The humanitarian crisis in northern Syria is on the verge of becoming a COVID-19 catastrophe. A decade of conflict has left the healthcare system in ruins—and millions of displaced people in Idlib province were already suffering due to a lack of shelter and sanitation. Now, with the coronavirus pandemic posed to spread to an area with just 600 doctors and fewer than 50 adult ventilators for four million people, the situation is dire. Why is Idlib the last refuge for internally displaced Syrians, and what can donors, international humanitarian actors, and local organizations do to ensure that they are not left behind as the world grapples with COVID-19? This policy briefing by Tayseer Alkarim, Hanny Megally, and Leah Zamore delves into roots of the humanitarian crisis in Idlib, details the current capacity of the exhausted healthcare system amid the ongoing conflict, and examines what these constraints mean for mounting a response to the spread of the coronavirus. The briefing explains how donors and international humanitarian organizations can take action now to support local institutions, increase testing and treatment capacity, improve availability of PPE and public information, and press for an immediate ceasefire. Abstract:
Turkey now controls a long stretch of Syrian territory along its southern border that hosts nearly four million people, most of them Sunni Arabs. The challenges for Turkey there include a difficult balancing act with Russia, the huge financial costs of direct rule, the presence of radical Islamist factions, and the lack of a modus vivendi with the Kurds. Turkey faces the risk of the “Gazafication” of the area – the emergence of a militarily controlled territory that is perennially poverty-stricken and unstable. EU member states can find ways to cooperate with Turkey to support stabilisation in parts of the safe zone, without violating their interests and core principles. They should single out the Euphrates Shield Zone for stabilisation work, on the understanding that other areas captured from the Kurds are politically sensitive for European governments and voters alike. Europe should aim to strike a grand bargain with Turkey: in return for targeted European reconstruction aid to the safe zone, the country would lift its veto on stabilisation in Kurdish-controlled areas, allow trade between these zones, or agree to Kurdish participation in the UN-led political process on Syria.

Sadness and tragedy come in many forms. One form consists in knowing how to solve a problem in theory, but realizing at the same time that what that would take in practice is not available. That is the case now with the tragedy unfolding in Idlib. There is a way to turn the crisis into an opportunity, but it would take wise and bold leaderships simultaneously in Washington, Jerusalem, Riyadh, Ankara, and the capitals of Europe. And that is precisely what we lack. What should be done? The U.S. government should privately propose, organize as necessary, and backstop as required a joint Israeli-Saudi intervention, coordinated with an on-going Turkish intervention, to save the million-plus refugees now facing imminent annihilation in Idlib Province, in Syria.

As 2019 comes to close, Russian mercenaries are allegedly shifting the balance of forces in Libya, helping General Haftar to reignite his efforts to take Tripoli. Only a few weeks ago, Russia’s brokered ceasefire had successfully stopped Turkey’s advances in the Syrian northeast, pushing Kurdish forces away from the Turkish border and allowing the return of Bashar Al Assad’s forces to the region from where they had been absent since the beginning of the conflict. Similarly, in Idlib, Russia’s position will be essential to determine the course of the conflict.

Abstract:
Idlib has been the delayed battle in the Syrian conflict throughout its various stages, but this seems to be coming to an end, as many indicators reveal. For example, Russia, for the time being, is keen to resolve Idlib’s issue which would reinforce the specter of military intervention. Moscow indicates that there are no options left for the parties to the Sochi agreement, pointing also to the difficulty of implementing its terms. The 10 points-agreement has not achieved its purpose for five months, given the terrorist organizations’ control over the area, in particular al-Nusra Front. This happens amid lack of actions from the Turkish side, which has threatened, more than once, to deter those who jeopardize the agreement, which compelled it to agree, ostensibly, with the other parties on launching a military offensive in Idlib. Despite the challenges and consequences of this option, it is the scenario that looms large over the Syrian scene at present.

In the backdrop of negotiations over drafting Syria’s new constitution and a transition in UN representation on Syria, the conflict in Idlib continues to simmer. Unrest in Idlib and dissatisfaction there with the internationally-recognized opposition, the High Negotiations Committee (HNC), leaves residents of Syria’s northwest excluded from constitutional committee. This is significant because the constitutional convention is increasingly viewed as a precondition for advancing the larger peace process. The constitutional committee is no place to hammer out granular differences between warring factions in Idlib, but the course of events there hold significant implications for the future of the broader peace process.
