Abstract:
On February 2, 2006, the International Atomic Energy Agency will meet in Vienna to discuss the nuclear crisis in Iran and, in all likelihood, refer Iran to the United Nations Security Council for being in breach of the Nuclear Non-Proliferation Treaty's safeguards agreement. Such a referral will mark a turning point in a decade-long saga. Europe's engagement with Iran has failed. The United States and its European allies have been resolute in their condemnation of the Iranian government decision to resume uranium enrichment. In contrast to previous diplomatic impasses with Tehran, neither Washington nor its European allies appear willing to make further concessions. On January 23, U.S. secretary of state Condoleezza Rice said, “I don't see much room for further discussion in any format [with Iran].” At a January 13, 2006, press conference with German chancellor Angela Merkel, George W. Bush condemned Iran. “Iran, armed with a nuclear weapon, poses a grave threat to the security of the world,” Mr. Bush said. “We will not be intimidated,” Ms. Merkel added. Already, though, there has been one casualty of the diplomatic crisis: the European Union's policy of engagement.

Like all presidents before him, President George W. Bush came to office promising to keep America safe, strong, secure, and the leader of the world. There are some who believe that the President has kept this promise. Secretary of State Condoleezza Rice and others inside the Bush Administration have continued to maintain that America's national security strategy—and in particular, the strategy in Iraq—has been successful. But there are many who disagree—even leading conservatives. William Kristol, one of the intellectual leaders behind the Bush foreign policy, now regards America's national security situation as dire. Several retired senior military officers have leveled a barrage of criticism at Bush, with calls for the firing of Defense Secretary Donald Rumsfeld, breaking a tradition among retired military against publicly criticizing the commander-in-chief.

Abstract:
With luck, Iran's acquisition of nuclear weapons could be delayed through a combination of Iranian technical difficulties, U.S. military action, and European diplomacy. However, neither delay nor regime change would remove the causes of proliferation pressures in Iran. Iran needs to be assured that the U.S. will respect its autonomy if it ceases nuclear weapons development, while Iran's neighbors need to be reassured that Tehran will respect their interests. Arab governments are reluctant to join in a regional security dialogue in part because of Washington's double standard regarding Israel's nuclear arsenal and treatment of Palestinians. To mobilize all of the international actors opposing Iranian nuclear development, the U.S. must recognize that Iranian proliferation, Persian Gulf security, the U.S. role in the Middle East, Israel's nuclear status, and Palestinian-Israeli relations are all linked and cannot be resolved without a more balanced U.S. stance.

The surprise election of Mahmoud Ahmadi-Nejad, who is being sworn in as president this week, has given rise to dire predictions about Iran's domestic and foreign policies and relations with the U.S. and the European Union. There are reasons for concern. Based on his rhetoric, past performance, and the company he keeps, Ahmadi-Nejad appears a throwback to the revolution's early days: more ideological, less pragmatic, and anti- American. But for the West, and the U.S. in particular, to reach and act upon hasty conclusions would be wrong. Iran is governed by complex institutions and competing power centres that inherently favour continuity over change. More importantly , none of the fundamentals has changed: the regime is not about to collapse; it holds pivotal cards on Iraq and nuclear proliferation; and any chance of modifying its behaviour will come, if at all, through serious, coordinated EU and U.S. efforts to engage it.

The international impasse over Iran\'s nuclear program is entering a critical phase. The compromise being offered by the international community, whereby Iran would carry out sensitive uranium enrichment work in Russia, is unlikely to be accepted in full by Tehran. The hardline rhetoric of new President Ahmedinejad is further limiting the prospects of a diplomatic solution being found. As a result, the issue is likely to come before the Security Council. Once in New York there are a number of ways it could play out. But at this stage it is not clear what the Council would be able to do to force a change of behaviour from Tehran. Faced with poor options all round, Washington may feel at some point that it has to risk the uncertain results of limited air strikes against Iranian nuclear facilities to delay what it regards as the unthinkable - a nuclear armed Iran.

Abstract:
The definition of European policy objectives and strategies vis-à-vis Iran's nuclear ambitions must take into account the specificities of the case, setting, as it were, its problématique. First, we have the unusual situation of a basically three-way game: the EU (and notably the EU-3, comprising the UK, France and Germany), Iran and the 'significant other', the United States, which is outside of the negotiation but a key player. Any student in strategy knows that a triangle is the most unstable and tricky combination to deal with, and the presence of yet another set of outsiders (notably Russia and China) adds another element of complexity.

Sam Brownback was born in Kansas on September 12, 1956. He studied Agricultural Economics at Kansas State University, where he was elected student body president, and went on to earn a law degree from the University of Kansas. He was chosen as the youngest Secretary of Agriculture in Kansas state history in 1986. He also served for one year as a White House Fellow in the Office of the US Trade Representative. Brownback was elected to the US Congress in 1994, representing the Second District of Kansas. He was elected to a full six-year term in 1998 and was re-elected to a second six-year term in November 2004. Brownback is the chairman of the Helsinki Commission. He also chairs the Values Action Team, co-chairs the Senate Cancer Coalition, and is a member of both the Army and Air Force Caucuses. This interview was conducted following the Asia Society Luncheon program with Senator Sam Brownback on May 8, 2006. You have taken an active interest in the situation in Darfur, Sudan, North Korea and in the Middle East, to name only a few. Can you briefly outline what you think are the most pressing foreign policy issues confronting the United States at this time? It's probably the lead ones now: Iran. If you're just looking at straight foreign policy issues, I think, with Iran being the lead sponsor of terrorism around the world and with US foreign policy just being formulated at this point in time. It's tied in intimately with the global war on terrorism, which has been, for us to date, a sequential war. It's been Afghanistan, then Iraq and now you're seeing really the focus step up on Iran. That's probably, if you're looking at the most pressing issues, I think that's it for us today.
