31. Don't Expect Much from Japan in the Indian Ocean

Japan is an Indian Ocean power of long standing. Ten years ago, in a post-9/11 show of solidarity with the United States and to exercise a more muscular foreign policy, Tokyo committed vessels of the Japan Maritime Self-Defense Force (JMSDF, or MSDF) to the coalition naval contingent supporting combat operations in Afghanistan. JMSDF tankers resupplied coalition warships, while Aegis destroyers guarded against air and surface threats in the Arabian Sea. Japanese seamen posted impressive statistics for this naval enterprise. The Japan Ministry of Defense reported that JMSDF vessels supplied about 137 million gallons of fuel oil and some 2.8 gallons of water to customers from about a dozen countries, including the United States, Pakistan, France, Britain, and Germany. Tokyo spent over $110 million on the logistics mission in its final two years according to Defense Ministry spokesmen, even as demand for such support dwindled.

32. China's North Korea Policy: Assessing Interests and Influences

Abstract:
Over the course of 2010, China has taken a more conciliatory official approach toward recent North Korean provocations, putting it at odds with South Korea, Japan, and the United States. At least three factors shape China's interactions with North Korea: an increase in the number of actors with a perceived interest in shaping foreign policy decision-making, a deepening of opinion among Chinese elites on foreign policy matters, and an expansion in the forms and contents of expression in China. The primary strategic goal on which nearly all parties in China agree is stability. A policy has been developed that aims to achieve stability by emphasizing economic development in North Korea, better understanding the present and future North Korean political-military system, and developing a closer relationship with it. For the United States and its allies, these developments call for an even deeper understanding of internal debates and politics regarding foreign and security policy development and decision-making in China. These developments also demand an even more hard-nosed recognition of Chinese interests in North Korea and the kind of partner Beijing is—or is not—likely to be in supporting U.S. and allied priorities on the Korean peninsula.

33. Investigating macroscopic transitions in Japanese foreign policy using quantitative text analysis

Abstract:
This study introduces new quantitative text analysis methods into foreign policy analysis. Quantitative text analysis in the social sciences is currently aimed in two directions, namely (a) more systematic analysis using larger amounts of data sets and (b) more detailed analysis using linguistic knowledge. Our methods, by using recent techniques in natural language processing, integrate these two different trends, and achieve more systematic but detailed analysis. We apply our methods to 147 Diet speeches of Japanese prime ministers, and shed new light on the character of Japanese foreign policy. This study makes a methodological contribution to foreign policy analysis and a substantial contribution to the study of Japanese foreign policy.

Abstract:
This paper addresses the problem of global norm diffusion in international relations with particular reference to the implementation of the Responsibility to Protect (RtoP) in East Asia. Exposing the limits of previous work on norm localisation, the authors propose a norm diffusion loop framework. Rather than understanding norm diffusion as a linear top-down process, the authors demonstrate that the reception to RtoP has evolved in a far more dynamic way which can best be described as a feedback loop. This paper first looks into the processes and causal mechanisms that helped to construct RtoP as an emerging transnational soft norm; then, it analyses the challenges of diffusing RtoP from the global to the regional and domestic levels; and, finally, it examines the variation of norm effects across states within the same region, focusing in particular on how RtoP has shaped Chinese and Japanese policy responses.

Prime Minister Kan Naoto opened the quarter with a speech promising a government that would deliver on domestic and foreign policy, but public opinion polls indicated he was failing on both fronts, damaging his own approval rating and that of the ruling Democratic Party of Japan (DPJ). The US and Japanese governments continued a pattern of coordination at senior levels and North Korea‟s bombardment of Yeonpyeong Island on Nov. 23 furthered trilateral diplomacy with South Korea and exchanges among the three militaries. President Obama met with Kan on the margins of the Asia-Pacific Economic Cooperation (APEC) Leader‟s Meeting in Yokohama to take stock of the relationship, though a once-anticipated joint declaration on the alliance did not materialize and the optics of the meeting appeared designed to lower expectations as the Futenma relocation issue remained unresolved. A bilateral public opinion survey on US-Japan relations released at the end of the quarter captured the current dynamic accurately with Futenma contributing to less sanguine views but convergence in threat perception and an appreciation for the role of the alliance in maintaining regional security as encouraging signs for the future.

The recent clash between a Chinese fishing vessel and the Japanese coast guard in the East China Sea demonstrates continuing potential for conflict between China and Japan over territory and maritime resources, one that could affect the United States. China's stronger navy and air force in and over the waters east and south of the country's coast is one dimension of that country's growing power. But the deployment of these assets encroaches on the traditional area of operations of Japan's navy and air force - and a clash between Chinese and Japanese ships and planes cannot be ruled out.

Abstract:
Leading up to World War II, Japan and Germany were well aware that their ships, tanks and planes were completely dependent on oil. The Fischer- Tropsch process—invented in Germany some years earlier—allowed the Germans to produce 72,000 barrels a day of synthetic fuel from coal by 1940. However, the synthetic fuels were not enough and the principal goal of the march into the Soviet Union was the rich oilfields of Baku on the Caspian Sea.

40. Japan under the DPJ: Changes in Foreign and Defense Policies

On August 31, 2009 the Democratic Party of Japan’s (DPJ) landslide victory in the country’s national election brought fifty-four years of Liberal Democratic Party (LDP) political dominance to an end. The DPJ won 308 of the 480 seats in the Lower House. Combined with 118 of the 237 seats in the Upper House that it won in July 2007, for the first time, the DPJ now controls both houses. By contrast, the LDP performed miserably. It managed to hold onto only 119 of the original 304 seats that it had held in the Lower House. Since its founding in 1955, the LDP had only lost power very briefly for a ten-month period between 1993 and 1994 when a non-LDP coalition came to power. The DPJ’s rise to power has been remarkable. The party was formed in 1996 during the run-up to the Lower House election of that year. The formation of the DPJ was in opposition to the LDP’s long dominance of Japanese politics and the policies of the reformist parties such as the Social Democratic Party and the Japanese Communist Party. The DPJ emerged as the third largest party behind the LDP and the now defunct New Frontier Party. By merging with members who had seceded from other opposition parties, such as the New Frontier Party, it would soon come to be a major challenger as it became the second largest party with the 1998 Upper House elections. However, its political influence waned and was only strengthened again through its merger with the Liberal Party, then led by the powerful Ichiro Ozawa in September 2003. This merger would also considerably boost its low public approval rating. However, it still trailed behind the LDP with a comparatively lower approval rating and a smaller number of parliamentary seats. In spite of these initial disadvantages, the DPJ’s victory was mainly due to a public backlash against the neoliberal reforms initiated during the 2001-2006 Koizumi administration and the inefficiencies of the short-lived cabinets of Shinzo Abe, Yasuo Fukuda, and Taro Aso. With this election victory, analysts widely expect that there will be considerable changes in Japan’s domestic and foreign policies under the DPJ. On its domestic agenda, the DPJ is likely to increase its political control over the bureaucracy and to strengthen the social safety net by providing farming subsidies and cash allowances for child-rearing families. In its foreign policy, the DPJ is expected to maintain the U.S.-Japan alliance but pursue a more independent stance than that of the LDP. At the same time, the DPJ will place greater emphasis on improving its relations with other Asian countries. This will also mean that South Korea-Japan relations will be improved as the DPJ addresses from a different perspective the controversial historical issues that have strained relations between the two countries. In general, there will not be significant changes to Japan’s foreign policy while substantial reforms will be focused on domestic political issues. Based on an analysis of the DPJ’s foreign and security policy, this commentary examines the prospects for South Korea-Japan relations as well as changes to Japan’s foreign policy.
