Abstract:
On 6 December the Trump administration made an unprecedented decision to recognize Jerusalem as the capital of Israel. The announcement, which both recognized Jerusalem as Israel’s capital and conveyed President Trump’s intention to relocate the United States’ embassy to the Holy City, is a move shrouded in obscure motivations. Was it a manifestation of the strongly pro-Israel orientation of the new government? Was it merely the fulfilment of a campaign promise, a sop to the president’s evangelical and pro-Israel support base? Or was it truly designed, as the President maintained, to reenergize a peace process that has been stuck in the mud for years?

It has been more than two decades since the signing of the first Oslo Accord, which set into motion a process that was designed to achieve a lasting peace based on a two-state solution. Subsequent rounds of diplomacy have failed to realize that vision. Growing numbers of Israelis and Palestinians have begun to question the “land for peace” bargain. Yet the strategic logic of a two-state solution, with an independent state of Palestine alongside the state of Israel, remains strong. Without two states—both viable, thriving, secure, and free—Israel faces a difficult dilemma in reconciling its identity as a Jewish state with its tradition of democracy. The stalled peace negotiations have left Palestinians looking for other options to achieve greater control over their own affairs. Former Palestinian Authority Prime Minister Salam Fayyad has called for a long-term nation-building project independent of negotiations with Israel to set the foundations for an eventual Palestinian state. But various crises continue to chip away at the legitimacy of the Palestinian Authority, or PA. Plans for a Palestinian political transition also remain opaque. As one observer in the West Bank town of Ramallah put it, “There is no longer a story that Palestinians can tell themselves about how our lives get better.” In recent years, some Palestinians have shifted their rhetoric toward the pursuit of full economic and political rights as part of a so-called one-state solution. For his part, Palestinian President Mahmoud Abbas has sought to increase international pressure on Israel to force recognition of Palestinian statehood. This strategy hinges on a campaign to leverage international boycotts, divestment, and sanctions—or BDS—against Israel. But some BDS leaders have conflated opposition to Israeli policy in the West Bank with a challenge to the “legitimacy of the concept of Israel as a democratic and Jewish State”—a stance at direct odds with the objective of a two-state solution. The next U.S. president will enter office facing an unresolved Israeli-Palestinian conflict. The new administration will need to take steps to sustain a two-state solution until a resumption of talks becomes politically feasible. As the Center for American Progress has previously argued, the window on a two-state solution is rapidly closing. Key security, institutional, and economic challenges must be addressed to keep that window open. This report looks at the set of economic challenges that must be tackled in order to maintain a viable Palestinian polity capable of anchoring a future Palestinian state.

Abstract:
Temple Denial is the belief that no Jewish Temple ever existed in Jerusalem. This claim, despite being counter to Islamic tradition, became internalized within Palestinian academic, religious, and political circles following the 1967 Six-Day War. Since the 2000 Camp David Summit, during which Yasir Arafat asserted that the Jewish Temple never existed in Jerusalem, “Temple Denial” has spread with increased virulence in an attempt to deny both Jewish authority and access to the Temple Mount and Western Wall.

Abstract:
Based on declassified reports in the Central Zionist Archives, this article brings to light a virtually unknown disinformation project implemented by the Jewish Agency (the governing body of the Yishuv before 1948) in the Arab world during the 1936-39 Palestinian revolt. Operating via a JA front organization—an Arabic-language news agency set up in Cairo—and out of the Jerusalem-based JA Political Department's intelligence services, the project involved inter alia the planting of fabricated articles in the Lebanese and Syrian press with the aim of influencing public opinion. Whatever the project's impact, the article provides insights into the Zionist leadership's thinking, internal debates, and operating methods, and shows the degree of corruption that existed in certain segments of the Arab elite.

As this issue went to press, prospective Republican presidential candidate Mitt Romney delivered himself of a glaring series of gaffes and insults about the Palestinians in a speech in Jerusalem whose level of pandering led even some of the mainstream media to wince, and the Daily Show (31 July 2012) to gleefully exploit his blunders. Romney grossly misstated the per capita GDP of both Palestinians and Israelis (a strange misstep for a candidate whose claim to fame is his business acumen), and ascribed the yawning economic gap between them to “culture” and the hand of Providence. But his failure to mention forty-five years of Israeli occupation of the Palestinian territories as a factor holding the Palestinians back economically is lamentably not anomalous for an American politician. Romney is only one among many engaged in a dizzying race to the bottom when it comes to pandering to the most extreme Israeli positions and denigrating the Palestinians. Ignoring the elephant in the room, whether it is the occupation, or the failure of a so-called “peace process” to deliver peace for more than two decades, is par for the course in American political campaigns where Palestine is concerned.
