Pakistan over Kashmir. The issue leaves the radar screen during quiet periods, only to return when an incident touches-off another cycle of violence. The two countries are currently in the midst of another confrontation that again threatens to escalate into open military conflict. This latest round started on September 18, when four terrorists from Jaish e Mohammed – JeM (an Islamist group based in Pakistan), attacked an Indian Army base in Uri, just 10 kilometers from the Line of Control (LoC) that divides Indian and Pakistani controlled Kashmir. The terrorists killed 18 Indian soldiers before being killed in a protracted firefight. The Indian government states it has conclusive proof that the terrorists infiltrated into India from Pakistan with assistance provided by the Pakistan Army.

14. Kashmir and the India-Pakistan Composite Dialogue Process

Abstract:
This paper explores how the contentious issue of Kashmir has been framed in the India- Pakistan composite dialogue which aims at building a peace process between the two nuclear armed countries locked in an adversarial relationship for over six decades. Through an item by item analysis of the eight heads of the composite dialogue, it demonstrates that barring one item, the script of Kashmir — its land, resources, livelihoods and security — runs through all of them in some form or another. Yet this top- down composite dialogue conducted by the political leadership of India and Pakistan has yielded no tangible results in resolving any of the issues around Kashmir. It is time for a new imaginative peace-building paradigm to be given a chance where the people of Kashmir, in all their diversity, are recognised as legitimate stakeholders in an inclusive dialogic process. The paper suggests that intra-Kashmir people-to-people dialogues, both within Indian-administered Kashmir and between Indian and Pakistan administered Kashmir, be allowed to acquire a meaning and momentum of their own and advocates consultative mechanisms to allow community voices and narratives to percolate into and inform the official Indo-Pakistan composite dialogue. A more people centric peace process in Kashmir is an idea whose time has come.

Abstract:
Ethnicity and Ethnic Politics is an important Phenomenon of Plural Societies. In developing world, ethnic politics is one of the main reasons of internal instability. Ethnic conflict leads towards ethnic politics which is often conceived as a conflict among ethnic groups. This study has focused on the theoretical frame work of ethnic politics, and the main argument is that state has a central role in developing, escalating and diffusing ethnic conflict that is why ethnic conflict does not only mean conflict among ethnic groups but group’s conflict with state is also the part of ethnic politics. The study highlights various steps towards the development of politics of ethnicity. A life cycle model of ethnic conflict is also drawn to analyze various stages of conflict, and how the intensity of ethnic conflict with state gradually gain momentum. The debate also focuses that ethnic conflict with state should be handled on priority basis. If state fails to resolve conflict, the reformation of nationality of a particular ethnic group creates serious unrest and threat to the process of nation building.

16. The Breakout of China-India Strategic Rivalry in Asia and the Indian Ocean

Abstract:
Submerged tensions between India and China have pushed to the surface, revealing a deep and wide strategic rivalry over several security-related issues in the Asia-Pacific area. The U.S.-India nuclear deal and regular joint naval exercises informed Beijing's assessment that U.S.-India friendship was aimed at containing China's rise. China's more aggressive claims to the disputed northern border—a new challenge to India's sovereignty over Kashmir—and the entry of Chinese troops and construction workers in the disputed Gilgit-Baltistan region escalated the conflict. India's reassessment of China's intentions led the Indian military to adopt a two-front war doctrine against potential simultaneous attacks by Pakistan and China. China's rivalry with India in the Indian Ocean area is also displacing New Delhi's influence in neighboring countries. As China's growing strength creates uneasiness in the region, India's balancing role is welcome within ASEAN. Its naval presence facilitates comprehensive cooperation with other countries having tense relations with China, most notably Japan. India's efforts to outflank China's encirclement were boosted after Beijing unexpectedly challenged U.S. naval supremacy in the South China Sea and the Pacific. The Obama Administration reasserted the big picture strategic vision of U.S.-India partnership first advanced by the nuclear deal. Rivalry between China and India in the Indian Ocean, now expanded to China and the United States in the Pacific, is solidifying an informal coalition of democracies in the vast Asia-Pacific area.

Abstract:
The “all-weather” Sino-Pakistan relations, characterized especially by Beijing's position on the Kashmir issue and its long-standing and close defense ties with Islamabad, continue to affect New Delhi's threat perceptions and Sino-Indian relations. Beijing's need to sustain friendly relations with Pakistan stems from its desire to mitigate ethnic separatist problems, improve energy security and execute its policy of hedging against a rising and future rival in India. Despite the changing international and regional security environments and Beijing's more balanced South Asia policy, this need is viewed in New Delhi as a major obstacle to enhancing mutual trust and improving bilateral relations between China and India. Conversely, without de-hyphenating Sino-Indian ties, the Pakistan factor will remain a point of contention in fully developing the increasingly important relationship between Asia's two rising powers.

18. The Tibet Factor in China-India relations

Abstract:
Tibet is a key factor in India-China relations. It is only after the 1950 Chinese occupation of Tibet that India and China came to share the now disputed common border. In recent years, China's military buildup and infrastructure development in Tibet, as well as reported plans to divert or dam rivers that rise in Tibet and flow into India, have raised India's anxieties. Conversely, China's insecurity about Tibet is an important driver of its approach toward India. India has been unable to assuage China's fears about its possible use of the presence of the Dalai Lama in India and its large Tibetan refugee population of about 120,000 to create trouble for China in Tibet. The presence of the Dalai Lama and a large community of Tibetan refugees in India has kept the “Tibetan question” alive. Given India's open democratic system and long tradition of giving refuge to persecuted peoples, India will find it politically impossible to meet China's expectations on the Tibet question without a significant quid pro quo. The breakdown of talks between the Chinese government and representatives of the Dalai Lama does not augur well for the future, and a post-Dalai Lama situation could become much more complicated. Of late, China's aggressive territorial claims on India, the deepening of the China-Pakistan alliance and a shift in China's position on Kashmir has led to a hardening of India's position on Tibet. India is now seeking satisfaction on what it considers to be the core issues relating to India's sovereignty and territorial integrity. India-China relations are unlikely to be on an even keel until this tangled knot is unraveled.

19. Getting the Military Out of Pakistani Politics

Abstract:
The United States has a major stake in Pakistan's stability, given the country's central role in the U.S.-led effort to, in U.S. President Barack Obama's words, "disrupt, dismantle, and defeat" al Qaeda; its war-prone rivalry with India over Kashmir; and its nuclear arsenal. As a result, U.S. policy toward Pakistan has been dominated by concerns for its stability -- providing the reasoning for Washington's backing of the Pakistani military's frequent interventions in domestic politics -- at the expense of its democratic institutions. But as the recent eruption of protests in the Middle East against U.S.-backed tyrants has shown, authoritarian stability is not always a winning bet. Despite U.S. efforts to promote it, stability is hardly Pakistan's distinguishing feature. Indeed, many observers fear that Pakistan could become the world's first nuclear-armed failed state. Their worry is not without reason. More than 63 years after independence, Pakistan is faced with a crumbling economy and a pernicious Taliban insurgency radiating from its Federally Administered Tribal Areas (FATA), the semiautonomous seven districts and six smaller regions along its border with Afghanistan. It is still struggling to meet its population's basic needs. More than half its population faces severe poverty, which fuels resentment against the government and feeds political instability. According to the World Bank, the Pakistani state's effectiveness has actually been in steady decline for the last two decades. In 2010, Foreign Policy even ranked Pakistan as number ten on its Failed States Index, placing it in the "critical" category with such other failed or failing states as Afghanistan, the Democratic Republic of the Congo, and Somalia. The consequences of its failure would no doubt be catastrophic, if for no other reason than al Qaeda and its affiliates could possibly get control of the country's atomic weapons. The Pakistani Taliban's dramatic incursions into Pakistan's northwestern Buner District (just 65 miles from the capital) in 2009 raised the specter of such a takeover.

Abstract:
India and Pakistan have initiated a number of confidence-building measures in Kashmir, including the creation of a bus service and the limited expansion of trade across the Line of Control (LoC). The present cross-LoC confidence-building measures address primarily the divided families living on both sides of the LoC and thus are limited in scope and do not serve the entire region and all communities of Kashmir. It is imperative for India and Pakistan to expand cross-LoC confidence-building measures and add new initiatives that would address the imbalances in the existing interactions. Cross-LoC tourism will be an important initiative in further expanding the present confidence building and will allow members of the broader civil society of Kashmir to visit and interact with each other. Cross-LoC tourism will expand the scope of interactions between the two sides, beyond the divided families, and include everyone in Kashmir. Cross-LoC tourism will also create constituencies of peace beyond the select group of divided families and businessmen who already benefit from the cross-LoC bus services and truck traffic. As a first step, India and Pakistan should develop a “package tourism” program that would include select destinations on both sides of the LoC. More important, both India and Pakistan should seriously consider further relaxing travel restrictions for people to travel across the LoC.
