41. Where are the Global COVID-19 Resources for LGBTI Communities?

Abstract:
As COVID-19 spread across the globe in 2020, and its health and broader political and socioeconomic implications became evident, lesbian, gay, bisexual, transgender, and intersex (LGBTI)2 communities organized. To meet new challenges, LGBTI organizations across the world stepped up, aware that legal and social discrimination and marginalization would make their communities particularly vulnerable to impacts of the pandemic. LGBTI community response included: delivering essential food to communities of unemployed trans men in rural Guatemala; providing housing for LGBTI communities escaping unsafe living environments in Macedonia; ensuring that lesbian, bisexual, and queer female sex workers have access to essential medicines in Uganda; and other examples in communities around the world. As governments, donors, and service providers have largely failed to acknowledge the specific needs of LGBTI people in responding to COVID-19, LGBTI organizations have filled the void to provide basic protection and support for their communities. Many of these organizations have traditionally focused on advocacy and community organizing to advance and protect the human rights of LGBTI people. Now, in the era of COVID-19, they have become direct service providers, out of necessity—albeit with limited resources and capacity. In April 2020, the Global Philanthropy Project launched a short survey to understand the initial response of global LGBTI philanthropy to the pandemic, soliciting data from all GPP member organizations as well as non-GPP members within the top 20 funders of global LGBTI issues. A key outcome from that report was an identified role for GPP to monitor shifts in resources flowing to LGBTI movements and communities, as well as the broader impact of COVID-19 on international development and humanitarian assistance funding.

Abstract:
This book explores these questions through the narratives of young human rights advocates from the global South—from Nigeria to the Philippines to India to Chile. The authors discuss the latent structural inequalities that the pandemic has deepened, exposed, or suppressed, as well as those that broke people’s already fragile trust in governments, the private sector, and civil society organizations. They also explore the strategies of resilience and creative social organizing that have helped confront the pandemic around the globe. The contributors to this book, writing from different perspectives, invite us to consider what we can learn from the interplay between the pandemic and inequality in order to spur a creative reorientation of collective mobilization and advocacy toward the future.

Abstract:
This book — and Dejusticia’s initiative that originated it — seeks to promote answers to populist challenges to human rights. To do so, they propose a new thrust characterized by three features: reflective writing, narrative writing, and voices from the Global South. First, this book contains reflective writing. Its authors are activists who work directly within organizations in the field, who stop to think about the potential, the achievements, and the challenges of their knowledge and practice. In this sense, the book seeks to amplify the voices of human rights defenders in discussions about the future of the field, which tend to be dominated by research from academia. The texts combine the methodological and analytical strengths of academic research with the practical experience of the authors, organizations, and communities with which they work. The objective is to promote a hybrid genre that contributes to maintaining and widening the window of reflection and discussion in the field of human rights. Second, the genre proposed in this book, and in the series of which it is part, is narrative writing. In part because of the prevalence of legal language and knowledge of the world of human rights, the predominant writing in their field is that of technical reports and legal pleadings. While these genres have made notable achievements over the decades, this focus has prevented organizations and activists from effectively sharing their stories and experiences firsthand: those of the victims, the campaigns, the moral dilemmas, the injustices, the victories, and more. Opening the field of human rights to other actors, other knowledge, and other audiences means telling these stories and telling them well. To this end, the authors of these chapters are involved in the stories, relating them using techniques taken from fields such as narrative journalism. Third, the stories come from the Global South, from countries and regions that have more often been the object of study rather than the subject of knowledge, making their own decisions in the field of human rights. In this sense, these chapters attempt to respond to the challenges of a more multipolar world, to counter the organizational, economic, and epistemological asymmetries between South and North that have undermined the effectiveness and legitimacy of the global human rights movement. The authors of these studies are activists, researchers, and members of human rights organizations writing from this geographical and professional perspective to enrich the global debate on the future of the field.

The emergence of cross-border, web-based digital labour platforms has been among the major transformations in the world of work over the past decade. Through these platforms, tasks are performed online and remotely by freelance workers. Digital labour platforms facilitate the real-time hiring of freelance workers for a plethora of tasks, such as IT programming, language teaching, virtual assistance, marketing, graphic designing, project management, and even research and development. The global trend is that jobs are outsourced on these platforms by businesses located in the global North and performed by freelance workers residing in the global South. This NTS Insight offers a preliminary study on the emergence of web-based, cross-border digital labour and its impact on labour rights and social protection, with a special focus on online freelance workers from Southeast Asia. It reviews the efforts of ASEAN and national governments in the region to promote social protection of these workers and address challenges to rights-based governance for digital labour platforms. This Insight offers possible areas for action by Southeast Asian countries to promote rights and social protection for their workers who are engaged in web-based digital freelance labour.

Abstract:
The international humanitarian system has long been criticized for excluding and marginalizing local humanitarian actors from crisis-affected countries, particularly those in the Global South. The term “localization” has emerged over the past decade as a loosely defined agenda to correct for that historic exclusion. Localization became a mainstream reform issue during the 2016 World Humanitarian Summit (WHS) in Istanbul, where it was included as one of the main Grand Bargain commitments. Reforms related to localization typically relate to increasing direct funding to local humanitarian actors, building more equitable partnerships, ensuring coordination mechanisms are more accessible, investing in the capacity of local humanitarian actors, and prioritizing local humanitarian leadership. Advocates for localization believe that these reforms will make the humanitarian system more effective and more equitable. This study examined the literature and spoke to over five dozen key informants from different perspectives, positions, and countries across the humanitarian sector. It found that there was a broad spectrum of understanding in terms of the definitions, goals, and motivations behind the localization of humanitarian aid, including some who reject the term. In the five years since the WHS, there has been progress towards localization in some sectors and countries, but as a whole, the system has fallen short of its goals of change. Some of the barriers cited by key informants and the literature include the power dynamics at the heart of the system, the persistence of inequitable structures, capacity concerns across all actors in the system, challenges with how the sector manages risk, and some context-specific barriers. However, there has been some progress driven by the organizing work of local and national actors, changes and programs from progressive international actors and donors, the expansion of some more inclusive funding and coordination mechanisms, and issues such as the COVID-19 pandemic and the global discourse about racial equity and decolonization. The report concludes with recommendations for how large institutional donors can contribute to advancing the localization agenda through direct funding reforms, investing in creating an enabling environment for locally led humanitarian action, relationship building with diverse local actors, and greater internal and collective action among donors.

The book “Cracking the future of work. Automation and labor platforms in the Global South“ is the result of the collaboration of many. More than twenty five experts from Asia, Latin America, the Middle East & North Africa, and Sub-Saharan Africa transformed their valuable findings into the chapters of this book with heterogeneous perspectives. Developing countries face specific challenges that the standard literature has not yet managed to include as part of a truly global view on how technology and labor markets interact. This book aims to enrich the future of work debates with evidence from the Global South. This, in turn, is key for a policy agenda that needs context-specific and data-driven frameworks to promote the creation of high-quality jobs in developing countries amid the fourth industrial revolution.

Abstract:
COVID-19 has shaken a foundational pillar of global capitalism: the organisation of work. Whilst workers have commonly been categorised based on skills, during the pandemic the ‘essential worker’ categorisation has taken prominence. This paper explores the concept of essential work from a global feminist social reproduction perspective. The global perspective is complemented by a zoom-in on Mozambique as a low-income country in the Global South, occupying a peripheral position in global and regional economies and with a large share of vulnerable and essential workers. We show that the meaning of essential work is more ambiguous and politicised than it may appear and, although it can be used as a basis to reclaim the value of socially reproductive work, its transformative potential hinges on the possibility to encompass the most precarious and transnational dimensions of (re)production.

Abstract:
This article proposes a revised approach to the mainstream definition and understand- ing of the term ‘Global South’ by anchoring its meaning in a relational view of space. Secondly, it presents the GCC-Mercosur agreement as a case study that illustrates the obstacles involved in the making of spaces in the Global South. The main research question addressed here is: Why has the GCC-Mercosur framework agreement failed to materialize into a meaningful economic space? This question will be answered through David Harvey’s theoretical insights and Doreen Massey’s rela- tional approach to space, as well as post-structural geography. This article argues that the promise of increased trade and investment was the basis on which the GCC-Mercosur economic space was designed, but the narrowness of the framework agreement’s scope and the socio-political relations organized around it have not been able to sustain or strengthen this Global South space. This study employs discourse analysis as its main methodological technique, grounded on a Foucauldian un- derstanding of the empirical properties of discursive activities. It concludes by advocating for the need to incentivize a broader engagement of civil society in the processes of Global South space making.

Abstract:
The focus of International Investment policymaking in the global South has been shifting from investment protection to investment facilitation (IF). This movement marks an attempt to improve the attractiveness of national economies for foreign direct investment (FDI) and to recover the policy space previously curbed by traditional investment protection clauses. The popularity of investment facilitation led to the beginning of a negotiation process at the World Trade Organization (WTO) to formulate a multilateral agreement in this area. However, the differing negotiation practices related to IF could provoke schisms between the WTO members engaging in this discussion. The latest international investment agreements (IIAs) featuring IF provisions, signed by countries in the global South, indicate that during multilateral negotiations, these countries will focus on improving transparency, predictability and simplicity of the investment environment, as well as preserving their ability to develop public policies that are in line with their development strategies. However, some of the provisions that bring such preferences to fruition would challenge these countries’ bureaucratic and financial capacity. As discussions evolve at the WTO, countries in the global South will need to clarify their positions and co-ordinate their efforts in order to shape an alternative framework that fits their interests.
