Abstract:
This Strategic Update discusses the progress of China’s Digital Silk Road in Indonesia, a major destination, in both its hard and soft aspects, as well as the potential impact of its implementation. Chinese companies are offering a response to Indonesia’s needs, but concerns exist, especially surrounding security and surveillance, that Indonesia’s increasing reliance on China could also further erode its democracy.

Abstract:
Maritime security has been in recent times emerged as a burning issue in the fields of international relations in general and in the Indo-Pacific region in particular. With topographical tectonics, this area includes numerous “choke points” on maritime routes that are strategically important to world trade, playing an important role in the transportation of oil, gas and cargo products from the Middle East to Australia and East Asia. Therefore, maritime security issues for the lifeline of the world economy are a matter of concern for the countries in the Indo-Pacific region, in which the important role of the sea route through the Straits of Malacca is increasingly emphasized. With a geostrategic position connecting the Andaman Sea (Indian Ocean) and the South China Sea (Pacific Ocean), the Straits of Malacca is the shortest route between the Middle East and Asia in general and Pacific Rim countries in particular. This is the location that accounts for a quarter of the world’s marine traffic annually. Energy security and trade economy of major powerful countries in the Indo-Pacific region depend heavily on the maritime security of the Straits of Malacca route. Through an analysis of the Malacca Strait’s geostrategic location, this paper elucidates the Indo-Pacific region’s importance in maritime security field in the first two decades of the twenty-first century.

Abstract:
India’s commissioning of its second aircraft carrier, the INS Vikrant, in September this year reaffirms the country’s aim to play a leading role in the Indo-Pacific. The country’s importance in the region will depend mainly on the course of the India-China rivalry, an increase in its economic potential, and the support provided to it by foreign partners. The convergence of goals in the Indo-Pacific strengthens India’s partnership with the U.S. and opens up opportunities for intensifying cooperation with the EU, especially in terms of connectivity, climate change, and the development of capacity in maritime domain awareness.

Abstract:
The brief summarizes discussions and findings from the workshop on China’s Industrial Policy: Sectors and Resources, which was hosted by the UC Institute on Global Conflict and Cooperation (IGCC) with support from the UC San Diego 21st Century China Center, on September 30–October 2, 2022. Held in La Jolla, California on the UC San Diego campus, the workshop examined Chinese industrial policies in the sectors in which China hopes to make the biggest technological leaps, including high-performance computing, artificial intelligence, electric vehicles, solar, robots, aerospace, and biotech. Participants from leading universities, think tanks, and industry, along with U.S. government representatives, shared their research and observations along China’s industrial policy life cycle, from formulation to implementation.

Since coming to power, Xi Jinping has significantly elevated the importance of national security and technological innovation in the country’s overall priorities. He has invested considerable time, effort, and political capital to establish an expansive techno-security state based upon his strategic and ideological vision. This brief examines the five major methods Xi’s administration has undertaken to develop its techno-security state: developing a national security state, innovation-driven development, military strengthening, military-civilian fusion, and economic securitization.

Two contrasting models are pitted against each other: China’s state-led top-down approach and the United States’ market-driven bottom-up system. Which of them will ultimately prevail will depend on how capable, robust, and adept they are in meeting the challenge of rapid and disruptive change? Abstract:
Byoung Kwon Sohn, Professor at Chung-Ang University, predicts that the Biden administration will likely stick to its stance on foreign policy, with the Senate secure in Democratic hands and the inter-party House seat margin found to be smaller than expected. Encountering the recent escalation in North Korea, he claims that Washington will keep the Korea-U.S.-Japan trilateral security cooperation in place and strengthen its commitment to extended deterrence to its two Asian allies. Professor Sohn also highlights that the United States will continue to pursue its current Indo-Pacific strategy to contain Chinese influence in the region whilst attempting to maintain the status quo in the Taiwan Strait.

Abstract:
As part of a multi-year capacity building project supporting governments in the Indo-Pacific with defending their economic against the risk of cyber-enabled theft of intellectual property, ASPI analysed public records to determine the effects, the actual scale, severity and spread of current incidents of cyberespionage affecting and targeting commercial entities. In 2015, the leaders agreed that ‘no country should conduct or support ICT-enabled theft of intellectual property, including trade secrets or other confidential business information, with the intent of providing competitive advantages to companies or commercial sectors.’ Our analyses suggests that the threat of state-sponsored economic cyberespionage is more significant than ever, with countries industrialising their cyberespionage efforts to target commercial firms and universities at a grander scale; and more of these targeted industries and universities are based in emerging economies.

In an effort to understand the rising interest worldwide in so-called “small modular reactors” (SMRs) and their companion “floating nuclear power plants” (FNPPs), the Pacific Forum commissioned three papers on this topic. Written by Victor Nian, the first paper unpacks SMR/FNPP technologies and discusses their applicability in the Indo-Pacific. The second paper, authored by Jor-Shan Choi, examines the safety, security, and safeguards (i.e., the “3S”) considerations associated with SMRs/FNPPs. Finally, penned by Miles Pomper, Ferenc Dalnoki Veress, Dan Zhukov, and Sanjana Gogna, the third paper addresses the potential geopolitical implications of SMR/FNPP deployments in the Indo-Pacific. By looking at these three areas – the technology, the 3S considerations, and geopolitics – the papers seek to provide a comprehensive, albeit preliminary, analysis of the SMR/FNPP question in the Indo-Pacific.

130. AUKUS A Look Back at The First Analyses

Announced just over a year ago on Sept. 15, 2021, the Australia-United Kingdom-United States (AUKUS) security partnership promised work on two interrelated lines of effort between the three allies. One entailed providing Australia with a conventionally armed, nuclear-powered submarine capability. The other involved cooperation on developing and providing joint advanced military capabilities to promote security and stability in the region, including in cyber, artificial intelligence and autonomy, quantum technologies, undersea capabilities, hypersonic and counter-hypersonic systems, electronic warfare, and information sharing. AUKUS sent shockwaves across the Indo-Pacific and beyond. Some praised the new partnership, explaining that it would tighten the US hub-and-spokes alliance system and stand as a powerful deterrent to China’s new assertiveness in the region. Others¾with the People’s Republic of China in the lead¾were much less enthusiastic, even outright critical, insisting that it would create unnecessary tensions, possibly leading to arms races or crises, and undermine nonproliferation norms and rules. France was also deeply upset because AUKUS immediately led to Australia’s cancellation of a French-Australian submarine deal, without notice. In the days, weeks, and months that followed the AUKUS announcement, the Pacific Forum published, via its PacNet Commentary series, several preliminary analyses on the trilateral partnership, each reflecting a specific national perspective from throughout the Indo-Pacific and beyond. One year later, and as implementation of the AUKUS partnership remains ongoing, we have compiled these analyses into a Pacific Forum Issues & Insights volume. It is our hope that these publications will provide a basis for further study and additional recommendations.
