Abstract:
This article proposes Amazonia as a site to think world politics. The Amazon is invisible in the study International Relations (IR), yet its experiences are deeply global. I present the international dynamics at play in Amazonia at different historical moments to posit that this periphery has contributed to forging the political-economy of what is refer to as the core. The Amazon's absence from the study of IR speaks about the larger inequality in processes of knowledge production. Serious engagements with Amazonia are one way to invite a plurality of worlds in the production of theories, disrupting global divisions of labor in knowledge production ally.

83. Development Banks and Regional Powers: An Analytical Framework

Abstract:
Why do regional powers such as Brazil, South Africa, or Russia undertake different collective strategies to supply public goods in their regions of influence? When do those states prefer to delegate competences to existent multilateral financial institutions, such as regional development banks (RDBs), and when do they prefer to make use of their own national financial instruments? Why do those states create new RDBs that challenge the existing ones? The article builds and tests a set of hypotheses based on the interplay between capabilities and legitimacy to help answer these questions using contemporary South America as a case study. Through a process tracing analysis carried out for the period 2000–15, the article explains the different strategies undertaken by two states, Brazil and Venezuela, to supply infrastructure in the region, ranging from the use of the Brazilian National Development Bank to the creation of a new Bank of the South. It is suggested that the low capabilities and legitimacy expectations of both states explain the rising importance of external actors in the supply of regional public goods that we are currently witnessing in South America.

Abstract:
This article investigates some of the reasons behind the events that led to a recent shift in international relations towards the global geopolitical and a renewed competition between the great powers. The aim is to point out important ideas of authors and put them to dialogue between each other. It calls attention to the possibility of an alternative political and economic bloc being built around China against a decline of US power. These points are deepened when it is identified other key features of the current system that involves the discussion about classes. The current configuration of class alliances and states involves the complex dynamics of the working classes in the Global South, the use of debt as a means of domination by the economic and financial world, as well as the new professional middle class - that give values to knowledge, technology and democracy. It is these relationships and their interface with the existing political power that permeate the revival of the global geopolitics, influencing not only current events, but also any possibility of thinking an alternative for governance and international framework - or even the failure of this and a consequent and possible new conflict worldwide.

Abstract:
The recent rise in regional and bilateral preferential trade agreements (PTAs) highlights the need for further analysis of the “spaghetti bowl” of agreements and regulations that integrate global markets. This article gives specific attention to the regulation of South-South regional trade agreements (RTAs) and these agreements’ capacity to generate new flows of intraregional trade. The author uses an interdisciplinary approach to examine both the legal frameworks and economic impacts of different South-South RTAs. Case studies of AFTA and COMESA offer insight into the inadequacies of the multilateral trading system’s current regulations, which promote trade in blocs of industrializing member-states. The article concludes with various recommendations to improve South-South RTAs’ ability to foster intra-regional trade and encourage liberal trade practices between emerging market economies.

It does not seem that long ago that optimism flowered about prospects for Democracy and sustained economic development on a worldwide scale. But hopes for the future have dimmed over the last several years, as problems of violence, crime, and insecurity have emerged with a vengeance in many parts of the global south. Forget big ideas about democracy; forget the aspirations for a globally competitive development strategy. Growing numbers of citizens in the global south are turning to demands for basic needs and human rights, as reflected in the accelerating desire for security and a life without violent conflict.
