1491. PolicyWatch #1244: The PKK, PJAK, and Iran: Implications for U.S.-Turkish Relations

Abstract:
On June 8, a day after reports that Turkish troops had crossed into northern Iraq to pursue members of the Kurdistan Workers Party (PKK), Iranian aircraft bombed the camps of the Party of Free Life of Kurdistan (PJAK), also in northern Iraq. PJAK, which operates in the mountains of northern Iraq and adjacent areas of Iran, has around 3,000 members. Analysts describe the group as the Iranian branch of the PKK, which has been carrying out attacks on Turkish military and civilian targets for decades and is on the State Department's list of foreign terrorist organizations. PJAK insists that it is distinct from the PKK, but interviews with its leaders and members, along with a look at its history, suggest that the two groups have similar ideologies and methodologies. They also share leadership and membership, in addition to operating in overlapping areas. Given that both Turkey and Iran view PJAK as a threat, the group poses unique challenges to U.S.-Turkish relations.

Abstract:
The historical record has made it increasingly clear that in the May-June 1967 Middle East conflict, public assurances from world powers -- or the lack thereof -- greatly influenced the decisionmaking of regional leaders. Specifically, Soviet encouragement of Egypt -- both public and private -- played a large role in influencing Egyptian chief of staff and military commander Abdul Hakim Amer as he brought President Gamal Abdul Nasser to the brink of war with Israel. At the same time, however, the U.S. government under President Lyndon Johnson extended no parallel public assurances to Israel. This absence of commitment from a major foreign power or the UN in a moment of crisis affected the mindset of Israel's policymakers whenever they faced national security dilemmas thereafter, leading them to take many unilateral actions in subsequent years.

Abstract:
Manouchehr Mottaki is the Foreign Minister of Iran. In this interview with Nermeen Shaikh, he argues that the US must propose a timetable for withdrawing troops from Iraq, while maintaining that an immediate withdrawal might "create problems". Foreign Minister Mottaki rules out the possibility of any kind of military confrontation between Iran and the US, saying the latter cannot afford to undertake another conflict in the region.

Leslie Gelb is currently President Emeritus of the Council on Foreign Relations. He was previously a correspondent and editor at the New York Times. In this extensive interview with Nermeen Shaikh at Asia Society, covering Iraq, Iran, the rise of China, and the new constraints on US power, Dr Gelb explains why he was initially in favor of a three-state partition of Iraq, and his advocacy now of a decentralized, federal state structure. He elaborates on his subsequent work with Senator Joe Biden on a plan for Iraq. In responding to a question about Russia, Dr Gelb says that the proposed US missile defense system is "nonsense", and on the issue of Iran's nuclear program, Dr Gelb insists that talks are essential and that the military option cannot be ruled out.

Ambassador Sadegh Kharazi has served twice as Iran's Deputy Foreign Minister. He was Iran's ambassador to the UN from 1989 to 1995, and to France from 2002 to 2005. Ambassador Kharazi has also worked as senior assistant to Foreign Minister Ali Akbar Velayati, as well as to President Mohammad Khatami, who served from 1997-2005 as Iran's reformist leader (his successor is Mahmoud Ahmadinejad). In addition Ambassador Kharazi has served as chairman of the OIC Summit in Iran.

Ambassador Javad Zarif presented his credentials as the Permanent Representative of the Islamic Republic of Iran on 5 August 2002 to the Secretary-General of the United Nations. Dr. Zarif is a career diplomat and has served in different senior positions in the Iranian Foreign Ministry and at various international organizations. His responsibility from 1992 until his appointment as Permanent Represetative was Deputy Foreign Minister for Legal and International Affairs.

This article assesses the implications of the Canadian case of Bouzari v. Islamic Republic of Iran in which sovereign immunity barred recovery against a foreign state for acts of torture. Part 2 describes the case and the courts' rejection of arguments centred on the hierarchy of jus cogens norms, implied waiver and common law principles. Part 3 evaluates parallel developments in the United States and demonstrates the commonalities and differences associated with efforts to overcome immunity in the two countries. Part 4 examines potential amendments to Canada's State Immunity Act with a view to balancing considerations of comity with a just and workable means of holding states accountable for grave human rights abuses.

Iran's recent detention of 15 British sailors and marines, captured in the contested waters of the Shatt al-Arab near the Iranian coast, has exacerbated tensions between the United States and Iran. The incident also underscored the opacity of the Iranian political system; it is unclear on whose directive the Iranian navy acted. With U.S.–Iranian relations already strained due to the Islamic Republic's activities in Iraq and its nuclear ambitions, understanding the Islamic Republic's power structure and decision-making processes has become increasingly important. To answer the question "Who rules Ahmadinejad's Iran?" USIP's Iran Policy Forum convened an off-the-record discussion with leading specialists on Iranian politics. Western policy toward Iran relies heavily on economic pressure, and Iran's political trajectory is shaped in large part by its economic prospects and constraints. A toughened regime of UN Security Council sanctions against Iran and uncertainties about the viability of its petroleum sector—compounded by deep structural distortions caused by a history of economic mismanagement—raise real questions about the state of the Iranian economy. The Iran Policy Forum at the United States Institute of Peace convened a meeting to discuss the status of Iran's economy and energy sector; the effect of Iran's uncertain political climate and concerns over its nuclear program on the economy; and actions the government should take to avoid future economic troubles.
