992. Globalization, Growth and Poverty in India

- In this paper an attempt is made to assess the impact of economic reforms on the incidence of poverty by decomposing the change in poverty ratio between two time points into growth/mean effect, inequality effect and the population shift effect. Based on the National Sample Survey data an analysis has been carried out for two time periods: (i) 1983 to 1993-94 and (ii) 1993-94 to 1999-2000, broadly representing the pre-reform and reform-period respectively, for the rural and urban areas of the fifteen major states, and also for the all-India level. The growth/mean effect, which determines the extent of fall (rise) in poverty incidence due to rise (fall) in mean per capita consumption expenditure, dominates in both the periods over the inequality effect, that estimates the rise (fall) in poverty due to rise (fall) in inequality. It also dominates over the population shift effect, which assesses the net impact on all-areas combined poverty, of a decline (rise) in rural (urban) poverty caused possibly by rural-urban migration. The growth effect, which is beneficial for poverty reduction, seems to have gone up in the reform period. The adverse inequality effect also fell in magnitude in the second period compared to the first. States with a greater beneficial growth effect in the second period relative to the first, also show a fall in the magnitude of an adverse population shift effect in the urban areas, i.e., a relatively less rise in the incidence of urban poverty caused by rural-urban migration.

- Abstract:
- The net impact of globalization on developing countries, and more specifically on the poorer sections of population in these countries, is complex and context dependent, and hence needs to be analysed empirically. This study in the context of globalization attempts to develop regional level indices of vulnerability with respect to welfare loss in India using a methodology based on fuzzy inference systems. The vulnerability of an entity is conceptualized (following the practice in global climate change literature) as a function of its exposure, sensitivity and adaptive capacity. Empirical analysis based on such multidimensional conceptualization demands use of indicator-based approach which is attempted in this study and uses fuzzy models that adequately capture vagueness inherent in such approaches.

994. The Burden of Government Debt in the Indian States: Implications for the MDG Poverty Target

- In this paper we explore what impact, if any, government debts have on achieving the Millennium Development Goals for the Indian states. To fulfill the goals, national governments, especially in the developing world, have to undertake major investments in the social sector; but how much they will really be able to do so will depend on the conditions of their finances. For the Indian states we find that government investment in the social sector is extremely important to reduce poverty, but the government's debt burden is actually stopping several states from attaining the MDG targets. Although, in the medium term the impact of the debt on poverty is not very harmful, in the longer run it has a significant negative impact. Therefore for policy purposes reduction in debt should be given a priority.

995. Millennium Development Goal 7: An Assessment of Progress With Respect to Water and Sanitation: Legacy, Synergy, Complacency or Policy?

- Access to water and sanitation (target 10) is an important ingredient of quality of life. As per WHO-UNICEF assessments, globally, 77 per cent of population had access to water in 1990. This proportion has increase d to 83 per cent in 2002, thus, on track to achieve the target of halving the proportion of population without safe access by 2015. However, there is considerable regional disparity in progress which remains significantly low in many countries in sub- Saharan Africa. Also, the question remains whether increased access is same as sustainable access. In 2002, some 2.6 billion people worldwide did not have access to safe sanitation options. Of these, nearly 2 billion were in the rural areas. While in almost all countries, the proportion of people having access to improved sanitation in 2002 has increased compared to the status in 1990, in 27 countries including India, Ne pal, Lao PDR, Namibia, Ethiopia, Eritrea, and Yemen, two out of three people did not have access to improved sanitation in 2002.

- The generation of new ideas and their application for productive uses is an important engine for growth and development. This is an area in which developing countries usually lag behind developed countries and is where development gaps are more evident. Behind the generation of ideas, innovations, and new technologies there is 'human talent': an inner capacity of individuals to develop ideas and objects, some of them with a high economic value. The 'human factor' is critical to the success or failure of many endeavours. Several countries, particularly China and India, followed by Russia, Poland, and some Latin American countries, are becoming an important source of talented people with PhDs and degrees in science, engineering, and other areas that can lead to change in the international patterns of comparative advantages and reduce development gaps. Part of the new talent formed in developing countries goes to live and work to developed countries, typically the USA, UK, and other OECD nations. At the same time multinational corporations are outsourcing several of their productive and service activities, including research and development, to developing countries (China and India are main destinations) to take advantage of the (less expensive) talent being developed there. Today, therefore, we see a double movement of talent and capital around the globe: on the one hand talent from developing countries is moving north seeking better opportunities where people are equipped with more capital, technologies, and effective organizations. On the hand capital from the north pursues talent in the south; a process largely led by multinational corporations.

997. Resolving the Pakistan- Afghanistan Stalemate

- The Taliban and al Qaeda insurgencies today are equally active in Afghanistan and Pakistan. The nationalist insurgency in Pakistani Baluchistan, which Pakistani leaders assert receives support from Indian agents in Afghanistan, also aggravates relations between the two countries. The challenges of violent insurgency require both countries to address their relationship, particularly as it affects the border areas. Formation of such a policy is essential to the vital interests of the United States, NATO, and the international community, which has committed itself to the effort in Afghanistan through UN Security Council resolutions and other measures Afghanistan and Pakistan have had largely antagonistic relations under all governments but the Taliban since Pakistan was created as part of the partition of India in 1947. Some elements of friction were also inherited from conflicts between Afghanistan and India when it was under British imperial rule. Afghanistan's governments, including that of the Taliban, have never recognized the Durand Line between the two countries as an international border and have made claims on the Pashtun and Baluch regions of Pakistan. Today 's cross-border insurgencies, with their sanctuaries and support networks in Pakistan, are nurtured by the same sources as previous conflicts, as well as global Islamist movements. Arrangements to secure the frontier of the British Empire in the nineteenth century by isolating Afghanistan as a buffer state do not work for a twenty-first-century borderland integrated into networks of global conflict. The United States and other external powers that seek to support the new order in Afghanistan and stabilize both Pakistan and Afghanistan should encourage a multidimensional process of dialogue and peacebuilding focused on the problems of the border region. Pressure may also be needed to convince some actors to engage seriously in such a process, but pressure alone will not succeed. A process should work toward reforms in the Federally Administered Tribal Areas (FATA) of Pakistan, leading to their integration into Pakistani national politics and administration; the recognition by Afghanistan of the international border; assured access by Afghanistan to Pakistani ports and transit facilities; the maintenance by both countries of open borders for trade, investment, and cultural relations; agreement by both countries and by India to keep the India-Pakistan dispute out of Afghanistan 's bilateral relations with both; and agreements on both sides to cease supporting or harboring violent opposition movements against the other. The United States, NATO, and the UN must agree to send a common message to Islamabad: that the persistence of Taliban havens in Pakistan is a threat to international peace and security that Pakistan must address immediately. They also must agree to urge Afghanistan and India to do all in their power to encourage Pakistan to make difficult decisions by addressing sources of Pakistani insecurity, including issues relating to the border region and Kashmir. They should actively promote this process and act as guarantors and funders of any agreements that result from it.

- South Asia has come a long way since the days of SEATO and CENTO1 —the U.S.- sponsored pacts to contain China and keep India under check. Gone are the days when the Seventh Fleet flexed its muscle on the Bay of Bengal in support of a beleaguered Pakistan in its military campaign against the “mukti bahini”—the freedom fighters in erstwhile East Pakistan, now Bangladesh. Once the leader of the non-aligned, the Indian government has not expressed even a whimper of protest about what has been happening to Iraq, Lebanon, or Gaza. India and the United States now are “natural allies,” apparently forged primarily by mutual economic interests. But there was the China factor as well. Although left unsaid, China entered in to the calculation of both India and the United States. The Bush administration is careful not to revive the notion of the Cold War policy of containing China, but many in the Congress are not so reticent. At the same time, the Indian government is equally careful to highlight the growing normalization of relations and the growing trade ties with Beijing. But the clamor in the security community in New Delhi is all about countering China—a topic I heard repeatedly during my recent visit to the region. So its importance cannot be discounted. But the economic incentives of the deal have not earned as much scrutiny, a major oversight in the public discourse.

- The Institutionalisation of Parties and the Consolidation of the Party System in India. Criteria, State and Causes of Persistent Defects Indian parties and the party system in India are only partly consolidated resp. institutionalised, according to the usual criteria, distilled from the experience of Western parties. This is so in spite of the long tradition of Indian parties, their large membership base, organisational complexity and independence from interest groups and in spite of their dominant position in regard to political leadership recruitment or the government agenda. Causes for the institutional deficits of parties lie in the prevalence of factional conflicts, clientelistic linkages between party leaders and member, and the parties' weak financial basis (compensated by tapping unorthodox sources of finance). These phenomena are responsible for the only very limited level of internal party democracy in India.
