2. Taking stock: Where are geopolitics headed in the COVID-19 era?

- The COVID-19 pandemic is a strategic shock, and its almost immediate, damaging effects on the global economy constitute a secondary disruption to global order. Additional secondary strategic shocks (e.g., in the developing world) are looming. Together, these developments pose arguably the greatest threat to the global order since World War II. In the aftermath of that conflict, the United States and its allies established a rules-based international system that has guaranteed freedom, peace, and prosperity for decades. If the United States and its allies do not act effectively, the pandemic could upend this order. This issue brief considers the current state of the pandemic and how it has strained the global rules-based order over the past few months. First, it considers the origins of the novel coronavirus and how it spread around the world. Next, it examines how COVID-19 has exacerbated or created pressure points in the global order, highlights uncertainties ahead, and provides recommendations to the United States and its partners for shaping the post-COVID-19 world.

- The concepts of ‘strategic autonomy’ and ‘inclusiveness’ have been core to India’s Indo-Pacific policies. Without taking a defined position on the contested power politics in the Indo-Pacific, India has largely maintained cordial relations with most countries and stakeholders in the region. As a corollary to this, the rubric of Security and Growth for All in the Region (SAGAR) advances India’s maritime diplomacy in the Indo-Pacific, reflecting India’s desire to manage maritime security and governance in the Indian Ocean Region (IOR). Prime Minister Narendra Modi’s proposition to establish the Indo-Pacific Ocean Initiative (IPOI) at the 14th East Asia Summit (EAS) on November 4, 2019, primarily draws on this assertion.

- Abstract:
- The United States and China are locked in strategic competition over the future of the Indo-Pacific—the most populous, dynamic, and consequential region in the world. At stake are competing visions for the rules, norms, and institutions that will govern international relations in the decades to come.1 The U.S. government aspires toward a “free and open” Indo-Pacific, defined by respect for sovereignty and the independence of nations, peaceful resolution of disputes, free and fair trade, adherence to international law, and greater transparency and good governance.2 For the United States, successful realization of this regional order would include strong U.S. alliances and security partnerships; a military able to operate throughout the region, consistent with international law; U.S. firms with access to leading markets, and benefiting from updated technology standards, investment rules, and trade agreements; U.S. participation in effective regional and international institutions; and the spread of democracy and individual freedoms in the context of an open information environment and vibrant civil society.3 By contrast, China is driving toward a more closed and illiberal future for the Indo-Pacific, core aspects of which would undermine vital U.S. interests.4 Key features of China-led order would include the People’s Liberation Army controlling the South and East China Seas; regional countries sufficiently coerced into acquiescing to China’s preferences on military, economic, and diplomatic matters; an economic order in which Beijing sets trade and investment rules in its favor, with dominance over leading technologies, data, and standards; and Beijing with de facto rule over Taiwan and agenda-setting power over regional institutions. The order would be further characterized by weak civil society, a dearth of independent media, and the gradual spread of authoritarianism, reinforced by the proliferation of China’s high-tech surveillance state. The net result would be a less secure, less prosperous United States that is less able to exert power and influence in the world.5 Ultimately, the competition between the United States and China in the Indo-Pacific is a contest over which of these futures will come closer to fruition, even as neither is likely to attain in its entirety. In the two years since the 2017 National Security Strategy and 2018 National Defense Strategy aptly identified this competition over the regional order in Asia, the U.S. government has taken initial steps toward its goal of a free and open region. On balance, however, critical areas of U.S. policy remain inconsistent, uncoordinated, underresourced, and—to be blunt—uncompetitive and counterproductive to advancing U.S. values and interests. This independent assessment—mandated by the U.S. Congress in the 2019 National Defense Authorization Act—is intended to help close the considerable gap between the current administration’s stated aspirations for a free and open Indo-Pacific and the actual implementation of policies to advance that vision. Specifically, Congress called for “an assessment of the geopolitical conditions in the Indo-Pacific region that are necessary for the successful implementation of the National Defense Strategy,” with a particular focus on how to “support United States military requirements for forward defense, assured access, extensive forward basing, and alliance and partnership formation and strengthening in such region.”6 This report examines how the U.S. government as a whole, not just the Department of Defense, can realize these outcomes. Although the focus of this assessment is on the Indo-Pacific, it is critical to underscore that the China challenge is a global phenomenon, and many of the actions recommended in this report should be taken to bolster U.S. competitiveness beyond the region. Consistent with the bipartisan mission of the Center for a New American Security, the report’s authors have collectively served on both sides of the aisle in Congress and in the administrations of Presidents George W. Bush, Barack Obama, and Donald Trump at the White House, State Department, Defense Department, Treasury Department, Central Intelligence Agency, and Office of the U.S. Trade Representative. Included herein are nearly a hundred specific and actionable policy recommendations across critical vectors of American competitiveness in the Indo-Pacific. Before turning to these recommendations, the remainder of this section describes six core principles that undergird the assessment and should form the foundations of U.S. strategy in the Indo-Pacific region.

- In 2010, MCU Press published the first issue of this journal, formerly known as Marine Corps University Journal, to serve as the bridge between the military Services and the professional military educators, strategists, and historians within the greater Department of Defense community. During the ensuing years, the press and the journal have evolved to offer innovative and active content that continues to serve as a forum for interdisciplinary discussion of national security and international relations issues and how they impact the Department of Defense, the Department of the Navy, and the U.S. Marine Corps. Now, 10 years later, we see the need to evolve and offer a wider base for those conversations to take place. To celebrate this 10-year anniversary and to reflect the journal’s change in focus over time, the journal has been renamed the Journal of Advanced Military Studies (JAMS) to honor the constant innovation of our content, our authors, and the topics we present to our readers. JAMS will continue to offer readers thematic, biannual issues that encourage and continue the debates happening across Marine Corps University, the Services, and the Department of Defense. It is no coincidence then that this issue of JAMS focuses on innovation and the future of warfare. Each of the articles presented offers the readers a deep dive into a historical, current, or forward-looking perspective on innovation and the military Services. As with any discussion of the military and abstract concepts such as innovation, we must first set the parameters of our discussion. For many readers, the term innovation evokes thoughts of technology, shiny gadgets, and artificial intelligence. While innovation is not necessarily synonymous with technology, it is certainly a challenge to say what in fact it is—a thing, a concept, an action, the people involved, or all of the above. The experts may not agree on what innovation is, but they can agree that it requires change or transformation to be successful. Sun Tzu’s The Art of War compares the nature of warfare to that of water for “just as water retains no constant shape, so in warfare there are no constant conditions.” More contemporary agents of innovation include military theorists such as Earl H. Ellis, John R. Boyd, Michael D. Wyly, and John F. Schmitt. Lieutenant Colonel Earl Ellis’s work on Advanced Base Operations in Micronesia (Operation Plan 712) in 1921 clearly demonstrated his ability to forecast the future needs for amphibious warfare in the Pacific two decades prior to World War II. Though most readers will recognize former Air Force colonel John R. Boyd for his observe-orient-decide-act (OODA) decision-making loop, his more innovative work may well be seen in the energy maneuverability (E-M) theory, a mathematical study of fighter aviation. Then-major Wyly was tasked with reforming the Marine Corps concept of maneuver warfare in the wake of the Vietnam War. The work of Wyly, Boyd, and William S. Lind would serve as the foundation for Warfighting, Marine Corp Doctrinal Publication (MCDP) 1, that was later formally written by then-captain John Schmitt, along with several other doctrinal publications, including Ground Combat Operations, Campaigning, Command and Control, Planning, Expeditionary Operations, and a revision of Warfighting. The articles in this issue of JAMS continue the discussion fostered by these innovative pathfinders. Our introductory section from the Brute Krulak Center for Innovation and Creativity discusses the conception and creation of the center and some of its most innovative programs, including the award-winning Destination Unknown graphic novel and the center’s first essay contest, the U.S. Marine Corps Postmortem, and offers insight from Marine Corps leaders who consider both success and failure as critical measures for the strength of an organization. For example, Lieutenant General Loretta E. Reynolds contemplates how the Corps “must find a way to manage today’s risks while constantly readying ourselves for the emerging challenges of the future fight.”

6. The Case for Transatlantic Cooperation in the Indo-Pacific

- The evolving strategic dynamics in the Indo-Pacific are of paramount importance for the future of the rules-based international order. While the United States is redirecting strategic focus to the region as part of its Free and Open Indo-Pacific strategy, Europe is also stepping up its role—leveraging a strong economic profile, long-standing bilateral ties, and active engagement in various regional multilateral forums. The European Union (EU) and its member states can make distinct contributions to an open, transparent, inclusive, and rules-based regional order, though not necessarily always in lockstep with Washington. Though few European countries have formally acknowledged the new U.S. strategy, the concept’s emphasis on rules-based order and multilateralism bears many similarities to the EU’s own outlook. The EU and many of its member states are becoming more ambivalent about Chinese power and are seeking to counter certain problematic Chinese economic behaviors, and the Indo-Pacific offers opportunities for transatlantic cooperation, though U.S.-EU diplomatic relations under U.S. President Donald Trump are significantly strained. However, the U.S. administration’s fixation on short-term transactional diplomacy, lack of commitment to multilateralism, and strong emphasis on Chinese containment are putting a damper on such collaboration with EU members. Admittedly, Europe does not aspire to be a traditional hard power in Asia, lacks significant military capabilities in the region, and is reluctant to pick sides in the escalating U.S.-China competition. Only two European middle powers—France and the United Kingdom (UK)—can project serious military force in the region, as Europe has long underinvested in defense spending and needs to prioritize more immediate security threats. But Europe can amplify its political and security role in the Indo-Pacific by leveraging the growing Franco-British presence and better utilizing the EU’s collective role. Key European countries have already expanded their security footprint in the Indo-Pacific through a more regular naval presence, bilateral and multilateral joint exercises, arms sales, and various other forms of defense cooperation. Europe’s economic role is already considerable too, as the EU is a top trade and investment partner of most regional states. Washington should welcome greater European involvement in the Indo-Pacific. A greater European presence in the region advances the U.S. objective of promoting a tighter regional security architecture with vital partners like Japan and India. Similarly, the EU’s support for the Association of Southeast Asian Nations (ASEAN) can help foster a more multilateral, cooperative Asian security architecture. As for economic and trade policy, U.S. and EU interests in the region largely overlap but do diverge in significant ways. While both Europe and the United States are keen on increasing trade flows and addressing unfair Chinese economic practices, the EU’s emphasis on free trade has allowed it to either complete trade agreements or launch new negotiations with regional partners like Australia, Japan, and Singapore. Despite the limitations constraining the transatlantic diplomatic agenda, meaningful joint and/or complementary European and U.S. action in the Indo-Pacific remains achievable, particularly between France, the UK, and the United States, though other European countries and the EU could get involved too. While the EU is not likely to formally endorse the U.S. slogan of a Free and Open Indo-Pacific, Europeans can still meaningfully advance its objectives, which are overwhelmingly consistent with the EU’s own interests and values. Washington should encourage this trend and simultaneously seek to do more to incorporate European players as key partners on the implementation of its own Free and Open Indo-Pacific strategy.

7. 2019 ASEAN Defense Ministers’ Meeting-Plus: Enhancing Bilateral and Regional Cooperative Security for India and Japan in the Indo-Pacific

- Since the end of the Cold War, cooperative security became a catchphrase term used generally to describe a more peaceful approach to security through increased international cooperation. The cooperative security model essentially embraced four concentric and mutually reinforcing “rings of security”: Individual Security, Collective Security, Collective Defense, and Promoting Stability. In 1992, American strategists — Ashton Carter, William Perry, and John Steinbruner discussed cooperative security in terms of providing new avenues toward world peace, and argued, “Organizing principles like deterrence, nuclear stability, and containment embodied the aspirations of the cold war… Cooperative Security is the corresponding principle for international security in the post– cold war era.” Two years later, in 1994, former Australian Foreign Minister Gareth Evans described cooperative security as tending “… to connote consultation rather than confrontation, reassurance rather than deterrence, transparency rather than secrecy, prevention rather than correction, and interdependence rather than unilateralism.”

- The US-Japan-Australia-India Quadrilateral Strategic Dialogue (QSD), or simply “Quad,” process continues to attract the attention of policy-makers, analysts, and scholars interested in the impact of this new and potentially significant alignment formation on the security dynamics of the Indo Pacific region. The reemergence of the Quad meetings in 2017 after their abrupt termination over a decade ago in 2007 has led analysts to wonder if it is now here to stay this time as an enduring additional component of the region’s multifarious security architecture. It has also animated a heated debate about its true nature and purpose, with commentators bitterly divided in their appraisal. Some believe it lacks real substance and cohesion, whilst others argue it has the portentous makings of a new military alliance aimed at containing the PRC. Nevertheless, despite prodigious efforts on behalf of the strategic commentariat, the actual substance and nature of the Quad itself remains enveloped by mixed signals, misapprehensions, and mischaracterizations. As Graeme Dobell recounts: ‘The Quad is more notable for the questions it provokes than the answers it offers.’

- On 3rd April, 2019 in Washington, DC, US Vice Pres- ident Mike Pence addressed an audience of Western current and former statesmen gathered to celebrate the 70th anniversary of NATO. After taking stock of the Alliance’s accomplishments over the previous decades, Pence ventured on the emerging challenges and touched on an unexpected subject, the Indo-Pa- cific region: “By working together, we can maintain a free and open Indo-Pacific where independent na- tions boldly pursue their own interests”.1 Although the Indo-Pacific has by now become a central feature of policy discussions in the US, it has been relatively absent from talks within NATO circles, as the issue is perceived as a matter lying outside the organization’s mandate. But security de- velopments in this region do matter for its member countries. Moreover, there are ways the organization could play a significant role in the Indo-Pacific with- out compromising its pre-existing priorities. Against that backdrop, this Policy Brief aims to contribute to the emerging discussion on NATO’s engagement in the Indo-Pacific by first providing an appraisal of the policy implications of the US strategy towards the region, and then identifying realistic expectations for a NATO engagement in the Indo-Pacific.

10. Fuel Competition in the Expanding Power Market Renewable Energy in Southeast Asia

- This report provides a summary of the discussion from a CSIS roundtable held on April 13, 2018, as part of the CSIS-Pertamina Energy Initiative. The discussion brought together government, industry, and policy experts to explore the outlook for the region’s energy mix out to 2040, the state of renewable energy in Southeast Asia, and its role in the region’s energy priorities. This was the first in a series of events that will be convened this year to examine the role of renewable energy in Southeast Asia and its security, economic, and political importance in the Indo-Pacific. Southeast Asia is one of the fastest-growing regions in the world. The region’s gross domestic product (GDP) grew 66 percent from 2006 to 2015, and if all 10 countries were one economy, it would be the seventh-largest in the world. This growth is projected to increase, averaging just over 5 percent annually from 2018 to 2022. With economic growth comes demand for energy. From 2000 to 2016, economic growth in Southeast Asia drove a 70 percent increase in primary energy demand. Governments in Southeast Asia have implemented a range of policies and incentives to ensure they meet their energy demand. Renewable energy (wind, solar, geothermal, and sometimes hydro and biomass) is capturing an increasing, although not dominant, amount of attention from policymakers, investors, and the private sector as an important part of meeting this demand. Renewable energy’s share of the electric power mix is driven by a range of factors—the economics of power generation, efforts to reduce greenhouse gas emissions, energy security concerns, and concerns over local air pollution. While renewable energy is set to grow as a share of the region’s energy mix, there are indications that its potential contribution is much higher than is currently on track to be realized. Renewable energy increasingly competes on an economic basis in many countries against all fuels except coal, but sometimes political and socioeconomic factors stand in the way of improving their competitiveness in specific markets. The region is also attracting a great deal of outside investor interest. Countries from around the region and ever farther afield are investing in Southeast Asia’s energy sector because of the rapid growth experienced over the last decade and half, and their investment priorities, along with economics, shape their investment decisions in Southeast Asia. Energy policy and investment decisions are also being driven by the shifting nature of supply-and-demand balances in each country and the shifting domestic realities that come from becoming a net importer of specific fuels, such as in Indonesia. Many Southeast Asian countries have integrated low- or zero-carbon renewable energy into their energy planning efforts, and this report examines the dynamics of the power sector in Southeast Asia and how renewable energy competes with fossil fuel sources of electricity.
