Abstract:
Sherri Goodman is an experienced leader and senior executive, lawyer and director in the fields of national security, energy, science, oceans and environment. She is a Senior Fellow at the Woodrow Wilson International Center and CNA (Center for Naval Analyses), and a Senior Advisor for International Security at the Center for Climate and Security. At CNA, Goodman also served as Senior Vice President and General Counsel and was the founder and Executive Director of the CNA Military Advisory Board, whose landmark reports include National Security and the Threat of Climate Change (2007), and National Security and the Accelerating Risks of Climate Change (2014), Advanced Energy and US National Security (2017), and The Role of Water Stress in Instability and Conflict (2017), among others. Previously, she served as the President and CEO of the Consortium for Ocean Leadership. From 1993-2001, Goodman served as the first Deputy Undersecretary of Defense (Environmental Security).

Abstract:
The European Union (EU) has increasingly interconnected energy and climate policy, with the formulation of the Energy Union as one notable — if yet incomplete — step in this direction. In addition to the linkages between energy policy and efforts to reduce greenhouse gas emissions to meet climate goals under the Paris Agreement, the EU has been increasingly vocal about the link between climate and security, and under- taken (at least rhetorical) efforts to incorporate climate security concerns into broader externally focused policy areas. ​ This shift toward a focus on climate security, however, raises questions of how energy security and climate security relate, the impact of the former on the latter, and how the Energy Union fits into this shift, as well as how the EU characterizes climate risk and how this relates to geopolitical risks in its broader neighborhood. It also begs the question of how to go beyond identifying and conceptualizing the security risks posed by climate change to addressing them. ​ This paper charts changes in the EU’s energy and climate security discourse, focusing on their intersection in the Energy Union and the EU’s promotion of the energy transition to lower carbon forms of energy, and the relevant risks in the European neighborhood. The paper concludes that while the EU has evolved to include climate priorities and climate risks into foreign and security policy thinking, the complicated relation- ship between climate change and security complicates efforts to operationalize this in the EU, in relations with the broader European neighborhood, and beyond...

93. Human Trafficking and Climate Change: Understanding the Disastrous Relationship

Human trafficking is a horrendous crime: it degrades human security and undermines the rights of people around the globe. Although the exact number of victims worldwide remains elusive, the extent of human trafficking stands to increase in coming years for several reasons, including the accelerating rate of climate change. A warming world will almost certainly bring more disasters that result in greater displacement of people from their homes and livelihoods. This, in turn, puts them at greater risk of trafficking. Human trafficking is a highly lucrative crime, with few perpetrators successfully prosecuted and transnational criminal and terrorist groups repeatedly using it as a source of revenue. These factors, in combination with worsening climate change impacts will, in all likelihood, yield ever more human trafficking victims. ​ At its core, human trafficking involves forcing another against his or her will to work, perform sex acts, or succumb to debt bondage. Despite its name, the crime does not necessarily involve movement: the key element is coercion. Over 170 nations have signaled their opposition to human trafficking by joining the United Nations Protocol to Prevent, Suppress and Punish Trafficking in Persons, Especially Women and Children, and virtually all countries have registered official opposition to trafficking in humans. Despite these pronouncements, human trafficking occurs with staggering frequency. While precise estimates of the number of persons trafficked are difficult to obtain, the U.S. Department of State speculated in its 2017 Trafficking in Persons Report that there may be “tens of millions” of victims worldwide.[1] Other international organizations “estimate that about 25 million people are victims” of human trafficking in the world.[2] In all likelihood, those numbers will grow due in part to the increasing effects of climate change...

The good old days of cold war disinformatia are gone. Social media are increasingly relevant in shaping the public opinion, but they are just “eco chambers”. Foreign actors with malicious intent can easily exploit this intrinsic feature of social media manipulating online information in order to influence the public opinion. Moreover, cyberspace allows a large degree of anonymity, behind which it is easy to automate propaganda, and cyber attacks may be leveraged to exfiltrate and expose sensitive content or to gain information dominance during military operations, increasing the strategic relevance of the “information space”. Operations in this domain are central in Russia’s security strategic thinking, featuring predominantly in its “New Generation War” military doctrine. But the ongoing militarization of cyberspace risks having dangerous spillovers in the conventional domain. What can we do in order to protect our open democracies while preserving a global, free and resilient Internet? The answer is multi-faceted, in as much as CEIW (cyber-enabled information warfare) is an emerging asymmetric threat that forces us to innovate our security approach in many ways.

Abstract:
This report argues that the urban context presents a microcosm wherein one might observe debates and developments on security sector governance (SSG) and security sector reform (SSR) that also take place at the national level – with relevant challenges and opportunities, applied practices and lessons learned from past or ongoing attempts to provide security for both people and the state. Moreover, the report aims to show that urban security sector dynamics differ depending on whether the city is situated in a developed, developing, fragile and conflict-affected, or post-conflict context. In light of growing interest and investment in urban safety and security, exemplified by the provisions of Sustainable Development Goal (SDG) 11 -Sustainable Cities and Communities, increasing our understanding of the urban security sector has never been more timely.

Abstract:
Christopher Nolan’s film Inception creates a mesmerizing maze where each action of the protagonists has a ripple effect down through the whole fabric of the story. Making one’s way through the maze, though only in one’s own imagination, leaves the viewer disoriented. The film is all about process, about fighting one’s way through enveloping sheets of reality and dream, reality within dreams, dreams without reality. There is no time or place synchronization; architecture has a way of disregarding gravity where buildings tilt, streets coil and characters are adrift in what is more an emotional than a rational ‘ball of thread’ of experience. In a similar fashion, a complex network of events envelops the Western Balkans since the neologism’s ambiguous inception in the early 1990-s. For nearly three decades the region has been misperceived as stuck-in-the mud, criticized for being entangled in a desynchronized microcosm, involved in a set of flashbacks to archetypal conflicts on identity grounds and doomed to stagnated Europeanization. Both material facts such as cost-benefit calculations and ideational categories such as perceptions, beliefs, values, narratives are at play here. Almost like a Wiki-article, this paper attempts a disambiguation of several key assumptions about the Western Balkans so that it advances the argument that the Western Balkans region is inevitably on its way out of the shoals not least due to the European and Atlantic perspective for its future as offered by the European Union and NATO. It tackles three highly contentious statements: first, it refutes the proposition that the Western Balkans are entrapped in a specific ethnic security dilemma that offers no exit; second, it contends that at the moment the region is caught in a vicious circle of hard security threats (territorial conflicts) and soft security threats (radicalization, populism, corruption and organized crime); third, it holds a moderate optimistic view that the region is likely to be involved in a process of socialization within a vaster security community. The course of reasoning follows the case study of Serbia’s political and social development in the last decade; the theoretical framework is influenced by the security dilemma debate in International Relations literature.

98. The UN Security Council: From a 20th Century Relic to Effective Security Governance

Abstract:
The United Nations Security Council lies at the heart of the global security architecture. It was established in 1945 to maintain international peace and security, but reform has been stuck for decades. Beyond a nuclear conflagration and the enduring challenge of interstate conflict, future global security challenges include the impact of climate change, the threat of pandemics, dirty bombs, nuclear terrorism and cybercrime. These risks are exacerbated by the rise of new nationalism in the West with countries such as the USA turning away from multilateralism, eschewing collaboration and accelerating change away from a global system hitherto dominated by the West. At a time of great power transitions, mul- tipolarity without sufficient multilateralism is a dan- gerous trend. Without comprehensive change that includes the end of permanent seats and the veto, the Council is fading into irrelevance. Such reform is possible, but requires a very different approach compared to efforts to find a compromise between different negotiating blocks in New York. Instead, detailed proposals should be agreed upon amongst like-minded states outside of the intergovernmental negotiating process and tabled in the General Assembly as a non-negotiable amendment to the Charter of the United Nations (UN). Even then only the threat from key countries to withdraw coopera- tion from the UN is likely to change things.

99. Developing a Holistic Exposure and Adaptation Testing (HEAT) Process for Election Management Bodies

Abstract:
In a new publication, the International Foundation for Electoral Systems (IFES) outlines strategies for election management bodies (EMBs) to strengthen their technology and procedures to resist vulnerabilities, by following what we have termed a Holistic Exposure and Adaptation Testing (HEAT) process. While no electoral process or technology is infallible, the HEAT process aims to secure automated or digitalized electoral processes – as far as possible – against unanticipated threats, illicit incursions, system failures, or unfounded legal challenges. As the name suggests, the HEAT process focuses on the types of exposure an EMB may face when implementing different types of technology systems (technology, human, political, legal and procedural exposure). This process encourages a more holistic assessment of what could go wrong in data and technology management and allows the EMB to identify strategies to reduce or eliminate different types of exposure in a systematic manner. Because the HEAT process seeks to provide a holistic approach to cybersecurity in elections, we have drawn lessons from international principles, election cybersecurity case studies, risk-mitigation methodologies and technology-related election court judgments. The proposed process is also guided by international best practices on data management and cybersecurity, as well as transparency, open data and privacy.

100. Making cities in conflict areas more resilient

Abstract:
By 2050, the UN estimates that 70 percent of the global population will be living in urban areas. Therefore, understanding and anticipating the ability of cities to manage and avoid the negative effects of climate-related changes and events – for example, hurricanes, overpopulation or supply chain disruption – is of utmost importance. This paper presents a conceptual framework to empirically quantify the climate resilience of cities to guide policymakers and community leaders in identifying challenges and opportunities. This paper tests the framework for data analysis in three cities in conflict-prone territories: Bamako (Mali), Maiduguri (Nigeria, Lake Chad Region) and Baghdad (Iraq). The analysis of the three cases suggested that city resilience in those areas cannot be developed without addressing the root causes of conflict in the entire area, as city-level resilience in conflict areas is closely related to the national level. On the basis of the research, some important observations and recommendations are made. When tested, the analysis revealed that the level of resilience did not necessarily correspond to economic development; it also found that conflict significantly lowered overall urban resilience to climate-related impacts. Large sprawling cities typically score poorly on maintaining resilience. While recovery and learning capacities are usually present in urban areas, very dense urban areas are particularly vulnerable to climate disasters. Cities in the global north have built learning capacity; they have made efforts to share best practices (e.g., the Rockefeller Foundation’s Resilience initiative, efforts by UN CPI and CRI, etc); and they have considered the lessons learned and implemented guidance. Data analysis can help to bolster the learning capacity of cities to cope with climate impacts that could increase tensions in large urban areas. However, there is a significant difference in the availability of data between the developed and the developing world. Data collection in developing countries (and cities) should be strengthened to better estimate climate-related security risks in urban areas and bolster their capacity to maintain key functions and recover and learn from climate events in their own and comparable cities.
