Abstract:
The Islamic State has been moving aggressively to exploit the chaos of Libya since last summer, with profound risks for the Mediterranean region and beyond Libya is a perfect breeding ground for an expanded Islamic State, with large amounts of heavy weaponry, systemic lawlessness, a divided population, and sustained armed conflict The group has formed three active and capable groups in Libya-in Tripoli, Fezzan, and Barqa-all of which have conducted deadly attacks in recent months The phenomenon of Islamic State affiliates-beginning in the summer of 2014, before which the group was entirely focused on Iraq and Syria-is actually in the tradition of its arch-rival al-Qaeda the presence and power of the Islamic State in Libya will likely increase as conditions in Syria and Iraq deteriorate for the group, and conditions in Libya continue to worsen.

On the margins of the White House Summit on Countering Violent Extremism (CVE), global leaders in efforts to rehabilitate radicalized fighters gathered at the Institute to share their insights into what works -- and what doesn't. On February 20, Gilles de Kerchove, Jacob Bundsgaard, Doug Stone, and Matthew Levitt addressed a Policy Forum at The Washington Institute. Kerchove is the European Union Counterterrorism Coordinator. Bundsgaard is Lord Mayor of Aarhus, Denmark, and a prominent player in the city's widely known jihadist rehabilitation program. Stone, a retired Marine major general, oversaw all theatre interrogation and detention in Iraq during the post- 2006 surge; he now works for the UN and helped develop the Rome Memorandum, the seminal best-practices compendium for rehabilitation and reintegration of violent extremist offenders. Levitt is the Fromer-Wexler Fellow and director of the Stein Program on Counterterrorism and Intelligence at the Institute. The following is a rapporteur's summary of their remarks.

Abstract:
The coalition effort to rebuild and retrain the Iraqi security forces (ISF) will have better odds of success if American advisors urge their counterparts to incorporate lessons from other Arab armies that have experienced defeat, learned from their failures, and eventually prevailed against their enemies. These armies -- Egypt in the 1973 war with Israel, Iraq in the latter phases of its 1980-1988 war with Iran, and even hybrid actors such as the "Islamic State"/ISIS -- succeeded by developing workarounds for persistent shortcomings exhibited by conventional Arab armies, and by adapting foreign concepts and practices to their specific needs.

Abstract:
In his book, It Takes More than a Network: The Iraqi Insurgency and Organizational Adaptation, Chad C. Serena attempts to analyze the organizational inputs and outputs of the Iraqi insurgency in an effort to arrive at a better understanding of what part these features played in both its initial success and eventual failure. The thesis of Serena's book is that the Iraqi insurgency failed to achieve longer-term organizational goals due to the fact that many of the insurgency's early organizational strengths later became weaknesses that degraded the insurgency's ability to adapt (4). Serena employs a blend of technical analysis, in his assessment of the inner workings of complex covert networks, and empirical examples, which he draws from the insurgencies in Iraq and Afghanistan. This approach is successful in providing insight into the nature of the organizational adaptation of the Iraqi insurgency as well as in laying a framework for the future study of similarly organized martial groups.

Abstract:
The ISIL surge has inspired a new generation of jihadist terrorists. The large number of foreign volunteers in Syria may cause a global terrorism blowback when ISIL is defeated in Syria/Iraq. This underlines the need for common goals and policies regarding the foreign terrorist fighter phenomenon. The EU has not been able to take a decisive role regarding the Syrian conflict and foreign terrorist fighters, but it can still play an important role in coordinating the responses of the member states. The EU could take a role in establishing common guidelines for social media regarding extremist material and agitation for violence. Finding common ground with Turkey on information gathering and sharing would be essential in preventing the travel-for-terrorism cause. Countries bordering Syria and Iraq are in danger of ISIL spill-over effects in the form of potential affiliates and organizations emulating the rebel group. Egypt and Libya are also likely to become breeding grounds for such groups.

567. The US Congress and decision-making on war: Debates on war powers in the separation of powers system

Abstract:
Debates on the war-making powers of the US Congress and the President have been topical of late. President Barack Obama's actions in relation to Libya (2011), Syria (2013), and more recently the "targeted” actions against ISIL in Iraq and Syria, have raised discussions about the powers of the President as the Commander-in-Chief vis-à-vis the powers of Congress. If and when should the President seek congressional authorization for the use of US armed forces? This Working Paper argues that Congress has constitutionally established but contingently manifest powers when it comes to decision-making on war. To examine this, the paper explicates the procedures of congressional involvement in the decision-making process on war and illustrates congressional debates on the war powers between the branches of government. The recent cases of Libya and Syria are examined in more detail to indicate the (aspired) role of Congress. The powers between the branches of government are not static but rather (re)interpreted and (re)defined in different political contexts. War powers are one example to explicate the constitutional powers of the US Congress and the President that are divided, and to examine how these powers are considered and debated. While the debates are considered against the backdrop of the Constitution, the question to consider is how they relate to the political realities and power relations in changing political settings. The Working Paper also explicates the role of Congress in the broader perspective rather than through the legislative record and voting only, even though the members of Congress have particularly emphasized debate (and voting) in the decision-making process. Concepts such as collective judgment, popular sovereignty and separation of powers are used in this context to indicate the role of Congress in this field. The changing nature of war and the concept of war pose new challenges for understanding and defining the powers related to "war making”, and are reflected in the continuing debates concerning the scope and relevancy of the power of Congress (and the President) when it comes to decision-making on the use of US armed forces.

568. The Misunderstood Lessons of Bosnia for Syria

Abstract:
In developing U.S. intervention policy in Kosovo, Iraq, Libya, and most recently Syria, the 1992 to 1995 war in Bosnia and Herzegovina has repeatedly been used as an analogy. For example, John Shattuck, a member of the negotiating team at the Dayton peace talks that ended the war, wrote in September 2013 that for Syria “the best analogy is Bosnia…Dayton was a major achievement of diplomacy backed by force…A negotiated solution to the Syria crisis is possible, but only if diplomacy is backed by force.” Many other analysts and policymakers with experience in the Bosnian conflict—such as Nicholas Burns, the State Department spokesman at the time; Christopher Hill, a member of Richard Holbrooke's negotiating team; and Samantha Power, who began her career as a journalist in Bosnia—also invoked the Bosnian war to urge greater U.S. involvement in Syria. Although the rise of ISIS has significantly altered the conflict over the last year, echoes of the Bosnian conflict remain in Syria: the conflict is a multiparty ethnic civil war, fueled by outside powers, in a region of critical interest to the United States.

569. A Changing Picture with Unaltered Contours: US-Iran Antagonism in the Context of the Iraq-Syria Crisis

Abstract:
Such is the magnitude of the crisis in Iraq and Syria that experts have started wondering whether the area will witness a major realignment between the main rival camps, the US and its allies on the one hand and Iran and its proxies on the other. The US and Iran – so the argument goes – share a critical interest in fighting the Islamic State and keep Iraq from total breakdown. Only by joining forces can they bring stability to the region, which incidentally should also serve as an incentive for both parties to reach a compromise on the nuclear issue. This interpretation, however, fails to account for the effects that a US-Iran rapprochement would have on the US's system of alliances in the region. US-Iran relations are likely to remain antagonistic, although the Iraq-Syria crisis and the nuclear issue have indeed the potential to re-orientate them along a less adversarial pattern.

Iran and the P5+1 countries are expected to issue a joint statement today that outlines most aspects of a comprehensive nuclear deal, but defers some still thorny issues to further talks A key remaining sticking point is Iran's demand for immediate and comprehensive lifting of sanctions, which the P5+1 cannot accept The United States is attempting to reassure nervous regional partners, such as Israel and Arab Gulf states, that the U.S. is not making too many concessions for the sake of a deal U.S. allies in the region are concerned that lifting sanctions, even if done gradually, will enable Iran to provide even more military and financial aid to the Assad regime in Syria, Shi'a militias in Iraq, and the Houthi movement in Yemen.
