Abstract:
This paper provides an in-depth analysis of the evolving landscape of international politics, the challenges this scenario presents for the field of International Relations (IR) and the pivotal role played by Revista Brasileira de Política Internacional (RBPI) in shaping both academic knowledge and policy frameworks. The study aims to achieve two primary objectives. First, to contextualize the significant shifts in international politics in the last few years, such as the rise of China and the impact of the COVID-19 pandemic, while advocating for interdisciplinary approaches and highlighting the contributions of Latin American, particularly Brazilian, scholars to global academic debates. Second, to trace the history, evolution, and international impact of RBPI since its inception in 1958, emphasizing its role in leveraging the standards of academic publishing in Brazil and Latin America, fostering international collaborations, and influencing policy decisions. The paper proposes that RBPI serves as an indispensable platform for advancing rigorous academic inquiry and offers a more inclusive perspective on international relations, thereby having a lasting impact on both the academic and policy landscapes globally

2. Understanding and Countering China’s Global South Strategy in the Indo-Pacific

Abstract:
While the United States and advanced economies and democracies in Europe and Asia are hardening their views of and position against China, the latter is gaining much ground with respect to the developing economies of the Global South. Indeed, China increasingly demands that developing nations base their discourse and policies on approaches that Beijing supports, and many Global South nations are increasingly complying. In other words, a growing number of these nations have started to alter and adopt discourse and policies that better align with Chinese demands and preferences. In the Indo-Pacific, a region that will largely determine the future shape of the global strategic landscape, evidence shows that developing nations are absorbing Chinese norms and preferences and gradually adjusting their thinking and behaviors accordingly. China’s progress vis-à-vis the Global South—especially in the Indo-Pacific—relies on what material inducements and opportunities Beijing can offer. These are most successful when they prioritize rapid development and regime security over liberal economic rules and individual rights. Meanwhile, regardless of where the fault lies, many developing nations do not believe they have benefited as much materially or institutionally from the US-led order as they would like or expect. Members of the Global South often believe the Chinese narrative about the alleged failure of US-led globalization in the post-colonial and post–Cold War periods. For this reason, many in developing economies believe that the interests and values of these nations (or at least those of the regimes in power) better align with what China is promising than with what Washington is delivering. The US and allies such as Japan and Australia have to accept and respond to this reality. This report analyzes and assesses why and how China is making worrying progress when it comes to shaping and influencing the policies and actions of developing economies in the Indo-Pacific. It explains why this is a significant problem for the US and its allies. It then offers some recommendations to counter the Chinese Global South strategy in the region. In offering six recommendations, this report argues that the US can complicate China’s bid for leadership within the Global South, increase the cost and risk for Beijing, challenge and change narratives and discourse favoring China in the Global South, and compete more effectively in the normative and institutional context.

For China, human rights in relation to a sovereignty is gaining importance in its cooperation with countries of the Global South. The Chinese authorities emphasise the right of governments to make their own decisions in this area, which is welcomed by many of these, mainly authoritarian, states. For the EU, it is important both to counter the Chinese narrative on such disparities in human rights standards and to apply sanctions against China in cases of violations.

Abstract:
The ongoing Ukraine war has exposed the waning influence of the United States in the vast arc of the world stretching from Latin America to Southeast Asia and the Pacific Islands known as the Global South. Most Global South states, while opposed to the Russian invasion, have not backed the United States on its strategies of sanctioning Russia or seeking a defeat of Moscow. Some have explicitly criticized what they see as Washington’s double standards. Despite the region’s great diversity and heterogeneity, a new nonalignment is emerging in the Global South. However, it is not the same as its previous version (of the Non-Aligned Movement) in important respects — being much less institutionalized, less ideological, and based more on national interests. This makes it more durable and harder to counter through tools that the United States has traditionally employed. The United States cannot succeed in a world where power is increasingly diffuse without strong ties to the Global South. It is the region where the majority of humanity lives. It contains sites of crucial natural resources, supply chains, major markets, and increasing innovation. It is an essential partner to solve the climate challenge. Its states are wealthier and more assertive when it comes to their interests and resources. Over the past two decades, most have built deep economic ties with China, and continue to value ties with Russia. In general, the states of the Global South wish to leverage all of their international relationships for their own benefit and not take sides in or support a new cold war between the great powers. Most are unconvinced or alienated by Washington’s rhetoric of “democracy v. autocracy” and the “rules–based order.” They feel particularly threatened by U.S. policies of secondary sanctions designed to limit or end their ties with U.S. rivals. But the current U.S. strategy is inadvertently pushing the Global South toward Beijing and Moscow. This is an unforced error Washington can ill afford.

6. Reinventing Soft Power: The Strong Impact of China’s Soft Power “Shortcomings” on the Global South

Abstract:
After being introduced into the Chinese academic debate in the 1990s, the notion of soft power has undergone such a process of “Sinicisation” that some scholars now wonder if the original concept has been gradually “reinvented” in China. Given worsening opinions about the PRC in the US and Europe over the last years, many analysts have stressed the weakness of China’s soft power, pointing to its state-centred approach and lack of an attractive set of values to be emulated as the main shortcomings. However, China’s growing influence in the Global South shows that these analyses have misevaluated the real goals and motivations of China’s soft power. The Russia-Ukraine war provides telling examples of the successful dynamics of China’s “defensive” or “negative” version of soft power and suggests it has significant impact in the least industrialised countries.

Since its 2013 launch, the China-led Belt and Road Initiative (BRI) has stirred heated debates. Despite Beijing framing it as win-win cooperation, concerns mounted over BRI’s risks for involved countries, especially in the Global South. China’s narrative merely signals a search for an effective communication strategy and international discourse power, while its understanding of development remains constant. Developing countries play a crucial role in China’s pursuit of global status. Firstly, it positions itself as the advocate for developing nations, promoting “diverse paths to modernisation” and “true multilateralism”. Secondly, China aims to redefine major power by prioritising development and security over liberal democracy.

This study argues that Russia seeks to boost its military and security influence in the Global South in light of what it considers a protracted, systemic confrontation with Western states. Russia’s capacity to accrue such influence will vary considerably by domain and country. The war against Ukraine and its effects on Russia’s economy, technology base, and reputation are shaping demand and supply side factors—what states in the Global South want from Russia, and what Russia can offer. Though Russian power projection in the Global South will be limited, the impact of Moscow’s actions on U.S. strategic interests will not be trivial.

Abstract:
El interés de América Latina por África se renovó a comienzos del presente siglo. Las transformaciones globales, el liderazgo de Brasil y la emergencia del regionalismo impulsaron una asociación basada en el diálogo político y la cooperación cuyo objetivo era alcanzar una mayor incidencia sobre el sistema internacional. Sin embargo, el déficit de interdependencia, la debilidad de la institucionalización interregional y la vulnerabilidad de los actores involucrados limitaron el alcance de esta estrategia sin alcanzar su verdadero potencial. En un escenario de incertidumbre que anuncia cambios en el orden mundial y consolida una gobernanza fragmentada, la posibilidad de restablecer esta relación encuentra nuevos incentivos. El artículo analiza los factores catalizadores de este proceso concluyendo que, pese a la oportunidad, su materialización sigue sin contar con las condiciones ni capacidades necesarias para competir geopolíticamente por África.

Abstract:
There is a high concern that development assistance can be seen as national interest from the donor’s perspective. The book dwells on the specific case of Brazil and tackles the question of how a country like Brazil seeks power and influence by providing no-strings-attached foreign technical assistance. In the book, there are also some similarities and differences among Southern emerging donors like China, India and South Africa, concerning their take on foreign assistance. The book, as Farrias puts it, is mainly about foreign policy motivations and development assistance. In the particular case of Brazil, author asks what the foreign policy logic behind the no-strings-attached development assistance is. While answering the question, she gets help from a theoretical perspective, which is a combination of realism and constructivism. According to Farrias, development partnership between developing countries is understudied; and she wants to clear this gap with a specific case study. According to her, most studies deal with money-based cooperation, but from a developing country’s perspective, knowledge sharing is common. Hence, technical cooperation is ought to be explored, Farrias claims. According to Farrias, technical cooperation is mostly on non-controversial topics. She advocates that despite the weakness of development assistance, it is one of the most common foreign policy tools for developing countries.
