101. Operationalising Mediation Support: Lessons from Mediation Experiences in the OSCE Area

Abstract:
The OSCE area is marked by a number of common characteristics that define the overall context for mediation efforts. Some of the main commonalities highlighted during the Consultation were: the significant roles of global and regional actors in the OSCE area, including the United States, the member states of the European Union, Russia, Turkey and Iran; the multiplicity of international and regional organisations active in the area, such as the United Nations (UN), Organization for Security and Co-operation in Europe (OSCE), Council of Europe (CoE), European Union (EU), and North Atlantic Treaty Organization (NATO); and the protracted nature of the so-called 'frozen' conflicts, such as the Transdniestrian, Georgian-Abkhaz, Georgian-Ossetian and Nagorno-Karabakh conflicts. These characteristics pose significant challenges for mediation efforts in the region.

U.S.–Russian relations matter again. To succeed where Bush has failed, Obama needs to approach Russia strategically: enhancing cooperation where possible, mitigating conflict where necessary. To prevent new conflict and receive Moscow's cooperation, Washington needs to deal seriously with Russian concerns. Leave Russia's domestic politics to the Russians. To keep Ukraine whole and free, the EU integration way is the way. NATO has reached the safe limits of eastward expansion. To protect against missile threats, a pan-European TMD system—which includes Russia—is the best option. On Iran and Afghanistan, Russia should be treated as an equal partner

Abstract:
Although Tehran and Washington appear hopelessly divided, issues of broad mutual concern reveal important overlapping interests. The United States can more effectively support democracy and human rights in Iran with policies that facilitate, rather than impede, Iran's modernization and reintegration in the global economy. The next U.S. president should not immediately seek comprehensive engagement with Tehran, as this might enhance Mahmoud Ahmadinejad's chances of reelection in Iran's June 2009 presidential elections. The United States must deal with those who hold power in Tehran, namely Supreme Leader Ayatollah Ali Khamenei. Given the widespread mutual mistrust between Washington and Tehran, confidence should be built with negotiations on areas of common interest, such as Iraq and Afghanistan, rather than those of little or no common interest, such as the Palestinian–Israeli conflict or the nuclear issue. When it comes to U.S.–Iranian interaction, the record shows that “secret” or “private” discussions out of public earshot have a greater success rate. Building confidence in the public realm will be difficult, as politicians on both sides will likely feel the need to use harsh rhetoric to maintain appearances. It is imperative that Washington maintain a multilateral approach toward Iran, especially regarding the nuclear issue. Tehran is highly adept at exploiting rifts in the international community and diplomatic efforts to check Iran's nuclear ambitions will unravel if key countries approach Iran with divergent redlines. Powerful spoilers—both within Iran and among Iran's Arab allies—have entrenched economic and political interests in preventing U.S.–Iranian reconciliation.

105. Central Asia and the Caucasus: A Vulnerable Crescent

The Caucasus and Central Asia – eight countries of the former Soviet Union stretching to the south of Russia and to the west of China – form a chain of weak states, vulnerable to conflict, extremism, and spillover from potential instability in the Middle East, Iran and Afghanistan. Once on the path of the Silk Road, these countries are still transit routes in the world economy rather than major economic players. The overarching problem for the Caucasus countries situated on the eastern fringe of Europe – Armenia, Azerbaijan, and Georgia, as well as the Russian North Caucasus – is unresolved conflicts that hamper development and poison politics. The Caucasus has become a field for latter-day Great Power battles of influence, in which competing policy agendas, sometimes even from within the same state, make for a fragmented international response that hampers regional integration and development. The autocratic states of Central Asia by contrast risk isolating themselves from the wider world, becoming a source of danger because of their deliberate remoteness. Here the globalized threats of drug trafficking and militant Islam are the biggest potential source of instability. Multilateral organizations such as the UN are still struggling to articulate a coherent response to the two regions as a whole, tending to make more narrow interventions that have limited impact.

Despite the public bluster of the Islamic Republic of Iran, the regime's behavior shows that it suffers from deep self-doubt. The arrests of visiting Iranian-born U.S. scholars Haleh Esfandiari (director of the Middle East program at the Woodrow Wilson Center) and Kian Tajbakhsh (a consultant for philanthropist George Soros's Open Society Institute programs) reflect Tehran's fear that political change could be easily sparked. In the coming weeks, Syria will participate in two important regional conferences. On March 10, it will join Iraq's other neighbors and the five permanent members of the UN Security Council in Baghdad. On March 28-29, it will participate in the Arab League summit in Riyadh. Syria's detractors continue to criticize Damascus for failing to seal the border with Iraq and for meddling in Lebanese internal affairs in violation of UN Security Resolution 1701. Of equal importance is the downturn in Syria's relations with Saudi Arabia and Iran. Last week's Saudi-Iranian summit has Damascus worried about its role in Lebanon and the possibility of an international tribunal on the assassination of former Lebanese prime minister Rafiq Hariri, a crime for which Syria is widely believed to be responsible. Will the upcoming conferences give Syria a chance to improve its regional standing, or will its isolation continue?
