The Center for Defense Information is proud to announce that Philip E. Coyle III, a senior advisor at the center, has been appointed by President George W. Bush to serve on the independent Base Realignment and Closure (BRAC) 2005 commission.
Many of you are aware of CDI's 30-year history of research and commentary on U.S. defense topics. You may also have noticed the expanding breadth of our international projects and activities, such as our ground-breaking China Security Bulletin featuring contributions from a retired Chinese general, and a forthcoming report on Russia's defense spending by a Russian scholar who heads our Moscow office. To better reflect our global scope and project diversity, we have created the World Security Institute — which can be thought of as our “holding company.” We felt that this title better describes all of our activities that now encompass a wider definition of “security.”

Attending participants included high-level Iranian offi cials involved in the ongoing negotiations with the EU, as well as representatives and experts from the United States, the EU, Russia, and India.

This is a tale about a vote, a strike, and a sleight of hand. For the past six months the United States and the European Union (EU) have led a full court press to haul Iran before the UN Security Council for violating the Nuclear Non-Proliferation Treaty (NNPT) by supposedly concealing a nuclear weapons program. Last month, the International Atomic Energy Agency (IAEA) voted to declare Iran in "non-compliance" with the Treaty, but deferred a decision on referral to the Security Council until Nov. 25.

The election of the hard-line Teheran mayor, Mahmoud Ahmadinejad, over former President Ayatollah Hashemi Rafsanjani as the new head of Iran is undeniably a setback for those hoping to advance greater social and political freedom in that country. It should not necessarily be seen as a turn to the right by the Iranian electorate, however. The 70-year old Rafsanjani — a cleric and penultimate wheeler-dealer from the political establishment — was portrayed as the more moderate conservative. The fact that he had become a millionaire while in government was apparently seen as less important than his modest reform agenda. By contrast, the young Teheran mayor focused on the plight of the poor and cleaning up corruption.

Imagine your reaction if, during last November's presidential contest, the mullahs of Iran had suddenly launched a tirade of criticism against the American system of democracy and beamed their message onto our television sets and radios for all of us to hear: democracy in the United States, the mullahs might perhaps have claimed, is a corrupt process that is determined largely by the influence of the wealthiest donors, and a process that wholly fails to address the religious needs of a secular, materialist culture.
Iran is now an important focal point for U.S. foreign policy. Yet many have argued that the United States lacks a coherent foreign policy on Iran, amounting to no more than an enormous list of “evils”: namely, that Iran exports its radical Islamist revolution, supports Hezbollah and Hamas and actively opposes the Middle East peace process, is building nuclear and biological weapons capacity, was involved in the bombings of the Jewish center in Buenos Aires and the Khobar towers in Saudi Arabia, provides Al-Qaeda with safe passage and refuge, helps insurgents in Iraq, assassinates its own dissidents and oppresses its people, and so on.

But are there larger implications of this notion beyond the swagger implied? What is the link between the war in Iraq and future US policy toward Iran? Is the war in Iraq perceived in neoconservative -- or "Vulcan" -- circles as a mere stepping stone to a confrontation with Iran? Where do Iraq and Iran fit into the larger historical framework of US interests in the Persian Gulf?

Abstract:
Using the analytical framework developed by the Berkley research programme in religion and society, this paper will report findings from a comparative study of Muslim piety of over 6000 respondents from Indonesia, Malaysia, Pakistan, Iran, Egypt, Turkey, and Kazakhstan. The findings show similarities as well as significant differences in patterns of religious commitments among the respondents in the study. This is probably the first attempt to compare and 'map out' Muslim religiosity in Muslim countries. The first part of the paper will report the findings and the analysis by gender, life cycle, education and social position. The second part of the paper will discuss the findings using analytical insights from Emile Durkheim and Mary Douglas' sociology of religion. In this section, the paper will also compare selected aspects of Christian and Muslim piety and offer sociological explanations of the significant differences in 'experiential religiosity' between Christians and Muslims. The Christian piety data will be drawn from primary and secondary sources. The paper will conclude with a discussion of the sociological implications of these findings for social political and religious trajectories of Muslim countries.
