41. CARE and Cargill: An Innovative NGO-Private Sector Partnership to Fight Global Poverty

Abstract:
Formed in 2008, the Rural Development Initiative is a five-year, $10 million partnership between CARE, a prominent humanitarian organization, and Cargill, an international producer and marketer of food, agricultural, financial, and industrial products and services. CARE partners with Cargill employees in local communities and along the company's supply chains to improve crop yields, access to markets, and incomes for farmers; enhance the attendance and quality of education programs; and increase access to health care, nutritional programs, and safe drinking water in rural communities. With projects in Ghana, Côte d'Ivoire, Egypt, India, Honduras, Guatemala, and Brazil, the CARE-Cargill partnership seeks to help 100,000 people lift themselves out of poverty by 2013. Through the Rural Development Initiative, CARE and Cargill leverage their respective strengths to improve livelihoods, while at the same time improving Cargill's competitive advantage and fulfilling CARE's mandate.

The 2008 food price crisis had a devastating impact on poor Guatemalans. This was followed by widespread crop failure and a food emergency in 2009, affecting an estimated 2.5 million people (de Schutter 2010). With a heavy reliance on imported staple grains and the most productive lands allocated to export crops, Guatemala's food system is broken.

Abstract:
The bloody eruption of Mexican-led cartels into Guatemala is the latest chapter in a vicious cycle of violence and institutional failure. Geography has placed the country - midway between Colombia and the U.S. - at one of the world's busiest intersections for illegal drugs. Cocaine (and now ingredients for synthetic drugs) flows in by air, land and sea and from there into Mexico en route to the U.S. Cool highlands are an ideal climate for poppy cultivation. Weapons, given lenient gun laws and a long history of arms smuggling, are plentiful. An impoverished, underemployed population is a ready source of recruits. The winner of November's presidential election will need to address endemic social and economic inequities while confronting the violence and corruption associated with drug trafficking. Decisive support from the international community is needed to assure these challenges do not overwhelm a democracy still recovering from decades of political violence and military rule.

44. Private Security in Guatemala:The Pathway to Its Proliferation

Abstract:
It has become commonplace to explain the proliferation of private security services as causally determined by crime rates and institutional weakness. By contrast, this paper argues that another explanatory factor needs to be emphasized, especially for post-war societies: continuity and change of social control mechanisms. The paper first presents the current situation with commercial and noncommercial private security services in Guatemala (private security companies, as well as neighborhood security committees). Against this background, it reconstructs mechanisms and critical junctures by which the Guatemalan state sourced out policing functions to the private sector during the war, and traces the reinforcement of these mechanisms in the post-war society. It argues that the proliferation of private security services is an outcome of the overlapping of different political processes and sequences. The continuity of social control mechanisms thereby emerges as a stronger explanatory factor for this proliferation, rather than the common justification of high crime rates.

Abstract:
Of the thirty-eight peace accords signed between 1988 and 1998, thirty-one failed to last more than three years. Contributing to their failure was the behavior of so-called spoilers: those who use violence or other means to undermine negotiations in the expectation that a settlement will threaten their power or interests. The stakes for understanding spoiler behavior are high. Where parties kept spoilers at bay, such as in Guatemala and South Africa, years of bloody conflict gave way to successful transitions to peace and democracy. Where spoilers proved triumphant, such as in Angola and Rwanda, the violence ensuing after a peace accord failed was more horrific than what had preceded it.

Abstract:
Documentation centers dedicated to researching, recording, archiving and protecting information related to mass crimes and human rights abuse conflict have been organized in countries as diverse as Cambodia, the Democratic Republic of Congo, Guatemala and Iraq. Their work is an integral part of a transition from an authoritarian regime or war to sustainable peace. Victims want to tell what happened to them, be acknowledged, and know how and why atrocities occurred. Moreover, an accurate accounting of past crimes applies pressure to remove perpetrators from power and raises awareness toward preventing future abuse.

Abstract:
My goal in writing this paper was to try to explain how Catholicism became embedded in the social and political structures of Peru and Guatemala and how this affected Maryknoll proselytization in Puno and Huehuetenango in the twentieth century. I argue that during the colonial period Catholic clergy served as intermediaries between indigenous communities and Spanish officials. The character of their relationship depended on local demands for labor and was, as a result, distinct in Peru and Guatemala. Demand for labor was consistently high in Puno because it was near the site of the Potosí mines, recognized as the most important source of income for the Spanish crown during the colonial period. This relationship ensured that Catholic clergy acted as enforcers of Spanish efforts to dominate indigenous communities. For their part, Andean caciques charged with protecting community interests and mediating with Spanish officials sought to limit incursions by Spanish clergy, economic elites, and governing officials. By contrast, Guatemala was an economic backwater during the colonial period. Spanish clergy came to act as “defenders of the Indians” in opposition to the interests of Spanish economic elites and governing officials. Mayan people engaged with Catholicism to restructure their communities and to establish barriers to incursions by outsiders.

Abstract:
While the Guatemalan Truth Commission came to the conclusion that agents of the state had committed acts of genocide in the early 1980s, fundamental questions remain. Should we indeed speak of the massacres committed between 1981 and 1983 in Guatemala as “genocide”, or would “ethnocide” be the more appropriate term? In addressing these questions, this paper focuses on the intentions of the perpetrators. Why did the Guatemalan military chose mass murder as the means to “solve the problem of subversion”? In Guatemala, the discourses of communist threat, racism and Pentecostal millenarism merged into the intent to destroy the Mayan population. This paper demonstrates that the initial policy of physical annihilation (genocidal option) was transformed into a policy of restructuring the sociocultural patterns of the Guatemalan highlands (ethnocidal option).

As in most Latin American countries, the funding of political activities has only recently become a matter of serious concern in Guatemala. Long known for its chronic political instability, the country has limited experience in the observance of basic democratic practices such as regular and reasonably free and fair elections. Even today, the regulation of political finance remains under the shadow of other pressing and as yet unresolved political issues such as the extraordinary weakness of parties, the consistently high abstention rates and the practical disenfranchisement of the indigenous majority.
