Abstract:
The main objective of this article was to examine how Germany, Italy and Spain practice digital public diplomacy in Eastern Partnership and Central Asia countries in 2022, i.e., how they promote their countries through their embassies’ Facebook profiles. Three research questions posed by the authors were: 1) Which social networks and applications have embassies of Germany, Italy, and Spain used in the countries of Eastern Partnership and Central Asia to inform and communicate with different audiences?; 2) Which soft power tools were dominantly communicated by the German, Italian, and Spanish embassies on Facebook profiles in countries of Eastern Partnership and Central Asia during 2022 to promote their own countries?; and 3) Are digital diplomacy tools of Germany, Italy, and Spain, that they utilize to promote their own countries and communicate with the public of Eastern Partnership and Central Asia, following their foreign policy focus? The authors have used quantitative content and thematic analysis to answer these questions. The results were presented with the use of descriptive statistics. The authors’ findings indicated that digital diplomacy 2.0 is standard practice for Germany and Italy in Eastern Partnership and Central Asia. Less information was available regarding Spain’s digital diplomacy efforts. The research’s findings further demonstrated that Germany and Italy exhibit greater interest in the Eastern Partnership and Central Asian countries compared to Spain, which was concordant with their foreign policy focuses.

Abstract:
The Chinese government exploits foreign academic infrastructure and talent to build a world-class military. Although cooperation with China offers alluring investments, it risks research objectives being mandated by or from China and may result in unintended knowledge transfer in critical areas. Considering the extent of Chinese military-civil fusion, any collaboration—with military and non-military institutions alike—is likely to boost Chinese military capabilities. Utilising academic exchanges to further military ambitions is a coordinated and broad long-term strategy that has benefited from the West’s limited knowledge of Chinese institutions and their links to the military. To repurpose a quote by Nelson Mandela, “Education is the most powerful weapon which you can use to change the world.” And for now, that weapon is handed out without deep consideration or proper regulation.

33. Democratic defence: How Italy can lead the fight against Russian disinformation

Abstract:
New research for ECFR suggests pro-Russia and pro-China narratives are present in online and traditional forms of discourse in Italy. It finds that forms of anomalous activity spiked just ahead of the country’s 2022 general election. Despite the shock to Italian foreign policy caused by Russia’s war on Ukraine, economic ties between the countries remain. Moreover, the political environment in Italy remains conducive to Russian influence, with the leaders of four of the five largest parties in parliament prone to echoing talking points favourable to Moscow or advocating for “peace” while suggesting the withdrawal of military support to Ukraine. Italy has been slow to put in place the structures needed to combat foreign influence. The new governing coalition appeared to place little value on tackling the problem, but it has now started to build on the more considerable progress made under former prime minister Mario Draghi. Italy should seize opportunities to strengthen the battle against disinformation, such as: encouraging the next European Commission to incorporate this task into its mandate; and placing the topic in Rome’s forthcoming G7 presidency programme.

Abstract:
Tunisia is the main departure point to Italy in 2023 for West Africans and sub-Saharan Africans. Socio-economic conditions, food shortages, and poor governance are key factors in Tunisian migration. The absence of an asylum and migration system is a critical factor in the transit of asylum seekers to Europe. Comparisons with the 2011 crisis reveal lessons learnt, with Italy taking a more proactive stance. Europe is divided but also united: divided in its member states’ initial reactions; united in its persistent deployment of a toolbox that has yielded only limited results to date.

This month’s feature article focuses on the challenge posed by the evolving Islamic State insurgency in Mozambique. Emilia Columbo writes: “The deployment of regional military and police forces to Cabo Delgado Province in northern Mozambique to assist the Mozambican government against what was then a growing jihadi insurgency nearly two years ago has introduced new dynamics into the conflict, expanding the insurgency’s presence in the region and increasing the importance of the information space as each side works to persuade its constituencies that the conflict is proceeding in its favor.” She assesses that the sustainability of security gains along the coast “will depend largely on the government’s willingness to develop and implement a more balanced counterterrorism approach that addresses the underlying grievances driving this conflict.” Our interview is with Jessica White and Galen Lamphere-Englund, co-conveners of the Extremism and Gaming Research Network, which started a little over two years ago as a practitioner- and researcher-led initiative to try and unpack concerning developments in the online space. Alexander Ritzmann writes that “the alleged plot against the German government by the Reichsbürger group Patriotic Union, whose key members were arrested on December 7, 2022, is best understood as a thwarted, possible early-stage terrorist plot, rather than a preempted imminent violent coup attempt. The Reichsbürger, who are comprised of different groups and networks, claim that the German state of today does not legally exist. Many Reichsbürger ascribe to a version of the anti-Semitic ‘New World Order,’ others believe in ‘QAnon.’” He notes that “although the vast majority of Reichsbürger are neither considered violent nor right-wing extremists by German security agencies, the threat posed by a minority of violent and extremist Reichsbürger persists, with German security agencies continuing to thwart alleged violent activity linked to different Reichsbürger groups.” Francesco Marone examines how an ongoing hunger strike by the imprisoned insurrectionary anarchist terrorist Alfredo Cospito has amplified the threat in and beyond Italy posed by “a transnational extremist tendency that promotes ‘self-organized’ illegal and violent actions, even against people.”

During her tenure as Prime Minister, Giorgia Meloni has been far more active on the international scene than most observers predicted. Within the first ten months of her tenure, she has traveled to capitals across Europe, Asia, and North Africa and has hosted numerous foreign leaders on official visits. In July, Meloni visited Washington, D.C. where she and President Biden affirmed their commitment to deepening collaboration across various areas of shared interests. Meloni’s foreign policy agenda has touched on a range of issues including, but not limited to, European security, migration, energy policy, and international trade. It is on this last issue that Italy’s decision-making might be most impactful. As the Meloni administration reassesses its economic partnerships around the world, Italy’s relations—and by extension the European Union’s (EU) overarching position—towards the People’s Republic of China (PRC) could witness lasting changes. At the heart of the new government’s economic policy lies its choice of whether to withdraw from China’s Belt and Road Initiative (BRI). Meloni—along with many members of her cabinet—have voiced skepticism towards the agreement. As such, everything is on the table in the run-up to the decision at the end of the year.

Abstract:
While research on the economic characteristics of growth models across countries is now extensive, research on the politics of growth models is still in its infancy, even though governments routinely pursue different strategies to generate growth. In particular, we lack evidence on (1) whether citizens have coherent preferences towards growth strategies, (2) what growth strategies citizens prefer, and (3) what shapes their preferences. We address these questions through a new survey of public opinion in Germany, Italy, Sweden, and the United Kingdom, which exemplify different models. We find that preferences for growth strategies are consistent with other policy preferences and are meaningfully structured by class and retirement status, and to a lesser extent by sector of employment. At the same time, differences across class and sector are small, and a large majority of respondents across countries favor wage-led growth. This suggests there is a “representation gap,” since this particular growth strategy is in crisis everywhere.

In autumn 2022, the electoral victory of the right-centre coalition led by Giorgia Meloni’s Fratelli d’Italia (FdI, Brothers of Italy) and the subsequent establishment of her government caused scepticism and apprehension among international commentators. Concerns stemmed not only from it being the first administration in the history of post-war Italy whose majority partner, FdI, is rooted in the post-fascist tradition; more concretely, the inclusion within the coalition of parties such as Matteo Salvini’s Lega (League) and Silvio Berlusconi’s Forza Italia (Come on Italy), which had entertained political and personal relations with Vladimir Putin’s Russia prior to the invasion of Ukraine, raised doubts about Italy’s continuing support for Kyiv and the Western coalition. In reality, unwavering Atlanticist and pro-Ukraine views were repeatedly voiced by Meloni during the election campaign already, and – apart from a few unfortunate remarks by single individuals – this stance has been unambiguously upheld by the new government since it took office, as sealed by the Prime Minister’s visit to Kyiv in February and to Washington in July 2023.[1] A more complex picture emerges regarding relations with the European Union and European partners. Historically, in the post-war period, European integration has been a crucial dimension of Italy’s foreign policy, along with Atlanticism and strong support for multilateralism. Rome was one of the founders of the European communities, and European integration was long seen by ruling and opposition parties alike as key to Italy’s economic, cultural and social modernisation. Since the 1990s, however, criticism of the European project began to emerge in Italy, especially among the new centre-right parties, which developed a so-called “Euro-realist” approach when in government, whereby Italy’s national interest would not necessarily coincide with deeper European integration.[2] Outright Euroscepticism became more apparent since the Eurozone and migration “crises” of the 2010s, leading to the emergence of so-called “sovereigntist” narratives depicting the EU as an “antagonist”, which found resonance especially among populist parties.[3] This narrative, however, lost momentum as a result of the unprecedented level of funding granted to Italy through the NextGenerationEU programme in response to the Covid-19 pandemic. In the aftermath of the 2022 election, managing relations with Europe was thus a crucial task for the newly elected Italian government.

ince the International Monetary Fund (IMF) and the Tunisian authorities reached in October 2022 a staff-level agreement to support Tunisia’s economic policies, Tunisian President Kais Saied has been standing at the Rubicon. Lacking a vision to revive the Tunisian economy, President Saied has opted for a strategy of diversion and scapegoating. By blowing on the embers of xenophobia among his supporters and more recently by stoking the flames in the Middle East, he continues to deflect attention to conceal his economic short-sightedness and claims autonomy from foreign – mainly European – aid, in the name of sovereignty. This posture has now trapped him in his own rhetoric at a time when the Tunisian economy struggles without signs of recovery or resilience in a challenging regional and global landscape. Time is ticking, the situation remains grim, and the country may miss another opportunity to resume economic growth.

40. Timing Is Everything: Italy Withdraws from the Belt and Road Initiative

After months of rumours and speculations, on 6 December 2023, the Italian newspaper of record, the Corriere della Sera, broke the news that Rome had finally withdrawn from China’s Belt and Road Initiative (BRI), via a note sent to Beijing three days earlier.[1] In the absence of an explicit request to withdraw before the end of December, the memorandum of understanding (MoU) instrumental to Italy’s participation in the BRI would have automatically been renewed for another five years starting from March 2024. Italy’s subdued withdrawal from the BRI marked the epilogue of a long, laborious, yet ultimately successful diplomatic process that reflected a reassessment of its bilateral relations with China. The origins of this reassessment can be traced back to the government led by Mario Draghi between 2021 and 2022. In June 2021, during the first post-pandemic, post-Trump G7 Leaders’ Summit in Carbis Bay, Draghi stated that his government would “examine […] carefully” the MoU.[2] Draghi’s words reflected a deeper awareness of the broader implications of Beijing’s assertiveness in international politics and a close alignment with the Biden administration in Rome. This shift also reflected the absence of tangible economic benefits from BRI membership for Italy, although this was also due to the devastating effect of the Covid-19 pandemic on the designed trajectory of Sino-Italian economic relations.[3] Furthermore, the security-driven decision of the Draghi government to repeatedly exercise its “golden power” to veto Beijing’s investments in Italy’s strategic sectors contributed to shaping the MoU’s outcome.[4] This course correction in Rome’s China policy survived the fall of the Draghi government in July 2022 and the victory of the centre-right coalition led by Giorgia Meloni and her Fratelli d’Italia (Brothers of Italy, FdI) party in the legislative elections of September that year. After all, Meloni and her party had consistently opposed the MoU with China from the very beginning, a decision arguably also linked to the perceived need to bolster the party’s credentials as a reliable partner in the eyes of Washington – as in the case of the clear support for Ukraine well before the September electoral victory.
