- The Liechtenstein Institute on Self-Determination (LISD) at Princeton University's Woodrow Wilson School of Public and International Affairs convened a conference, “Iran, Its Nuclear Ambitions, the Region, and the West,” on 31 March and 1 April 2006. The conference gathered a group of diplomats and international practitioners concerned with the ongoing Iranian nuclear crisis, as well as academics and experts familiar with the nuclear question, Iran, the region, and related policy issues. Over two days of intensive discussions, participants engaged with the pressing issues of Iran's nuclear aspirations based on the internal politics of the country, Iran's interstate relations and the role it occupies within the Middle East and Central Asia, and Iran's and the wider region's relations with Asia and the West. On Friday, participants viewed, via videolink with the Geneva Center for Security Policy in Switzerland, an address delivered at the Center earlier in the day by Manouchehr Mottaki, Foreign Minister of the Islamic Republic of Iran. On Saturday Ambassador Javad Zarif, Permanent Representative of Iran to the United Nations in New York, also participated in the discussions via videolink.

- It is one thing to have nuclear weapons; it is another to deliver them. This depends on being able to build them small enough to fit current missile warheads or build new missile technology to carry such weapons. In the case of Iran, this depends on knowing the extent of its nuclear technology. For example, if its P-1 or P-2 designs were provided by AQ Khan—the same warhead that was sold to—then it is the Chinese design with 500 kg and 1 m diameter, which can fit Iran's current Shahab-3 missile.

- The following summary addresses key aspects that emerged from the discussion at the Ninth Liechtenstein Colloquium on European and International Affairs held in Triesenberg, Principality of Liechtenstein on March 17-20, 2005. The colloquium focused on Iran and included an in-depth discussion of the nuclear issue. Since the LCM is conducted under strict off-the-record rules, no attribution is provided. Attending participants included high-level Iranian offi cials involved in the ongoing negotiations with the EU, as well as representatives and experts from the United States, the EU, Russia, and India.

- Iran's bold August 7 decision to resume uranium conversion—previously frozen under an agreement with Britain, France, and Germany—came only four days after new president Mahmoud Ahmadinejad took office. This confrontational step suggests that the new administration may take strong actions to advance its hardline agenda. At the same time, the new government may not be as unified as it appears. Signs of serious division have emerged among the ruling elite, and these differences could preoccupy Iranian politicians for some time to come.

- Any government in Tehran will be inclined to seek weapons of mass destruction (WMD) and missile delivery options given the realities of its strategic environment. These weapons might help Iran to deter potential external threats, to achieve equality with other major regional powers armed with WMD, and to attain self-reliance in national security, given the isolating experience of arms embargoes. A more pluralist leadership in the future, however, may examine broader choices and trade-offs, and perhaps be less likely to cross key thresholds in WMD acquisition. In any event, Iran's WMD behavior is likely to be determined by both external factors, mainly the availability of crucial components, and internal factors, including calculations of costs, risks, and benefits. Among the benefits, psychological factors, such as prestige, will play an important role. Other important factors that might well shape Iran's WMD behavior include developments in Iraq, relations with the United States and other Gulf states, Israeli-Palestinian relations and the future price of oil.

- Despite the June 2000 summit meeting and meetings between high level U.S. and North Korean officials on the one hand, and economic turmoil and continued food shortages on the other, we believe North Korea remains committed to maintaining strong military forces. These forces continue to be deployed close to the border with South Korea in an offensively oriented posture, and North Korea's NBC and missile programs likely remain key components of its overall security strategy. The most likely large- scale regional war scenario over the near term, which would involve the United States, would be on the Korean peninsula. In recent years, North Korea has continued to pose a complex security challenge to the United States and its allies. Prior to the 1994 Agreed Framework, North Korea is believed to have produced and diverted sufficient plutonium for at least one, and possibly two, nuclear weapons. In addition, although North Korea froze the production of plutonium in 1994, there are concerns that North Korea is continuing with some elements of a nuclear weapons program. North Korea also possesses stockpiles of chemical weapons, which could be used in the event of renewed hostilities on the peninsula. Research and development into biological agents and toxins suggest North Korea may have a biological weapons capability. North Korea has hundreds of ballistic missiles available for use against targets on the peninsula, some of which are capable of reaching tar-gets in Japan. Its missile capabilities are increasing at a steady pace, and it has progressed to producing medium-range ballistic missiles (MRBMs). North Korea also has continued development of even longer-range missiles that would be able to threaten areas well beyond the region, including portions of the continental United States. As a result of U.S. diplomatic efforts, however, the Democratic People's Republic of Korea (DPRK) has maintained a moratorium on launches of long-range missiles for over one year.

- Reasons for proliferating outweigh disincentives, and motivation is growing. Arms control regimes harass proliferators without stopping stem and fail to offer nonproliferators security. War fighting concepts are likely to lack clear structure and be highly volatile in terms of enemy, targets, and crisis behavior. Only a few leadership and military elites -- such as Egypt and Israel -- have shown a concern with highly structured strategic planning in the past. Iran - Iraq and Gulf Wars have demonstrated missiles and weapons of mass destruction will be used. Israeli actions in 1967 and attack on Osirak, Egyptian and Syrian attack on Israel in 1973, demonstrate regional focus on surprise and preemption. Iraq has already demonstrated regional concern with launch on warning, launch under attack options. Syria probably has some option of this kind. Concentration of population and leadership in single or a few urban areas makes existential attacks possible.

- The enduring estrangement between the United States and Iran represents the central paradox for American policy in the Persian Gulf. The world has changed dramatically since the 1979 Islamic Revolution gave rise to a religious government in Tehran and ruptured U.S.-Iranian relations. Those changes have been felt even within Iran's revolutionary politics, through the ascendance of a popular reform movement crystallized by moderate president Mohammad Khatami's 1997 election. This development prompted an abatement in comprehensive U.S. sanctions and fueled expectations of rapprochement.

- The Middle East is the scene of an ongoing process of proliferation. Egypt, Iran, Iraq, Israel, Libya, and Syria all have significant capabilities to deliver weapons of mass destruction Israel, and Syria has made considerable progress in acquiring weapons of mass destruction since the mid-1970s. Syria has never shown a serious interest in nuclear weapons, although it did seek to buy two small research reactors from the PRC in 1992, including a 24-megawatt reactor, and purchased a small 30-kilowatt research reactor from the PRC in 1991. It allowed inspection by the International Atomic Energy Agency for the first time in February 1992. Syria does, however, deploy sheltered missiles, armed with chemical warheads, as a means of both countering Israel's nuclear forces and maintaining its rivalry with Iraq. As the attached article Syrian Defense Minister Gen. Mustafa Tlas shows, Syria has a major interest in biological warfare, and the fact his article first appeared in public in an Iranian journal may not entirely be a coincidence.
