11. Forging a Bay of Bengal Community is the Need of the Hour

Abstract:
The Bay of Bengal, the world’s largest Bay, is strategically located in the Indian Ocean. On its western rim, lies the coastline of the Indian Peninsula and to its south, the island nation of Sri Lanka. To the east the bay connects key parts of Southeast Asia including Myanmar, Indonesia, Thailand as well as the Andaman Sea and the Malacca straits. At its very northern cusp lies Bangladesh, which is also the delta of the great rivers of Ganges, Brahmaputra, and Meghna. These rivers connect the Bay in a unique “mountain to sea” ecosystem with natural connectivity to the Bay for the landlocked states of North Eastern India and the Himalayan nations of Nepal and Bhutan. In turn, the monsoon currents which regulate the climate of the Bay of Bengal gather moisture from the bay and dictate precipitation patterns in the mountains and plains in the hinterland. The hills of Meghalaya in North Eastern India record the highest rainfall in the world as they are first hit by the monsoon clouds that gather moisture from the Bay. An interlace of snow and rain fed rivers, their basins, and their estuaries at the Bay nurture a large diversity of aquatic and terrestrial wildlife flora and fauna (e.g., the Sunderban mangroves spanning parts of Myanmar, India and Bangladesh) and offer a great diversity of agricultural produce. The Bay and the countries along and connected by its littoral are a compact maritime sub region connected at the level of economy and ecology, having an enormous impact on the hundreds of its inhabitant who live on its coasts and in its hinterlands.

12. The Importance of the Bay of Bengal as a Causeway between the Indian and Pacific Oceans

The core Bay of Bengal countries today account for a population of almost 1.78 billion, while adjacent states with interest account for an additional 490 million. The “core states” (X, Y, Z) have a combined GDP of approximately $7.5 trillion, while adjacent states with interest add another $811 billion. While SAARC countries’ total intra-regional trade accounts for only 5% of their total global trade, ASEAN has a more respectable 25% intra trade while EU and North America boast 40-50%. One may reasonably imagine an economically and ecologically integrated Bay of Bengal community to increase SAARC’s current comparatively low figure, given their advantage in population, demography, and entrepreneurial vigor. The Bay of Bengal countries do not have a cohesive community identity, yet. If the Bay of Bengal littorals could evolve toward comprising a Bay of Bengal Community, replicating EEC and ASEAN, possibilities for prosperity for all the littorals would be almost limitless, while hitherto so-called land-locked entities (northeast Indian states, Bhutan, and Nepal) would get a much-needed outlet to the seas. However, the peoples of this region need to “rediscover each other”, revive memories of old civilizational, cultural, and commercial ties that had linked them historically in the past until the post-War new order rent them all asunder. They need to reinvent their regional identity, in a manner of speaking.

Abstract:
The Blue Economy concept was first articulated in 2012 by the Small Island Developing States (SIDS) at the 2012 Rio+20 Summit on Sustainable Development. This novel idea was coupled with a concurrent approach that sought to transform traditional ocean economies into an ecosystem harnessing oceanic resources for better conservation of the marine environment. Ever since, the Blue Economy concept and its implementation has remained an evolving one. The broad consensus is that diminishing land resources have induced greater pressure on ocean assets to feed faster growth. At the same time, realization of the dangers of unsustainable approaches is equally compelling. The oceans remain the foremost climate stabilizers as they directly absorb heat and recycle an overwhelming share of greenhouse gases. Rising sea levels are causing submergence of valuable land, and extreme weather conditions and rising temperatures will eventually disrupt the water cycle, and hurt agriculture, fisheries and the rich marine biodiversity. The need to find mitigating solutions ensuring that future economic growth and development be more sustainable remains more pronounced than ever. As per few estimates, in many sectors, the ocean-based productivity will exceed the corresponding land-based production both in terms of value and employment generation by 2030. However, these benefits would likely accrue only in case of the oceans remaining healthy.

14. Ethiopia’s Transition: Implications for the Horn of Africa and Red Sea Region

Abstract:
The intersection of two significant trends are affecting the regional dynamics of the Horn of Africa: the political transition underway in Ethiopia since 2018 and evolving Red Sea and Gulf security dynamics. Ethiopia’s transition has affected its relations in the Horn of Africa and the broader Red Sea region. Saudi Arabia and the United Arab Emirates have taken a much more assertive approach to regional security since 2015, contributing to a major diplomatic rift with Qatar since 2017. Elucidating how states in the Horn of Africa are affected by and responding to external influences largely hinges on understanding the Ethiopian transition. The implications for the future of regional integration in the Horn of Africa must also be considered.

On March 6, 2020, India secured the distinction of ob‐ server status to the Indian Ocean Commission (IOC), an association that consists of five Indian Ocean states—Mauritius, Seychelles, Madagascar, Comoros, and Réunion (France). New Delhi is now formally clubbed in the IOC along with the four other observer countries of China, Malta, the European Union, and the International Organisation of La Francophone (OIF). What does this mean for India’s power play in the Indo-Pacific? ​ Fundamentally, inclusion in the IOC points to a more serious structural maritime engagement for India in the Western Indian Ocean region. The IOC is a key grouping working to foster cooperation on both traditional and non-traditional security matters of the Western Indian Ocean, which connects the Southeastern Coast of Africa with the mainstream Indian Ocean. In other words, this association opens the gateway for a more formal "continental connection" between India and the Eastern African coastal countries bordering the Indian Ocean. It not only enhances India’s stature as a rising maritime power in the Western Indian Ocean, but also exemplifies India’s security-based desire for institutionalized association with countries in the region. Abstract:
The 20th and 21st centuries will be remembered for many things, including primacy of the vast and seemingly endless seas and oceans. In this setting, the Indian Ocean Region (IOR) finds itself at the heart of the world map connecting distant nations through limitless waters. As a Northeast Asian island nation, Japan’s involvement with the Indian Ocean is heavily defined by virtue of its trade, investment and supplies from this region. Japan’s story in this reference dates back to the 17th century when a prominent Japanese adventurer, merchant, and trader, Tenjiku Tokubei sailed to Siam (Thailand) and subsequently to India in 1626 aboard a Red Seal ship via China, Vietnam and Malacca. Often referred to as the ‘Marco Polo of Japan’, Tokubei’s adventurous journey and account of his travels to India gained distinction also because he became perhaps the first Japanese to visit Magadh (which was an Indian kingdom in southern Bihar during the ancient Indian era).

Regional security order which is a complex combination of actors and factors is no longer associated exclusively with political and military might. Asia has experienced significant changes in its regional preponderance like economic interdependence and interconnectedness. The phenomenal economic growth of some countries is attributed to its ascendance. The Asian region has become a cauldron of global economic and geopolitical transformation. In this regard, the specter of Maritime Silk Road China with regards to Pakistan Economic Corridor and China Myanmar Economic Corridor are glaring examples enclusively in this region. They have heralded metamorphosis in the pearls of the string by providing an alternate route making Indian Ocean a hub for trans-regional connectivity through multifold alternative routes. History is witnessed for the benefits of certain alteration in the routes such the Panama Canal and Suez Canal. To find such alternation of routes in Indian Ocean Region (IOR) has caused a competition between China and India which can have multiple effects.

Abstract:
How is China thinking about protecting sea lines of communication (SLOCs) and maritime chokepoints in the Indian Ocean Region (IOR) in times of crisis or conflict? Relying on Chinese policy documents and writings by Chinese security analysts, this report argues that three critical challenges limit the People’s Liberation Army Navy’s (PLAN’s) ability to project power into the region and defend access to SLOCs and chokepoints, particularly in times of crisis: (1) the PLAN’s relatively modest presence in the region compared to other powers, (2) its limited air defense and anti-submarine warfare capabilities, and (3) its limited logistics and sustainment infrastructure in the region.

20. Strengthening Delhi’s Strategic Partnerships in the Indian Ocean

The Indian Ocean region (IOR) is a critical juncture of the wider Indo-Pacific. It is one of the most crucial trade corridors that links the Middle East, Europe, Africa, South Asia, and Southeast and Northeast Asia. As outlined by the Indian Ocean Rim Association (IORA), the Indian Ocean is "[h]ome to nearly 2.7 billion people … carrying half of the world’s container ships, one third of the world’s bulk cargo traffic, and two thirds of the world’s oil shipments." After the Cold War, the Indian Ocean remained relatively peaceful, with minimal geopolitical competition. India and the United States have been the primary actors in the theater and largely accepted each other’s presence and operations. After the Cold War, Washington welcomed a greater Indian role, with then–U.S. Secretary of Defense Robert Gates encouraging India to be a "net provider of security in the Indian Ocean and beyond." However, as China continues to expand its presence and deepen its engagements across the Indo-Pacific, there is a new geopolitical competition emerging in the Indian Ocean. While India perceives a growing Chinese presence as competition to its strategic and security role in the IOR, Beijing is determined to stake its claim and emerge as a key player in the IOR. This ambition feeds into China’s larger objective of becoming a global maritime power. India has a vital interest in the Indian Ocean, and as one of the IOR’s most prominent resident naval powers, its role in the IOR has been critical to maintaining peace and security. As China continues to expand its engagements and presence across the IOR, Delhi is beginning to review its maritime engagements and policies. Much of Delhi’s advantage is rooted in geography and operational experience, whereas it suffers from serious capacity constraints. Should China manage to find the means and ways to sustain itself in the region and gain experience operating there, it will be able to quickly overcome India’s advantages. Given that neither India nor China is looking to engage in a military conflict to establish dominance, strategic signaling, positioning, power projection, and enhanced operational capabilities will be key to enabling India to maintain a favorable position in the IOR in the next decade or so. As India continues to modernize its military, engaging with key partners will strengthen its ability to address emerging threats and China’s expanding presence in the IOR. This paper first explores India’s current approach to IOR chokepoints and how Delhi can leverage strategic partnerships to shore up its advantages in the IOR. It then identifies presence, maritime domain awareness, strategic collaborations, innovation, and nontraditional threats as the key areas where India can maximize its maritime partnerships to prepare for, deter, and respond to a more assertive China in the IOR.
