Abstract:
2016 saw the so-called Islamic State (IS) in retreat following sustained bombardment and military attacks and airstrikes by the US-led coalition as well as Russian and Syrian forces. It has conceded large swathes of territory, towns and cities, and lost some of its top commanders and strategists and more than 25,000 fighters. The group‘s revenue has declined and so has the flow of new fighters. It has to contend with desertions, in-fighting and scarce resources. Its fall-back wilayats (provinces) in Libya have been lost and many in the liberated areas of Iraq and Syria are jubilant at its ouster after holding sway for more than 20 months. Its declaration of the caliphate is rejected by the Muslim world, which has denounced its acts of violence and misreading of religious texts. Since its formation, IS remains the object of condemnation and denunciation by the whole world. Even so, the terrorist threat posed by IS and its decentralised networks in 2016 shows no sign of abatement. Throughout the year, IS‘ active worldwide networks demonstrated the ability to plan, direct, train, recruit and radicalise from abroad, operating with impunity and surpassing the threat from Al Qaeda‘s old guard. The year saw a number of IS-directed or IS-inspired attacks by terror cells or ‘lone wolves‘ in major cities like Brussels, Nice, Orlando, Istanbul, Dhaka, Jakarta and Berlin resulting in thousands of casualties. Its propaganda machinery and online presence remain formidable, exploiting technology for communications, recruitment, finance, training and terrorist operations. IS has caused the displacement of millions and triggered a humanitarian crisis among refugees and in the battle zones. The group‘s extremism and violence have contributed to inter-religious tensions and discord, and strengthened anti-Islamist movements in the West. The stage is therefore set for 2017 to be a portentous and decisive year for IS and countries afflicted by the threat of terrorism. As IS loses control of Mosul and Raqqa in coming months, it will change strategy, focus and priorities. How it will change and what the impact will be are issues addressed by Rohan Gunaratna in his article on Global Threat Forecast, as well as in accompanying articles on the terrorism situation in selected countries and regions. As IS continues to lose ground in Iraq and Syria, it will transform itself from a caliphate-building entity to a terrorist organisation. It will seek refuge in its many wilayats and enclaves, and consolidate, expand and use them as launching pads to mount terrorist attacks. The group will continue with its strategy of expanding the ‘battlefield‘ to the West and elsewhere, and hit ‘soft‘ and easy targets. Overall, the terrorist threat will endure in the New Year and will continue to require effective counter-insurgency, counter-terrorism and counter-violent extremism measures.

Abstract:
The issues that faced the Obama administration and will face the Trump administration—as well as the basic policies and programs—had roots in previous generations, some of them going back to the 1970’s and President Richard Nixon’s administration. Many programs conceived and developed during previous administrations continued, evolved, and were expanded during subsequent administrations. These programs include antiterrorism training for American and foreign law enforcement officials, the interagency Counter Terrorism Financing (CTF) and Countering Violent Extremism (CVE) programs, and the ever pressing need for improved international cooperation and intelligence sharing. They are likely to continue, in one form or another, as ongoing efforts. This article is adapted from a draft of a forthcoming book: U.S Counterterrorism efforts, from Nixon to Bush. The 2011 political unrest in the Middle East provided al-Qaeda and ISIS with an unprecedented opportunity for growth. While both groups share the goal of establishing an Islamic Caliphate, they approached the goal with different strategies and to differing degrees of success. Al-Qaeda responded to the instability by attempting to soften its image. The group specifically instructed its affiliates to situate themselves in local conflicts and to slow down the implementation of Sharia law. ISIS, on the other hand, focused on seizing territory and violently disrupting state-building efforts. By the close of 2017, al- Qaeda’s rebranding has successfully allowed the group to expand its footprint in a number of Middle Eastern civil wars at the cost of its central authority. ISIS, meanwhile, has lost most of its territory but retains the ideological strength to inspire attacks abroad.

The ongoing battle to retake Iraq from the Islamic State, or IS, also known as ISIS or ISIL, is one of the most dynamic foreign policy challenges that the Trump administration confronts as it takes office. A fierce fight is underway to recapture Iraq’s second-largest city, Mosul, with American soldiers operating near the frontlines of a bewilderingly complicated battle space. Major questions remain regarding how Mosul will be stabilized and governed once the city is liberated, and how a still-fractured Iraq can approach the enduring challenge of national reconciliation. President Donald Trump has issued a new executive order requesting an anti-IS strategy in 30 days.1 But the new president has already undercut America’s position in Iraq through his words and deeds. He has repeated his campaign calls for the United States to take Iraq’s oil as spoils of war, including in front of a memorial to fallen Central Intelligence Agency, or CIA, officers.2 And his first major action related to Iraq—an executive order restricting Iraqis’ travel to America—insults the nation’s Iraqi partners who have been at the frontline of the fight against IS and weakens U.S. influence in Iraq.3 The Trump administration’s reckless rhetoric on Iran, including Trump’s accusation that Iran is “taking over more and more of Iraq,” undercuts the anti-IS campaign and undermines broader efforts to counter Iran’s malign regional influence.4 The 2003 Iraq war ended a U.S. policy of dual containment of Iran and Iraq, and the fallout from the Iraq war contributed to Iran’s rising influence across the region. More than a decade later, however, Iraqi nationalism remains strong, and the recent enhanced U.S.-Iraqi cooperation in countering IS has helped reaffirm Iraq as an independent actor not beholden to any other regional forces, including Iran. Trump’s saber-rattling against Iran risks making Iraq a battleground for the United States and Iran. It heightens the chances of conflict between U.S. troops and Iranian-backed Iraqi Shia militants—an outcome that would set back the campaign against IS and quickly wear out America’s welcome in Iraq. The time is now for President Trump to change course and set a more responsible path for U.S.-Iraqi relations. His team will confront policy decisions in its first 100 days that will have consequences for years to come. The good news is that the new administration inherits an anti-IS campaign with considerable momentum. President Barack Obama left behind a global coalition on the cusp of a major military victory in Mosul.5 With U.S. and coalition support, Iraqis have already liberated most of their country and are now degrading remaining IS sanctuaries.6 Trump’s challenge will be to correct his early missteps, see the last administration’s effort through to its conclusion, and chart a stable course for post-IS Iraq. To this end, the Trump administration should take the following six steps.

45. Towards a Continental Strategy for Countering Violent Extremism in Africa

Violent Extremism is now recognized as a growing threat to peace and security in Africa, as exemplified by the recent terrorist attacks in Garissa, Abidjan, and Ouagadougou. While much of the policy discussion on Countering Violent Extremism (CVE) focuses on the return of radicalized foreign fighters to the West, less attention is directed to those foreign fighters who may eventually return from Iraq, Syria, and Libya to other areas of North Africa, the Maghreb, and the Horn of Africa. Tunisia is one of the world’s largest contributors to the Islamic State in terms of foreign fighters, with smaller contributions from Algeria, Morocco, Libya, Sudan and Somalia. Issues concerning the return of foreign fighters to Africa are particularly salient not only because these individuals may return to their communities, but also because they may link up with other extremist armed groups present across the continent. These include groups affiliated to either al-Qaeda or the Islamic State, such as Boko Haram, al-Shabaab, and al-Qaeda in the Islamic Maghreb (AQIM). Attempts to counter violent extremism began in Europe in the 1980s with the advent of programs to dissuade and disengage right-wing extremists in Norway, Sweden and Germany. Although no common definition exists, since that time CVE has come to be associated with a range of measures designed to prevent and reverse the radicalization of individuals and groups, and to forestall the participation of these groups and “lone wolves” in acts of terrorism. Given that CVE is preventative and reactive, different CVE strategies are necessary for different stages of the radicalization continuum, including for individuals and communities with no exposure to extremist networks, those with some exposure, and those already radicalized. The latter is often associated with attempts to shift extremists towards acceptance of more moderate ideologies and is known as “deradicalization.” In some ways, CVE is difficult to distinguish from conventional counter-terrorism, which often includes traditional military measures and the sharing of intelligence between nation states. However, because conventional counter-terrorism does not address the root causes prompting radicalization, policy interventions under the rubric of CVE have more recently been designed to focus attention on the grassroots factors, which may render certain individuals more susceptible to radicalization than others. Social exclusion, poverty, and a lack of education are often named as typical contenders in this regard, although CVE practitioners generally acknowledge that no single causal pathway to radicalization can be identified. Reflecting these general trends, this essay charts the development of African Union policy, from its roots in conventional counter-terrorism, to efforts to devise a continental strategy for CVE in Africa. It also outlines a number of policy measures, which any such continental strategy should take into account.

All things the framers of the Geneva Conventions could have never fully conceived when doing their noble work in 1949; all things that rule warfare in the world today. So, how do we legally employ these new tools in these new circumstances? In her latest book, Antonia Chayes, former Under Secretary of the Air Force, explores the current legal underpinnings of counterinsurgency, counterterrorism, and cyber warfare, rooting out the ambiguities present within each realm, and telling the narrative of how these ambiguities have come to shape international security today. The grounded and creative solutions that she offers in terms of role definition and transparency will provide crucial guidance as the United States continues to navigate the murky modern military-legal landscape. The theme of this special edition is “Emerging Domains of Security.” Coupled with previously unpublished work developed under a prior “Winning Without War” theme, the articles therein honor Professor Martel’s diverse, yet forward-leaning, research interests. This edition maintains the journal’s four traditional sections of policy, history, interviews, and current affairs. Our authors include established academics and practitioners as well as two Fletcher students, Nikolas Ott and Michael Wackenreuter. Each of the articles analyzes critical issues in the study and practice of international security, and our authors make salient arguments about an array of security-related issues. The articles are borne out of countless hours of work by FSR’s dedicated editorial staff. I deeply appreciate the time and effort they devoted to the publication of this volume. They are full-time graduate students who masterfully balanced a host of responsibilities.

Abstract:
A cornerstone of strategic thinking is a clear understanding of one’s opponent. Developing such an understanding in dealing with the Islamic State (IS) is challenging. Constraints on access to the frontlines in Iraq and Syria make it unusually hard for researchers to ground assessments in evidence‐based approaches. This occasional paper contributes to the development of an empirically grounded understanding of the IS by analyzing the finances and management of the group’s predecessor, the Islamic State of Iraq (ISI), which changed its name to the Islamic State of Iraq and the Levant (ISIL) in April 2013 and then the Islamic State in June 2014. There is a direct line of descent from Al‐Qa’ida in Iraq (AQI) through the Islamic State of Iraq to today’s Islamic State, despite changes in the group’s territorial holdings and the announced scale of its ambitions. Using historical documents to understand how AQI and the ISI were run can therefore help us better understand the current incarnation of the group, as well as the strengths and weaknesses it may have inherited.
