251. The Long Path from Recognition to Representation of Muslims in Italy

Abstract:
The Muslim community in Italy does not benefit from official recognition, which could, among other things, provide it with access to state funding. Nor does its fragmented nature favour a process of aggregation leading to the formation of a single representative body delegated to dialogue with the institutions. The government initiative establishing the Council of Italian Islam (Consulta) sought to encourage an original course in this direction, but it seems that the body is unlikely to solve the problem. The solutions adopted in various European countries and the proposals put forward by experts suggest that legal recognition cannot sidestep the question of representation and therefore calls for a process of cultural mediation.

Abstract:
Immigration towards Italy is on the increase and, as a part of it, the Muslim presence is too. The range of countries of origin of Muslim immigrants in Italy is very broad and this multi-ethnicity, along with the divisions in the Muslim faith itself make the Muslim presence difficult to understand and quantify. In addition, this fragmentation poses a dilemma for the state between considering immigrants an unicum or devising different policies for specific immigrant groups or communities. It also makes it easier for the uninformed Italian public, with the help of the media, to equate all Muslims with fundamentalism, terrorism and crime, spawning ungrounded fears. While waiting for a comprehensive bill on freedom of worship that would facilitate official recognition of Islam, Italian society will have to become more knowledgeable and open towards the Muslims in its midst.

Abstract:
The end of the Cold War brought about a change in US basing policy in Italy. Some bases were dismantled, while others, like the one in Vicenza, were strengthened raising considerable local protest for environmental reasons. The article examines whether agreements establishing the US bases have a solid foundation in the Italian Constitution and whether the weapons detained there are in conformity with the disarmament treaties binding Italy. Since the bases are now employed for NATO "out-of-area" operations and have become a part of the US strategy of "war on terror", they inevitably influence Italy's foreign policy and its option to stay out of ongoing conflicts. The article also considers the continuing need for US bases from the point of view of Atlantic solidarity.

Abstract:
Responding to the increasing inadequacy of the UN and especially the Security Council (SC) in dealing with today's challenges and threats, Italy has actively taken part in the reform debate. Since the 1993 Memorandum and through the experience of the Coffee Club in the 1990s, the United for Consensus movement initiated in 2004 and its current mandate as non-permanent member of the SC for the 2007-08 period, Italy has campaigned against any increase in the number of individual permanent seats, which it feels would undermine its role and be an obstacle to a genuine European approach to SC issues. Yet, given the difficulties of SC reform, Italy cannot afford to limit itself to a merely obstructionist policy, which could prove sterile in the long run. Italy must promote and implement concrete initiatives that have the potential to re-establish the body's authority and relaunch multilateral dynamics at the international level, while reaffirming its own importance in the global arena.

255. Making sense of Sarkozy's Union for the Mediterranean

resident Sarkozy's proposed Union for the Mediterranean (or UMed) has so far been poorly conceived and, to say the least, awkwardly presented politically. However this does not mean that nothing good can come of it. The Barcelona process and its confusing combination with the European Neighbourhood Policy (ENP) have neither been a disaster nor a brilliant success. There is a case for streamlining a single European Mediterranean policy, rationalising and properly integrating Barcelona, the ENP and new ideas that the UMed initiative may produce. Both Italy and Spain as well as the South Mediterranean states themselves appear concerned not to undermine the existing structures (Barcelona and ENP). Steps could be made to lighten the overweight participation of the EU and all its 27 member states in too many meetings with too many participants and too few results, drawing on models that have emerged in the EU's Northern maritime regions. However, the EU as a whole will not agree to delegate the essential initiative on strategic matters to just its Southern coastal states – as has been made clear in recent exchanges between President Sarkozy and Chancellor Merkel. In addition the EU will also want to maintain a balance between its Northern and Southern priorities, and if the UMed becomes a new impetus for the South, an equivalent but different policy move can be contemplated for the EU's East European neighbours

256. Creating Competition: Patronage Politics and the PRI's Demise

Abstract:
Why do dominant parties persist in power for decades and under what conditions do challengers expand enough to beat them at the polls, thus transforming these systems into fully competitive democracies with turnover? Unlike in one - party regimes, the world's sixteen dominant party systems feature meaningful electoral competition; however, dominant parties have persisted despite enough social cleavages, permissive electoral institutions, negative retrospective evaluations of the incumbent's performance, and sufficient ideological space for challengers to occupy. I craft a resource theory of single - dominance that focuses on the incumbent's ability to divert public resources for partisan use. Using formal theory, I show how asymmetric resources and costs of participation force challengers to form as non - centrist and under - competitive parties. Only when these asymmetries decline do opposition parties expand. I test the theory's predictions using survey data of party elites in Mexico. I also extend the argument to Malaysia and Italy using aggregate data.

Abstract:
The paper examines the 1947 monetary stabilization in Italy, tracing the domestic and international political dynamics that allowed ideas and theoretical concepts developed within the Bank of Italy to be applied in a successful action to subdue spiraling inflation. The combination of events and circumstances necessary for the good outcome in a critical juncture of Italian economic history was the fruit of the efforts made by Prime Minister Alcide De Gasperi in both the domestic and international political arenas and of the collaboration he received from Luigi Einaudi and Donato Menichella. The Government's economic action in this crucial episode constitutes perhaps the first outstanding example of cooperation between politicians and experts in the annals of the Italian Republic.

On the one side, there were the Christian Democrats, strong from the support of the Catholic Church, and its centrist allies. On the other side, there were the Communists.
