Abstract:
This paper examines the impact of contested national identity on Turkish and Japanese foreign policies. Applying a modified constructivist theoretical framework, it seeks to explore the ways in which the national identities of Turkey and Japan are constructed, internalized and in turn externalized through their foreign policies. In examining the case of Turkey and Japan, the paper problematizes national identity as a contested space characterized by a clash of opposing sub-national identities with distinct readings of national interests and security. Hence foreign policy decisions emerge in the context of this contestation among opposing national identities.

Abstract:
For decades, Japan dominated Asia's energy picture. At the time of the first oil shock in 1973, it held a 60 percent share of Asia's oil demand. During the 1980s, Japan looked to China for oil and coal as part of its energy import diversification strategy. Today, Japan remains an important energy market but its position in Asia's energy supply and demand balance is rapidly changing. In the wake of surging regional demand, Japan's share of oil consumption is likely to fall below 15 percent of total Asian consumption by 2020. Demand for its major fuel needs — including oil, gas, coal, and uranium — is expected to remain relatively flat or increase only marginally. Meanwhile, the rest of Asia's requirement for these fuels is projected to grow dramatically, leaving Japan to confront a future in which it will be a smaller energy player facing a more crowded field of competitors for these energy supplies.

To gain insight into the future of the Sino-Japanese relationship, we need to clear up the misconceptions, misunderstandings, and errors that beset the two countries' relations and take an intellectual scalpel to their source. Some of the errors are related to the way people think about or perceive themselves, while others stem from the thinking or attitudes of the other party; still others are linked to the history of Japan-China relations. The key events of the 1930s Hitler's rise to power, Germany's reoccupation of the Rhineland, the Anschluss with Austria, Munich and the subsequent German occupation of Prague in March 1939, and the outbreak of World War II in September 1939 transpired some seventy years ago. The events of the 1930s or at least Churchill's depiction of them have provided the standard images that have shaped U.S. foreign policy and scholarly research alike: falling dominoes, insatiable dictators, the interdependency of strategic commitments, the importance of demonstrating resolve, and the impossibility of achieving diplomatic accommodation with nondemocratic regimes. But does the myth track with the historical record? Does the 1930s myth accurately explain British grand strategy in the 1930s? Simply stated, my argument is that the 1930s myth as commonly understood in the United States is bad history, and that its use has contributed importantly to a series of dubious policy decisions by U.S. decisionmakers and still does. As I demonstrate, the British, in fact, were not willfully blind to the German threat or indifferent to the need to rearm to meet it. Rather, during the 1930s, London formulated a quintessentially realist grand strategy that attempted to blend deterrence and diplomacy to contain Hitler's Germany (and Japan and Italy), and defend Britain's interests as a world power by avoiding what, for Britain, could only be a disastrous war.

45. Waiting for Goldilocks: Getting Japan’s Foreign Policy Just Right

Abstract:
Generations of American parents have read their children a story called "Goldilocks and the Three Bears." It is the story of a young girl who wanders into the bears’ home in the woods. Goldilocks sits on chairs that are too big and too small, before find- ing one that is “just right.” She rejects bowls of their porridge as being too hot and as too cold, until she finds one that is “just right.” Like most children’s stories, Goldilocks is metaphorical. Americans use it to describe the process of finding just the right balance between alternatives that are too extreme. This metaphor captures the challenges awaiting Abe Shinzo, Japan’s new prime minister very nicely—particularly in the areas of foreign and secu- rity policy. His predecessor, Koizumi Junichiro, had already been like Goldilocks in his extended effort to find just the right policy toward North Korea. In his 2002 visit to Pyongyang he explored engagement, only to adopt toward a harder, more confrontational line. If the first was too hot and the second too cold, Abe is left with the responsibility to find a policy toward the DPRK that is “just right.” North Korea’s nuclear weapons test in October 2006 and its July 2006 missile tests certainly do not make this any easier.

President Bush is in Asia this week for a series of meetings, including bilateral meetings in Japan, South Korea, China, and Mongolia and attending the economic leaders meeting of the Asia Pacific Economic Cooperation (APEC) forum. This trip comes on the heels of a disastrous trip by President Bush to Latin America, but there is little sign this trip will do much to rescue the President's sinking foreign policy reputation.

Abstract:
This article attempts to explain the relationship between foreign policy and foreign aid. The question of how Japan's Official Development Assistance (ODA) programme is related to Japan's foreign policy will be explored. The findings suggest that foreign aid has been used to promote Japan's national interests and national security since the 1950's. Although Japan has used ODA in order to prevent humanitarian violation and promote democracy, especially since the 1990's, the humanitarian aspect of ODA has remained secondary to concerns about national interests. Japanese aid programs to ASEAN (Association of Southeast Asian Nations) nations, Africa, China and the Kurile Islands will be analyzed in support of our argument that ODA is, at root, a realist approach.

Civil war broke out between the Nationalist Kuomintang (KMT) Government of China and the Chinese Communist forces shortly after Japan surrendered to the Allied forces in 1945. Having occupied most of the country by mid-1949, the Chinese Communists proclaimed in Beijing the establishment of the People's Republic of China (PRC) on October 1, 1949. The Nationalist Government retreated to Taiwan, an island of 13,969 square miles just 90 miles off the coast of the Chinese Mainland, in December that year and continued to call itself the Republic of China (ROC). Sporadic battles continued in coastal areas of the Chinese Mainland.
