191. National Action Plans on Preventing Violent Extremism: A Gendered Content Analysis

Abstract:
Due to the importance of National Action Plans as policy instruments in the prevention of and protection against violent extremism, and the ongoing work in this realm by national governments and civil society organizations, the International Civil Society Network (ICAN) sought to gain a better understanding of the content of the plans that have been published thus far in 2017, and to highlight good practices and gaps particularly in relation to the inclusion of civil society and gender perspectives and priorities. To this end, ICAN conducted a content analysis of nine NAPs, analyzing whether and how specific themes and target groups were discussed, including education, media, civil society, gender/ women, and human rights.

Abstract:
Ending (extreme) poverty in all of its forms everywhere around the world continues to dominate the International Development Agenda (UN 2015). However, while poverty is declining in much of the developing world, data from the World Development Report (WDR) Conflict, Security, and Development reveal that fragile and conflict-affected states are lagging behind. The report points out that ‘Poverty rates are 20 percentage points higher in countries affected by repeated cycles of violence over the last three decades. Abstract:
The United Nations designated 2017 as the International Year of Sustainable Tourism for Development, and for good reason. The tourism industry generates 10.2 percent of global GDP and employs 1 in 10 workers. Women make up more than half of the tourism workforce, which makes the industry’s growth a unique opportunity to empower women across the world. But we need additional data to better understand how women intersect with this burgeoning industry.

Abstract:
This article addresses the policy employed by ISIS with respect to women. ISIS differs from other extremist organisations in terms of its impact on women and specifically, the number of female militants it has recruited from the West. Such high numbers of women joining ISIS is striking when considered in the face of the fact that ISIS is well known to be involved in rather oppressive and barbaric practices in territories under its control. Therefore, the article examined the rea- sons that trigger women to join ISIS and the promises of ISIS for women. The present review builds the policy employed by ISIS with respect to women upon the meanings attributed to women in the founding process of a state and the man- ner in which women experience this process. Focused on the policy employed by ISIS with respect to women, the article carries on the claim of extending beyond a cultural discourse inflicted with orientalist prejudices by addressing the matter from the perspective of the state and its gender perspective in contrary to research studies approaching ISIS and women from a theological standpoint.

Abstract:
The International Foundation for Electoral Systems (IFES) recognizes that violence against women in elections is a threat to the integrity of the electoral process – it can affect women’s participation as voters, candidates, election officials, activists, and political party leaders, and it undermines the free, fair, and inclusive democratic process. In an effort to better understand and address the ways in which electoral violence creates a barrier to women’s participation, IFES has developed the Violence Against Women in Elections (VAWIE) Framework to specifically identify and address the unique issues related to gender-based election violence. Through analysis and program implementation focused on increasing women’s participation and leadership in democracy assistance, the VAWIE Framework makes narratives of violence against women in elections in their homes, political arenas and public spaces more visible. This is part of IFES’ overall approach to electoral security, which is human-centered, in line with IFES' mission to support citizens' right to participate in free and fair elections, allows for a more holistic approach to security that covers all phases and activities of the electoral process and adheres to international standards and norms governing elections.

Abstract:
The Geneva Centre for Security Sector Governance (DCAF) and La Strada-Ukraine (LSU) collaborated to assess the current practices of the Ukrainian criminal justice system in responding to violence against women and domestic violence. The specific purpose of this assessment was to explore the readiness of the criminal justice system to implement the principles and obligations associated with the Istanbul Convention on preventing and combating violence against women and domestic violence (the Istanbul Convention), signed by Ukraine in 2011 and soon to be ratified. Intended to serve as a baseline for the development of policies and projects, this assessment is a key contribution to collective efforts to improve the criminal justice system response to violence against women and domestic violence.

Political leaders regularly make grand, public statements about the importance of the Women, Peace and Security (WPS) agenda for promoting national and international security, but their policy actions have fallen far short of their rhetorical declarations. There are two main reasons for this. First, political leaders are the point persons for their male-dominated security establishments. These establishments do not prioritize women and gender issues in national and international security affairs. Second, the WPS agenda has been framed as a “women’s” issue, which makes it easier for the establishment to marginalize the WPS cause.

200. Strengthening Women’s Civic and Political Participation: A Synthesis of the Scholarly Literature

In 2016, USAID’s Center of Excellence on Democracy, Human Rights, and Governance launched its Learning Agenda—a set of research questions designed to address the issues that confront staff in USAID field offices working on the intersection of development and democracy, human rights, and governance. This literature review—produced by a team of WSU professors and graduate students representing the academic disciplines of communication, history, and political science—synthesizes scholarship from diverse research traditions on the following Learning Agenda question: What are the most effective ways to encourage women’s civic (e.g., volunteer, advocacy, etc.) and political (e.g., voting, running for office) participation? What are the risks to women of these strategies in contexts where resistance to changing gender norms is strong? The team identified four strategies for increasing women’s civic and political participation that are analyzed in academic scholarship: Using quotas to enhance women’s representation. Using social media platforms to mobilize women and amplify their voices. Targeting women as participants or beneficiaries of social programs. Mobilizing women through their intersecting identities. The team found that quotas are effective in increasing the number of women in elected office at the national and local levels and may also encourage women to participate in political and civic activity more generally. However, how quotas are designed and implemented greatly influences their success, and it is unclear whether more women in office leads to substantive changes to women’s agency within the legislature. In addition, although gender equity reforms implemented in the legislature can make such reforms more likely in other institutional settings, quotas are not common in other government branches. Social media is a double-edged sword: it provides a relatively inexpensive, accessible tool for women to participate in civic and political life and bring attention to issues that disproportionately affect women; however, it also creates a new space in which women are contested, harassed, and silenced. Social programs that target women also can be effective, but they almost always impose unanticipated costs, burdens, or risks on the women who participate, and so can depress women’s participation while seeking to increase it. These adverse effects have predictable patterns, and programs that target women as beneficiaries should take these patterns into consideration during the design phase. Mobilizing women through their intersecting identities—as mothers, workers, members of a religious group—is an underdeveloped area of the literature. Although several articles covered cases of this sort of mobilization, the results are ambivalent. In addition, although mobilizing women through certain frames—such as “motherhood”—can be effective, this strategy also reinforces traditional norms of gender roles.
