Men who participated in this study highlighted the transformational potential of Women, Peace and Security to redefine how the international community conceptualizes and approaches security. • Among male champions of Women, Peace and Security there is a common view that current institutions and approaches are failing to achieve peace and security and that it is time for change. There is a recognition that gender forms a foundational pillar of social justice and that it is impossible to achieve social needs and human potential without addressing gender.

Abstract:
State concerns about crime and security issues have strongly affected conceptions of economic action outside the law, a traditional field of research in sociology. This increasing encroachment by policy-related concerns on the intellectual framework of the discipline has led, on one hand, to an almost exclusive focus on criminal organizations in the analyses of illegal economic activity. On the other hand, it has led to the downplaying of the importance of classic topics of sociological reflection, such as the embeddedness of action, the moral dimension of illegal products, or the relationship between social change and the spread of illegal exchanges. This short paper problematizes economic action outside the law by taking legal definitions and their effects seriously. It begins with the problem of naturalizing state definitions. This is followed by a discussion of the illegality of illegal markets, which illustrates sociological contributions. Finally, three dimensions of the study of illegal markets are suggested. Overall, the paper lays out a research program for this field of sociological inquiry.

143. The Pillars of Governance. A Macro-Quantitative Analysis of Governance Performance

Abstract:
State building is seen as the central tenet of many present-day development efforts. This rests on a global normative script that emphasizes the modern state’s role in providing governance services from security to education to health. However, the relationship between statehood and governance outcomes is not well understood. We use a macro-quantitative approach to analyze state performance in various governance dimensions including security, health, education, economic subsistence, infrastructure, and the environment. We test for the power of statehood in explaining the variation in governance outcomes while controlling for various other factors prominent in the respective debates in political science, economics, and development studies. The analysis yields three interesting results. First, statehood does not have a consistent significant relationship with governance outcomes. It matters more for some outcomes than for others. Second, we find that statehood sometimes performs better at predicting subjective (survey-based) evaluations than at predicting objective measures of governance outcomes (which confirms the ubiquity of the normative script). Finally, we find that the degree of domestic female empowerment performs consistently strong at explaining the variation in governance outcomes. This result is consistent with the policy community’s emphasis on women’s roles in development.

In October 2014, the Verkhovna Rada of Ukraine (the Ukrainian Parliament) adopted new legislation on an Anti-Corruption Strategy for 2014-2017, the National Anti-Corruption Bureau (NABU), and the National Agency for the Prevention of Corruption (NAPC), as well as anti-corruption amendments to a number of existing laws. Focusing on key legislation, this publication maps the general aspects of the recent legal reforms in Ukraine aimed at preventing and investigating corruption. Intended to improve public service integrity and prevent corruption, the success of the overall anti-corruption measures remains a focus of attention at national and international levels.

Abstract:
Cybersecurity has steadily crept to the top of the national security agenda. Simultaneously, a merger of the physical and virtual worlds is noticeably underway. A confluence of technologies has come together to make this possible under the rubric known as the Internet of Things (IoT). This merger will bring sensors and computing devices totaling in the billions to connect objects together in a network that does not require human intervention, along with which will come much vaunted benefits, knowable risks, uncertainties and considerable security dilemmas. Using the past as a predictor of future behavior, a vast increase in hackable devices will create equally vast vulnerabilities that will now touch the physical world. Yet the IoT will also present opportunities that are just now being imagined, likely making the Internet revolution seem small by comparison. While technological growth often appears to outpace policy, government retains the power to convene and ultimately to regulate. This article examines why policymakers should care about the IoT, the significant trends for the next five to ten years, and likely security implications stemming from those trends. The article finalizes with an overview of policy considerations.

Abstract:
The existence of a police component in UN peace operations is not a novelty. It goes back half a century ago and was first introduced in the Congo in the 1960’s. Embedding police components in UN missions became more extensive at the end of the 90’s. Over the years, with the change of the context of conflicts (from interstate to intrastate) peace support operations have evolved and are now very much shaped to reflect political and security developments on the ground. International policing efforts are an extremely important factor in establishing and maintaining international security today. Although military peace support operations and national military contributions are predominant, not all security problems can have a military solution. Regardless of the security context, police functions and mechanisms are extremely necessary for a successful peace support operation.

In March 2016, WIIS launched the Women, Terrorism, and Violent Extremism program. With the generous support of the Embassy of Liechtenstein in Washington, D.C., WIIS will facilitate a series of expert roundtables to explore the role of women in terrorist and violent extremist organizations, including the gendered dimensions of radicalization. These round tables will provide a forum for bringing together an international group of experts and policymakers from the counter-terrorism and Women, Peace, and Security (WPS) communities. Key takeaways and recommendations of expert roundtables will be captured and disseminated in the form of policy briefs. The first Policy Brief draws on the first roundtable discussion, held on March 20, 2016. This roundtable featured four noted experts: Ms. Sanam Anderlini, Co-founder and Executive Director of the International Civil Society Action Network (ICAN); Dr. Kathleen Kuehnast, Senior Gender Advisor at the United States Institute of Peace (USIP); Dr. Paul Pillar, former official of the Central Intelligence Agency (CIA) and now a non-resident Senior Fellow at the Brookings Institution; and Dr. Lorenzo Vidino, Director of the Program on Extremism at George Washington University’s Center for Cyber and Homeland Security.

A famous maxim of uncertain origin defines insanity as doing the same thing repeatedly, but expecting different results. In her opening statement at the United Nations (UN) High-Level Thematic Debate on Peace and Security, Nobel Peace laureate Leymah Gbowee used this definition to describe challenges faced by UN engagements in peace operations and peacebuilding. The 10-11 May meeting, called by the president of the UN General Assembly (UNGA) and themed In a world in risks: a new commitment for peace, provided a platform to reflect on current challenges to international peace and security. These focused, in particular, on responses to the 2015 reviews on peace operations, peacebuilding, and women, peace and security.

149. Improving the Security of All Nuclear Materials

Abstract:
About four-fifths of the weapons-usable nuclear materials in the world are in non-civilian programmes. This means not only as the explosive core in active or reserve nuclear weapons, but also as fuel in naval and military research reactors, highly enriched uranium (HEU) and plutonium at production sites, in storage, or declared excess to military uses, but not yet transferred to other programmes or eliminated. Yet coordinated global efforts to enhance the security of nuclear materials have been almost exclusively concentrated on the estimated 17% of such nuclear materials in the civilian sector. Ideally, all HEU and plutonium of the same grade should have at least the same level of adequate security regardless of the possessor or purpose, since the materials pose the same threat. In practice, however, the security of materials can vary depending on whether they are used in the civilian or military sectors. The Convention on the Physical Protection of Nuclear Material and Nuclear Facilities (CPPNMNF – as the Convention on the Physical Protection of Nuclear Material was renamed after the 2005 amendment came into force in May 2016), as well as International Atomic Energy Agency (IAEA) security guidelines such as INFCIRC/225/Rev.5, describe how civilian materials should be secured. No such explicit guidelines exist on how to secure materials outside of the civilian sector. Nor is there comprehensive public knowledge about the state of security of such materials in all countries with nuclear weapons programmes. It has often been asserted that nuclear materials in non-civilian use are well protected because they are under military control. However, the number of troubling security breaches involving nuclear material in military use, as well as some examples involving civilian nuclear facilities, belies this casual assumption, underscoring why the world should not simply accept the unsubstantiated ‘solemn word’ of authorities that security is as tight as needed. The list of incidents includes insider threats, peaceful incursions for demonstration purposes, theft, armed attack, and, most recently, over-flights by drones and computer hacking. Our report includes a number of examples of incidents at civilian facilities as well because they demonstrate areas of vulnerability that may also apply to the noncivilian sector. The record offers a compelling case for why security must be enhanced for all nuclear material.

Abstract:
As the United Nations celebrates is seventieth anniversary, the organization faces growing systemic stresses placed on it by emerging global challenges and rapidly shifting political and security dynamics. Such challenges have sparked a renewed interest in reform. The latest report by IPI examines past initiatives for change within the UN, as well as obstacles to reforms and their implementation. The report illustrates examples of successful processes of institutional transformation and highlights six waves of UN reform that have occurred since the end of the Cold War, including Secretary-General Ban Ki-moon’s Change Plan of 2011.
