Abstract:
This paper explores the climate change, conflict, and state-building nexus, challenging the prevailing one-dimensional view of this relationship. While global actors like the UN Security Council and the European Union recognize climate change as a "threat multiplier" that intensifies conflict risks, this paper argues that state-building processes can also significantly influence the impact of climate change. By examining the story of Basra, Iraq, this case study highlights how Iraq's vulnerability to climate change is not solely a consequence of environmental factors but also stems from the enduring legacy of decades of war. This vulnerability, coupled with the state's limited monopoly of violence, creates a feedback loop wherein non-state actors strengthen their control over territory and resources as the state’s climate change vulnerability increases. The findings of this analysis have implications for climate change mitigation and adaptation efforts, underscoring the need to address both conflict dynamics and state-building processes to effectively tackle climate change.

NATO’s security environment is changing rapidly, and so is the Alliance. Until a decade ago, out-of-area operations dominated the NATO agenda. That shifted in 2014 when Allies renewed their focus on territorial deterrence and defence in light of Russia’s aggression against Ukraine and its illegal annexation of Crimea. Two more recent events produced further shocks to NATO’s agenda. First, the Taliban takeover of Afghanistan in August 2021 brought almost 20 years of NATO presence to an abrupt and traumatic end. Second, Russia launched an all-out invasion of Ukraine in February 2022, which signaled the return of large-scale conventional war to the European continent. On the heels of these pivotal events, NATO adopted its eighth Strategic Concept at the Madrid Summit in June 2022.1 The document captures Allies’ shared assessment of the changing security environment and defines the key purpose and core tasks of the Alliance. It provides a renewed emphasis on deterrence and defence, yet it also reaffirms that effective deterrence and defence requires NATO to enhance its global awareness and reach. It also makes clear that the key purpose of NATO, the collective defence of Allied nations and populations, is supported by contributing to crisis prevention and management – its second core task. In light of the Afghanistan experience, the question arises how exactly NATO should seek to fulfil this role in practice. While assessing lessons learned from the Afghanistan experience, former NATO Assistant Secretary General for Operations John Manza suggested that the NATO Mission Iraq (NMI) “provides a good proof of concept of how [the Alliance] might carry out these interventions with a lighter, more sustainable touch”.2 This Policy Brief aims to further explore this argument by analyzing the current practice of NMI set against the theoretical framework provided by the 2022 NATO Strategic Concept. It argues that the NMI is a litmus test for NATO’s evolving approach to crisis prevention. As such, the experience of NMI underscores the importance of a more holistic and flexible strategy, one that acknowledges the role of other external actors and plans for NATO’s contributions into a wider national and regional context.

Abstract:
Urban politics has received growing attention in the anthropology, sociology, and political science of the MENA region. In line with global trends, questions of scale, territory, flows and connectivities and materialities have come to the fore, with a wide range of creative and novel lines of inquiry connecting the global to the hyper-local and every scale in between. In February 2023, POMEPS partnered with the Beirut Urban Lab at the American University of Beirut and The Policy Initiative think tank for a workshop in Beirut to bring together an interdisciplinary group of young scholars from across the region to explore questions of urban life, politics, and culture. The papers moved beyond more traditional political science topics such as municipal government, decentralization, clientelistic voting, protests, and clientelism. While those themes certainly operated in the background, the authors assembled in Beirut pushed to shift the lens towards multi-scalar ethnographic modes of inquiry, highlighting the materialities and relationalities of the hyper-local, examining sites and places which concentrate power dynamics.

Abstract:
For many decades, Iraqis have been the victims of state and non-state ac- tors. A seemingly endless cycle of war, sectarian conflict, and extremist violence has resulted in a number of missing and forcibly disappeared Iraqis that the International Committee of the Red Cross (ICRC) calls one of the highest in the world.1 The goals of transitional justice (TJ), which the UN Human Rights Commission defines as “the full range of processes and mechanisms associated with a society’s attempt to come to terms with a legacy of large-scale, past conflict, repression, violations, and abuses in order to ensure accountability, serve justice, and achieve reconciliation,” are therefore uniquely relevant to Iraq.2 However, TJ faces major obstacles in the Iraqi context. In addition to the need to investigate, make public, and potentially pros- ecute multiple layers of abuse spread over two generations, would-be crafters of TJ mechanisms in Iraq must grapple with how to promote reconciliation in a deeply divided society. While the state often plays a key role in TJ, the Iraqi state is uniquely unstable, corrupt, and unable to lead TJ efforts effectively.3 In successive surveys of public opinion, Iraqi citizens express low levels of trust in their institutions and political leaders.4 Yet, Iraq is, in some dimensions, more democratic than many of its neighbors in the Middle East, which provides the opportunity for civil society-led initiatives for truth-telling. This essay surveys the decades of violations experienced by Iraqis, describes past efforts to imple- ment TJ measures, and analyzes possible paths forward.

Abstract:
The war between Israel and Hamas has increased the threat to U.S. troops in the Middle East, particularly for the 3,400 personnel in Syria and Iraq. Since October 7, 2023, dozens of U.S. troops have been injured in attacks perpetrated by Iran-backed Shia militias in both countries, at times resulting in U.S. retaliatory strikes. Defensive measures and luck have prevented U.S. fatalities thus far. But U.S. forces in Syria and Iraq are at significant risk as long as they remain deployed there. If a U.S. ground presence served a core security interest, that risk might be reasonable. But there is no good reason to risk U.S. forces in Syria and Iraq, where ISIS’s capabilities have been degraded, capable local actors eagerly hunt the group’s remnants, and the United States can still strike from long distance, if necessary, without local bases. Instead of enhancing U.S. security, the U.S. force presence in Syria and Iraq pointlessly risks war with Iran. Sending additional troops to the Middle East compounds the problem and grants U.S. adversaries in the region added leverage by giving them the ability to threaten U.S. forces. The added danger to U.S. forces is one more reason to withdraw from Syria and Iraq as a step toward de-prioritizing the Middle East more generally.

78. The Man Who Would be King: Muqtada al-Sadr’s Legitimation in the Iraqi Shi’a Field

On July 27, 2022, Iraq’s sclerotic government formation process finally broke. After ten months of failed negotiations to form a cabinet—the longest stalemate since 2003—protestors infiltrated Baghdad’s Green Zone, making themselves at home in the offices of parliament. Their objective was to disrupt the nomination of a rival parliamentarian, Mohammad Shia’ al-Sudani, to the Premiership, and while ultimately unsuccessful, this was done with optical gusto. Having made their point, the intruders were told by their leadership to “go home and pray,” only to return for a longer stint three days later.[1] On both occasions, the occupants came with signs bearing the image of Shi’a cleric Muqtada al-Sadr. Often described as “Iraq’s Kingmaker,” Muqtada al-Sadr exercises an authority over a large swath of Iraq’s Shi’a population that seemingly transcends Iraqi political institutions and even the transnational Shi’a religious establishment. As a cleric and political leader, Sadr controls formal institutions including religious endowments, tithing networks, schools, political offices, and a militia. However, as events of the summer made clear, Sadr’s most potent means of exercising power is the mobilization of his followers, a force that can be leveraged with or without formal integration into the political order. Given this influence, Western media and analysts have scrambled to ask, “Who is Muqtada al-Sadr?” Current profiles of Sadr are often as two-dimensional as they were during his first emergence in the 2003 invasion. Sadr is presented in binaries; he is anti-Iranian or anti-American, an insurgent leader or a revolutionary, a holy man or a demagogue. This paper aims to furnish a more robust answer to the question by drawing upon Max Weber’s typology of authority. It will give an account of Sadr’s legitimacy in the Iraqi Shi’a religious field with respect to his traditional, legal, and charismatic authority.

Abstract:
The goal of this article is to shed light on the reality of Christian lives in Iraq today—the torments we have lived through, but also the hope for our role in building a better future. Christians have been indigenous to this land for more than 1,800 years, yet in the last fifty, our numbers have dwindled. Many Christians have stories of losing their job or being passed up on a promotion because of their faith; others even have stories of watching their homes and businesses being taken away by force. These experiences have caused hundreds of thousands to make the agonized decision to leave their hometowns in search of a safer environment for themselves and their children. This is also not the first time Iraqi Christians have been faced with such decisions; the last two generations have experienced three major displacements in less than a century.[1]

Between Muslims: Religious Difference in Iraqi Kurdistan is an ethnography written by Andrew Bush. It is based on three years of ethnographic and archival research in the Kurdistan region of Iraq. Pulling from this research, the book argues that many Muslims choose to turn away from piety, but in doing so, they do not turn away from Islam in general nor from other pious Muslims. Instead, they find other ways of orienting themselves to Islam. It is these different orientations that the author explores through the lens of ordinary life and experiences. Ultimately, Between Muslims is an approachable and thorough account of the experiences of Iraqi Kurds that speaks to important issues in the study of Islam and the Middle East. The book includes an introduction, five core content chapters, and an epilogue addressed to readers. The introduction begins with Bush laying out his three central claims of the book. He argues that many Muslims turn away from piety but remain Muslim and that one way to explore their relationship with Islam is through their relationships. He then provides a brief background and context for his work. He first explains what he means by turning away from piety and different orientations to Islam. From there, he describes how his book will contribute to larger discussions by exploring a different kind of religious orientation and how religious orientation is present in everyday life. Following this, Bush discusses his choice of using ordinary relationships. He then discusses Iraqi Kurdistan, the Kurdish people, and Islamic traditions to provide context for his work. The introduction provides a thorough background for the book and addresses various counterarguments. In doing so, the introduction gives readers an understanding of where the book is grounded theoretically and how it will contribute to current scholarship in meaningful ways.
