191. The Role of Religion in the Scientific Revolution

Abstract:
The Scientific Revolution of the 16th and 17th centuries was a defining moment in the history of Western Civilization. Modern science and the scientific method were born; the rate of scientific discovery exploded; giants such as Copernicus, Vesalius, Kepler, Galileo, Harvey, Newton, and countless lesser figures unlocked world-changing secrets of the universe. It has often been observed that such a revolution occurred only once in human history, and in one particular culture: the predominantly Christian culture of early-modern Europe. This observation gives rise to several questions: What role, if any, did Christianity play in the birth of modern science? Did faith give rise to science? Did a mixture of faith and reason give rise to it? Was Christianity somehow responsible—perhaps even necessary—for the rise of modern science, as some historians have argued? In short, what, if anything, does religion have to do with the Scientific Revolution? As long as science has existed, religionists have been attempting to reconcile religion and science. Recently, a new breed of scholars has asserted that religion itself—in particular Christianity—actually caused the birth of science. What are the facts of the matter? Toward answering that question, let us first review some earlier and relevant historical developments; then we will turn to relevant highlights of the Scientific Revolution itself. Science was born in ancient Greece among the pre-Socratics, who were the first to look for natural explanations of the world around them. Thales's claim that everything is made of water is significant because it assumes that the fundamental building block of the world is a natural substance. Embracing this naturalistic outlook, the Greeks of the classical and Hellenistic eras made important advances in astronomy, geometry, medicine, and biology—and established the fields of history, drama, political theory, and philosophy. Philosophy was especially important. Plato and Aristotle—the philosophical giants of Greece—created two dramatically different philosophical systems, especially in terms of their metaphysics and epistemologies. Plato, in exception to the general Greek attitude, proposed that the world we experience is not fully real. He maintained that the individual physical objects we see are imperfect, corrupted reflections of those in a higher reality. Plato called this higher dimension the world of the Forms and held that knowledge of this realm can be reached only via intuition. Although Plato revered mathematics, he did so for its alleged ability to train the mind to receive the Forms rather than as a means of gaining understanding of the physical world. Plato had little interest in studying this world.

Abstract:
Despite two bailout agreements of unprecedented size and the implementation of a harsh austerity programme, no solution to the Greek crisis is in sight. As a result, Greece continues to be a hotspot, sending sporadic tremors to a fragile eurozone. The outcome so far leaves no doubts about the grave mishandling of the crisis. The most important cause of this failure is the lack of political leadership at both the national and European levels. Accordingly, a solution to the Greek crisis will remain elusive unless Greek and Europeans politicians overcome the constraints of national political calculations and exercise leadership commensurate to the challenge of rescuing Greece and indeed the eurozone itself.

193. Southern Europe Ignores Lessons from Latvia at Its Peril

Abstract:
In the current financial crisis plaguing Europe, Latvia stands out for resolving its financial problems quickly and resolutely. After contracting 24 percent in 2008 and 2009, it grew at the rate of 5.5 percent in 2011. The speed and determination. with which the government carried out austerity measures in 2009 and restored confidence after suffering the worst output decline is a crucial lesson for the ailing South European countries—Greece, Italy, Portugal, and Spain. Many policy observers and economists have dismissed Latvia's crisis resolution as irrelevant to the situation in Southern Europe. The Latvian orange, they say, cannot be compared with the South European apples. I argue otherwise.

Abstract:
The eurozone is in recession and will show negative growth in 2012; GDP will fall sharply in Greece and Portugal, and there is substantial risk that Spain and Italy will follow suit (the Commission's recent forecasts seem overly optimistic and complacent; the IMF is more downbeat). But fiscal policies are uniformly restrictive throughout the eurozone and much of the Union, and the hopes that fiscal consolidation could spur growth by improving household and business confidence are not materialising. In reality, domestic demand has been hit too hard by fiscal consolidation, and investment throughout the Union remains well below pre- crisis levels. Credit is tight due to the deteriorating quality of borrowers and the ongoing deleveraging in banking.

This paper finds evidence that a significant part of the surge in the spreads of the PIGS countries (Portugal, Ireland, Greece and Spain) in the eurozone during 2010-11 was disconnected from underlying increases in the debt-to-GDP ratios, and was the result of negative market sentiments that became very strong since the end of 2010.

Over the last few years, the Eastern Mediterranean has been increasingly fraught with growing competition between regional players, most notably Turkey, Cyprus, and Israel, signalling an apparent return of power politics in regional relations. Of all actors involved, Turkey stands out for being both an ever more influential power and a source of serious concern to other countries in the region due to its greater assertiveness and perceived hegemonic ambitions. Against the backdrop of recent regional developments and their international implications, including the dispute over drilling rights off Cyprus' coasts, Turkey's image as a constructive and dialogue-oriented country, a critical achievement pursued by a generation of Turkish politicians, diplomats and officials, risks being replaced by one of an antagonistic/assertive power. Facing the first serious challenge to its claim to embody a benign model as a secular Muslim democracy and a responsible international actor, Turkey should not indulge in emotional reactions. It should opt instead for a more moderate and balanced approach based on the assumption that only cooperation and constructive dialogue, even with rival countries, can help it realize its ambition of being the regional pivot.

197. Liquidity in times of crisis: Even the ESM needs it

Abstract:
This paper argues that the new permanent European rescue fund, the European Stability Mechanism (ESM), should be provided with a liquidity backstop by having it registered as a bank – and be treated as such by the European Central Bank. If the crisis were to become acute again, the ESM would stand ready to intervene in secondary markets, potentially with almost unlimited amounts of funding. Access to central bank financing will be crucial in a future crisis, because in such a crisis risk aversion is likely to be extreme, and even the ESM might not be able to raise at very short notice the huge sums that might be required to prevent a breakdown of the financial system. Hundreds of billions of euro might be needed just to top up the programmes for Greece, Ireland and Portugal – and Spain and Italy may require more than a thousand billion euro. Sums of this order of magnitude cannot be raised quickly by a new institution. Simply increasing the headline size of the ESM might thus be of little use.

Abstract:
This commentary counters conservative, liberal, and social democratic explanations about Greece's sovereign debt crisis. It advances an original analysis as to what the sources of the Greek debt are and what steps should be taken in order to emerge successfully from it. The argument put forth is that responsibility for the country's debt should be placed squarely on the shoulders of Greece's two main parties ruling the country since 1974 (New Democracy and PASOK) in conjunction with the Euro-Atlantic political elites, the inter-section of which is straddled by a compradorcum financial oligarchy Greek style. The solution is a debtor-led default and immediate exit from the eurozone. But, it is maintained that this cannot take place under the aegis of the old two-party corrupt regime.

199. The Political Origins of the Greek Crisis: Domestic Failures and the EU Factor

Abstract:
This article argues that the origins of the Greek malaise are primarily political rather than economic and rooted in the delay, postponement, and half-hearted implementation of public policy reforms that preceded the crisis. The 2007-08 global economic crisis triggered market scrutiny over Greece, as it brought to an end a period of abundant liquidity and a relaxed attitude by global markets vis a vis Eurozone members. Greece's impossible fiscal position was brutally exposed, and a downward spiral began. The article also argues that although Greece set itself up for failure, the Eurozone's inability to act swiftly and early, to diagnose the problem correctly and to combine a policy mix consisting of budgetary consolidation and policy reform further exacerbated the problem. Despite the fact that disorderly default has been avoided and a sense of normalcy has returned, Greece has to move swiftly on the reforms front to avoid disaster.

Prolific as a scholar, active in the League of Nations, and agent for Greece before the Permanent Court, Nicolas Politis is remembered today as a key figure both in the development of international legal doctrine and in the organization of international political relations. This short article examines three of Politis' texts – the first an early foray into scholarship dealing with issues arising from the 1897 Greek–Turkish War, the second a set of mid-career lectures at the Hague Academy of International Law, and the third the posthumously published La morale internationale, a work of considerable ambition that never quite managed to find its audience. The article's chief aim is to demonstrate that Politis' trajectory was marked by recurring appeals to extra-legal ideas and arguments – a broadly anti-formalistic tendency which made its influence felt with increasing visibility over time, but which was present even in his earliest and most conventional work.
