Elected three times to the Lok Sabha, the lower house of the Indian Parliament, and nominated by the President to Rajya Sabha, the upper house, for a further six years, Aiyar has served for 21 years in the Indian Parliament, been conferred the Outstanding Parliamentarian Award (2006), and been a Cabinet Minister for five years (2004-09). He has authored seven books, including Confession of a Secular Fundamentalist, and edited the three volumes of Rajiv Gandhi’s India.

Technology often seduces potential adversaries through a promise of relief from security threats only to deceive through the inevitable action-reaction cycle. In the universe of security, technology is contestable both by technology itself and by doctrinal prescriptions and operational countermeasures. The advantage provided by new technology is mostly ephemeral in that provides the momentum for an endless cycle that is best described as chasing one’s own tail. Only political intervention through mutual understanding, doctrinal prudence, and regulating the search for operational supremacy holds potential to escape the stranglehold of the action-reaction cycle. The elusive search for Ballistic Missile Defense (BMD) is a prime example. This paper seeks to interrogate the role of the technology-security dynamics in the context of the Sino-Indian nuclear weapon relationship. ​ The context of the Sino-Indian nuclear weapon relationship is clouded by the enhancing reach of India’s missiles[1], the evolving Chinese reaction to U.S. nuclear modernization accompanied by a shift in nuclear posture, and a shared belief in the role of nuclear weapons that is signified by No First Use (NFU) doctrine. The latter point represents political intervention while the two former signify the action-reaction cycle which is primarily a product of technology. However, both China and India must contend with nuclear powers that espouse First Use. China in dealing with the United States and Russia who are quantitatively superior nuclear powers, while India deals with Pakistan whose claims of quantitative superiority are contested. ​ In technological terms, the rise of China and the U.S. reaction resulting in contemporary geopolitical flux at the global level has impacted the evolution of China’s nuclear arsenal. The most prominent illustration of this is China’s reaction to the United States’ withdrawal from the Ballistic Missile Defense Treaty. Earlier China had eschewed development of BMD, but the United States’ quest to create BMD has caused China to attempt to develop its own BMD system as well as systems that can overcome BMD like multiple independently targetable reentry vehicles (MIRVs) and Hyper Glide Vehicles (HGVs). 154. India, The United States, Australia and the Difficult Birth of Bangladesh

Ric Smith has masterfully woven archival material, memories of his own time as a foreign service officer, and conversations with other officers of the then Department of Foreign Affairs to recount the crisis in East Pakistan in 1971 and the difficult birth of Bangladesh. Smith highlights the Cold War incongruities of the crisis, including the Soviet Union’s support for democratic India’s position during the crisis, while the United States supported the military regime in Pakistan. The episode also stands as an example of Canberra diverging from Washington on an issue that was garnering political and media attention in Australia. Australia was able to pursue a policy toward the region that was independent from the United States, accepting early that East Pakistan was “finished” and that there was a need to address an unfolding humanitarian crisis. Smith’s book imparts important lessons about diplomacy for Australia: It is not only possible for Australia’s politicians and diplomats to take independent positions on major international problems, but they are sometimes respected by their allies when they do so.

Abstract:
India’s space program has grown and evolved significantly in the last five decades. The program originally focused on developing space assets that provided direct developmental benefits, for example telecommunications and remote sensing satellites that helped both in improving communication facilities and giving direct assistance to India’s farmers. But over time, India has shifted a part of its focus towards space exploration and other high-profile missions that do not have as clear a developmental purpose as earlier. This includes, for example, India’s Mars and Moon exploratory missions. Overall, India has been fairly successful in these efforts and its space program has become a comprehensive one that includes not only a robust launch capacity and very large remote sensing satellite systems, but also a very well rounded scientific and deep space exploratory program.

156. Prospects for the New EU Strategy on India: Game Changer or Business as Usual?

Abstract:
The new European Union (EU) strategy on India marks a major moment of departure in EU-India relations. It reflects three critical shifts: firstly, the EU no longer views India from a “trade lens” only, recognizing its important geopolitical role in maintaining a multipolar Asia. Second, the strategy frames EU-India relations in the context of broader geopolitical developments, primarily the rise of China. Recognition of the China challenge and its impact not only in Europe, but also on the balance of power in Asia, has pushed the EU to change the nature of its partnerships in the region, particularly with India. Finally, the strategy links European security and prosperity to developments in Asia, broadening the scope of EU foreign policy substantially. This paper analyses the new EU strategy on India and highlights areas, which represent a departure from previous strategies. The paper looks specifically at proposals for greater foreign and security cooperation, for securing a rules-based order, increasing regional connectivity, improving trade and investment, and building better coordination on and with India. These proposals are commendable and respond to a long laundry list suggested by experts from both sides over a long time. They also fit well with India’s priorities, namely responding to increasing Chinese political, economic and military presence in South Asia, security in the Indian Ocean, as well as more proactive engagement in regional and global institutions. Finally, the paper suggests ways of taking this forward and ensuring the strategy does not remain a paper tiger in the long arsenal of EU-India declarations. While more dialogues on global and strategic issues is a great idea and will help change perceptions in New Delhi that the EU is not a strategic actor, the EU will have to ensure this is not hindered by the Indian Ministry of External Affairs’ already overstretched capacities and the 30 existing EU-India dialogues. Focusing on ongoing debates in India and Europe in these dialogues, particularly connectivity projects, maritime security in the Indian Ocean, 5G networks and infrastructure might also open up new avenues of cooperation. Overall the EU-India relationship has witnessed remarkable momentum over the last four years – aided by political will from both sides, the China challenge, friction in transatlantic ties, and common challenges within Europe and India. The new strategy is a good first step to build on this momentum. However, it needs to be translated into action fast.

157. Fiscal Transfers and Inflation: Evidence from India

Abstract:
Controlling for monetary policy, government transfers are potentially inflationary. This, however, may not be true when the economy is demandconstrained. Using a panel data of 17 Indian states over 30 years, we show that government transfers via welfare programs do not lead to inflation. For identification, we use a narrative shock series of transfer spending that is based on the introduction of new welfare programs. We then look at a specific program, NREGA, which has been shown to increase rural wages, and show that its implementation did not increase inflation.

Abstract:
Most international development economics and industrial organization literature emphasises the importance of SMEs (small and medium enterprises) as important to output, but especially to employment generation. Countries have different definitions for SMEs. In India the MSMEs (micro, small and medium enterprises) are defined in terms of investment in plant and machinery or equipment. The MSME Ministry (Annual Report, Government of India 2017–18) stated that the sector accounts for 45% of the manufacturing output and 40% of the total exports of the country; also that MSMEs accounted for 30.74% of GDP in 2014– 15. Not surprising, MSMEs are considered a driving force of the economy.

159. Industrial Policies in India: Did They Work?

Abstract:
This article analyses relationships between the implementation of state-level industrial policies in India and manufacturing sector economic performance (employment and gross value added), utilising data from the Annual Survey of Industries conducted by the Government of India. I employ panel data fixed-effects regression models to evaluate the associations between the industrial policy and state-industry specific performance over the 2007-08 to 2014-15 period, incorporating potential effects of the state government's political alignment, infrastructure provision and educational expenditure in the state. The results provide evidence of a positive correlation between industrial policy implementation and firm output and employment, by around 12.6 - 14 per cent. However, subsequent introductions of an industrial policy are negatively associated with employment and are uncorrelated with industrial GVA. This analysis has implications for economic policy in light of the Central Government's plans to implement a revised industrial policy at the national scale.

160. India’s Employment Crisis: Rising Education Levels and Falling Non-agricultural Job Growth

Abstract:
Falling total employment is an unprecedented trend seen from 2011-12 to 2017-18. Due to a decline of employment in agriculture and manufacturing and slow growth of construction jobs, the process of structural transformation, which had gained momentum post-2004-5, has stalled since 2012. Mounting educated youth unemployment, and lack of quality non-farm jobs have resulted in an increase of the disheartened labour force. Though the share of regular and formal employment increased marginally due to growth of formal jobs in the private sectors, the share of informal jobs within government/public sector increased. A dominant share of jobs is still generated by micro and small units of the unorganized sectors without any formal or written job contract. In both government and private sectors the number of contract jobs (with less than a year’s contract) is on the rise post 2011-12. Not surprisingly, real wages have not increased in either rural or urban areas.
