Abstract:
Progress in the reconstruction of Haiti in the aftermath of the January 12, 2010, earthquake has been slow, but it is tangible. Impassable roads have been cleared, Haitians work to demolish buildings, often with hand tools, then pile the rubble and clear the site, and the famous Marché Hyppolite, the enormous 19th century market destroyed in the quake, was recently rebuilt. These physical signs of progress are heartening as they are a reminder that the work of renewal and reconstruction continues in spite of Haiti's political instability. To echo Secretary of State Hillary Clinton during her recent visit, this progress is a testament to the incredible resilience and determination of the Haitian people.

Haitians are uncertain what to expect from their new leader who has promised much and who now must address a broad range of immediate needs. Progress toward improved personal, social, economic, environmental, political and energy security for Haiti's citizens has been mixed. The Haitian National Police comprise an important building block for improving Haiti's personal safety and security environment. A greater effort is needed to deal with Haiti's chronic problems with jobs, education, healthcare and housing.

Abstract:
The United States' longest war, in Afghanistan, and one of the largest relief efforts in U.S. history, in Haiti, are testing U.S. leadership in the world, as well as its determination to deal with fiscal imbalances, the debt burden, and economic malaise at home. U.S.-led reconstruction in both countries is lagging and becoming increasingly expensive, and it will not succeed without a major change in strategy. U.S. goals in both countries will be elusive unless the misguided policies and misplaced priorities under which reconstruction has been taking place change in fundamental ways. Each country is different and will need to develop its own strategy. Nevertheless, we have identified basic rules, lessons, and best practices that national policymakers and the international community should keep in mind to improve the provision of aid and technical assistance. During the immediate transition from war or chaos, reconstruction is not development as usual: The peace (or political) objective should prevail at all times over the development (or economic) objective. Without peace there cannot be development. Policymaking should be tailored to four major differences from development as usual. Emergency policies should be adopted without delay, aid to groups most affected by crises should be prioritized, corruption should be checked, and national ownership of reconstruction policies must be assured. For both Afghanistan and Haiti, a broad-based debate-including national leaders, U.S. government officials, members of Congress, military leaders, academics, think tanks, and aid practitioners in these countries-is urgently needed and should take place without delay, as it did at the time of the Marshall Plan.

Abstract:
The United States should take modest steps to create a legal channel for limited numbers of people fleeing natural disasters overseas to enter the United States. This would address two related problems: the lack of any systematic U.S. policy to help the growing numbers of people displaced across borders by natural disasters and the inability of U.S. humanitarian relief efforts to reduce systemic poverty or sustainably improve victims' livelihoods. The aftermath of the 2010 Haiti earthquake presents a compelling case study of the administrative and legislative ways the U.S. government could address both problems. Migration is already a proven and powerful force for reducing Haitians' poverty. A few modest changes in the U.S. approach could greatly aid Haiti's recovery.

Consolidating the legitimate use of force in the hands of the state is a vital first step in post-conflict peacebuilding. Transitional governments must move quickly to neutralize rival armed groups and provide a basic level of security for citizens. Two processes are vital to securing a monopoly of force: disarmament, demobilization, and reintegration and security sector reform. Disarmament, demobilization, and reintegration (DDR) involve disbanding armed groups that challenge the government's monopoly of force. Security sector reform (SSR) means reforming and rebuilding the national security forces so that they are professional and accountable. U.S. experience in Afghanistan, Iraq, Liberia, Haiti, Bosnia, and Kosovo yielded three crosscutting lessons: go in heavy, tackle DDR and SSR in tandem, and consolidate U.S. capacity to implement both tasks in a coordinated, scalable way.

Abstract:
After his tumultuous on-again/off-again administration, President Jean-Bertrand Aristide's sudden departure from Haiti in 2004 left the country in chaos. The economy was in shambles, tourism and investment had flatlined, and an armed band marched on the capital with the support of large parts of the population. Other elements of the population violently protested Aristide's departure while looting what they could. While the Haitian government always was most notable for its absence, Aristide managed to politicize the police force while reducing it to a fraction of its original size. Society was more polarized than ever.

In short, life was already a struggle for most families. Then the earthquake hit, and lives were turned upside down. It was the most powerful earthquake in Haiti for 200 years.
